The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

July 10

00:43 - Verbal warning for speed, tag light and obscured back window issued at Seward Highway and North Harbor.

01:34 - Individual reported that while at the Pit Bar, a family who gave him a ride drove off with his belongings, a fishing pole and army backpack, still in the white four-door BMW. The reporting party said vehicle was headed to 4th of July beach. Information given to SAST. While doing security checks in SMIC later, officer did not see a vehicle or family meeting the description.

01:42 - Individual with Aurora Limousine reported hitting and killing a baby moose just north of Safeway. Officers found the moose and an individual on the road kill list responded to collect it.

04:00 - Warning for parking against the flow of traffic left on a vehicle on Fifth.

08:44 - Citation for speed issued to Joshua Herr at Mile 1 Seward Highway.

09:24 - Summons for no valid driver’s license given to Micah Dillon at Seward Highway and Sea Lion.

09:58 - 911 caller reported that his girlfriend was possibly on drugs and jumped out of his vehicle at the Harbormaster’s Office restrooms and might be heading toward the Lagoon.

10:01 - Verbal warning for fail to stop at stop sign given on Ballaine.

12:00 - Individual reported that a male ripped a door out of his hand at Kimberly Court Apartments and jammed his thumb, and he wants to press charges.

23:24 - Officer heard noise coming from 1st Lake and contacted two subjects who were advised that the park was closed and there was no drinking on the premises. One subject was also advised that he was trespassed from all AVTEC properties in reference to a previous case and he left the area. The other subject requested and was provided transport to Exit Glacier Road.

July 11

00:01 - 911 caller requested an ambulance to Fifth. SVAC/SVFD responded.

00:59 - Verbal warning issued for speed at Seward Highway and North Harbor. Passenger advised of his suspended driver’s license status

01:59 - Citation for failure to carry proof of insurance issued to Leonard Goins Jr. at Seward Highway and South Harbor. Verbal warning for speed and failure to carry registration.

02:28 - Citation for failure to carry proof of insurance issued to Britni Spires at Mile 2 Seward Highway. Verbal warning for failure to use turn signal and failure to stop at stop sign.

04:20 - Automated fire alarm reported at Seward Military Resort. SVFD/SVAC dispatched and then canceled after the resort reported it was caused by shower steam.

07:12 - Officer gave two males a ride from Fourth and Madison to North Harbor.

10:33 - F/V Lucky Penny reported they were coming into Miller’s Landing with a passenger who fell and was unconscious. SVAC/LPVFD dispatched.

10:39 - Verbal warning for studded tires given at Fifth and B.

11:15 - Individual reported an odor coming from the Lowell Point sewer plant.

13:17 - 911 caller requested an ambulance to Seward Windsong Lodge. SVAC/BCVFD dispatched.

14:27 - Individual reported people fishing in the Lagoon. Officers advised it was kids fishing weekend at the Lagoon.

16:17 - AST advised of a vehicle parking in the roadway on Third between Washington and Adams.

20:25 - Coast Guard requested an ambulance to the Lowell Point boat landing for a female who was in the water for about 30 minutes. Miller’s Landing was transporting her to shore.

21:27 - Individual reported that a subject was at the Breeze Inn and he is trespassed from the Breeze.

22:04 - Troopers advised that subject from previous case was passed out in the ditch near Port Avenue and Seward Highway. Officers unable to make contact with the subject.

22:23 - Officers contacted the owners of a vehicle on Hemlock and advised them there was no camping in that area.

23:51 - 911 caller reported an intoxicated male who looked like he may need assistance walking through the cemetery. Officers contacted the subject and took him to SCJ for protective custody after he refused a PBT. En route he became uncooperative. The officers stopped and put the subject in hobbles before continuing to the jail.

July 12

00:38 - Citation for MISC IV issued to a juvenile at Second and Jefferson, after a consensual search in which drugs were found. Subject passed FSTs and parental guardians were contacted. Subject was released to mother when she arrived on scene. Citation for illuminate lights as required. Verbal warning for violating driver’s license and expired tags.

05:11 - Ambulance requested to the airport to airlift a patient.

05:53 - Citation for speed issued to Jonathan Holburt at Third and Van Buren.

06:09 - Verbal warning for speed issued in the Safeway Parking lot.

07:02 - Individual reported losing his black nylon Velcro wallet containing driver’s license, credit card and about $100 cash in the South 72-hour parking lot on July 10.

08:43 - Verbal warning for having a person riding outside the vehicle given at Third and Jefferson.

11:12 - Harbormaster’s office turned in a found backpack.

13:01 - Seward Resort reported their power was out. They heard a large bang and believed the transformer blew at Sea Lion.

15:33 - A cell phone was left in a patrol car the night before when a subject was arrested. Phone was placed in found property.

16:34 - Simplex Grinnell reported a general fire alarm was activated at Hotel Edgewater.

17:29 - Verbal warning for speeding given at Third and C.

18:36 - Safeway reported a male fell inside the store and possibly had a seizure.

21:08 - Individual reported someone was at the pump station and appeared to be video tapping the corrections facility. Officer spoke to the subject who said he was taking pictures of the wildlife with his children.

22:03 - Citation for speeding issued at Third and C.

July 13

01:29 - Verbal warning issued to a driver at Seward Highway and Nash Road.

01:53 - Officers stopped a driver at First and Monroe who was en route to the ER with a passenger having a medical emergency. Officers allowed the vehicle to continue to the hospital and a verbal warning for speed was issued there.

03:02 - Officers responded with a trooper SAST to Ben’s Country Store area for a disturbance.

06:13 - 911 caller reported discovering a cell phone, and a lot of vomit and some blood inside the light house at the Mariner’s Memorial. Officer responded and reported vomit only. The cell phone was placed in lost and found. Parks and Rec notified of the mess.

06:43 - Verbal warning for speed issued at Third and Van Buren.

08:26 - Verbal warning for speed given at Third and C.

10:30 - Zudy’s Café reported that tour buses had been parking overnight in front of the café when it is a 30-minute parking only area. They asked a bus operator if they could park further down and not in front of the café and the bus operator did not seem to care. Officer responded and the bus had left.

11:59 - Fire alarm at a four plex on Sixth. SVFD/SVAC dispatched.

11:59 - Individual requested that an officer do a welfare check on a resident at Bayview Apartments. Officers responded and no one was at the residence.

15:40 - Individual reported that there were fraudulent charges at the Alehouse. Officer spoke with the reporting party.

19:16 - Verbal warning for speeding given at Seward Highway and Sea Lion.

20:25 - PSMC requested an ambulance at the airport for transport. SVAC dispatched.

July 14

09:58 - Individual reported that a vehicle had been parked on Madison between Second and Third for several days. Officer placed an abandoned vehicle notice on it.

12:58 - Kenai Fjords Tours requested the fire boat John Foster to meet one of its vessels, M/V Aialik Voyager, at Fox Island for a passenger. SVFD/SVAC dispatched.

15:50 - Individual reported a male wearing a striped polo shirt was yelling at a female wearing a baggy coat and a beanie as they were walking on Resurrection Boulevard toward the high school.

16:04 - Verbal warning for speeding given at Third and D.

17:01 - SVAC/SVFD responded to a request for an ambulance at North Star Clinic.

17:24 - 911 caller reported three teenage boys playing with knives in front of Subway. Responding officer reported the teens had their fishing poles and were getting into a vehicle leaving the scene upon his arrival.

18:25 - Individual reported they saw a vehicle hit a tree while backing into a parking space at Seward Military Resort. Vehicle received damage.

18:49 - Individual reported they saw Herric Sullivan and two other subjects in the Alaska SeaLife Center water fountain and getting the coins out. He said the men were shouting curse words and believed they had been drinking. After officer spoke with the individuals, he reported he was charging Sullivan with disorderly conduct and criminal mischief.

22:14 - Individual not arrested in the previous case gave the officer a false name while being interviewed

July 15

00:43 - Verbal warning for speed and FST issued at Seward Highway and South Harbor.

01:17 - Verbal warning for speed issued at Seward Highway and South Harbor.

05:47 - Individual reported that a woman in a maroon BMW Crossover jumped the curb at Fourth and Port. Officers were unable to find the vehicle.

10:37 - BCVFD responded to Bear Lake Road for a burn complaint.

10:55 - Individual reported people stopping at Three Bridges to watch a moose swim in the river. Officer responded.

13:30 - Individual reported fraudulent activity on his bank account.

14:10 - Individual requested an officer to Ravina about people picking berries on her property. Officer advised the subject not to go on private property.

16:04 - Individual reported a vehicle parked in the middle of Dora Way near the top of the hill.

16:26 - 911 caller requested an ambulance to the Seavey building at Fourth and South Harbor for a male with severe stomach pains.

17:25 - Alaska State Trooper reported a Black Expedition inbound to Seward at the Pit Bar area. Officer did not locate the vehicle

17:30 - Verbal warning for speed given at Third and D.

17:30 - SAST reported that a tan Sharpei was running loose near the vet clinic at Mile 1.5 Seward Highway.

18:02 - Individual reported the theft of a jacket from Mt. View Sports. They had the identity of the person who took the jacket. Subject returned the coat to SPD.

18:14 - An ID was found on the bike path and turned into SPD along with a Safeway card.

20:11 - Individual reported a vehicle with a camper camping up behind the middle school and coming down to the Seward Resort to use the dump station. Officer contacted owner who said that he had been given permission to use the dump station.

22:47 - Seward Resort reported a power outage from a transformer that had blown.

July 16

09:50 - Guardian Security reported a fire alarm at Holiday Inn Express on Fourth. SVFD/SVAC dispatched.

10:50 - Safeway requested a welfare check on an employee at Kimberly Court Apartments. Officer responded and she was not at home.

11:51 - CHC requested a welfare check on subject at Kimberly Court Apartments. Officer responded and she was not at home.

12:58 - Individual reported an intoxicated pedestrian in front of Bayside Apartments. Officer contacted the subject and provided transport to Ben’s Country Store.

14:33 - Seward Resort wanted to talk to an officer about a fraud case.

16:51 - A resident on Maple reported a 6- to 8-inch sink hole in the roadway in front of his residence.

17:38 - 911 caller requested an ambulance to the corner of Fourth and Jefferson.

20:38 - Individual reported that her purple leather purse was stolen from Christo’s. Inside was her Texas driver’s license and debit card.

22:59 - The manager of Marina Motel reported a white male wearing a vest and jeans outside the motel asking that the police be called because he was intoxicated. Officer contacted the subject and he was placed in protective custody with a PBT of .204.

July 17

00:09 - Citation for failure to carry insurance issued to Theodore Connell near Mile 2 Seward Highway. Verbal warning for speed.

00:43 - Citation for failure to have insurance issued to Richard Mack at Seward Highway and South Harbor. Verbal warning given for failure to carry driver’s license, registration and provisional driver’s license violation.

00:59 - Officer witnessed an individual possibly attempting to break into Three Bears. Officer arrested Trampus Bell for Attempted Burglary II, Possession of Burglary Tools, Criminal Mischief III and MCA, and took him to SCJ.

00:59 - Officer arrested Marco Cortez for furnishing alcohol to a minor at Three Bears. Cortez was taken to SCJ.

01:22 - PSMC requested an officer to speak with a patient about an ATV rollover with possible injuries. Officer contacted the subject who said that he had been in an ATV accident near Lowell Point with another unknown individual. Injuries were consistent with ATV rollover.

08:15 - Public Works reported a tree down on Second blocking the road near Dairy Hill.

08:16 - Citation issued to Zlata Lund at Safeway.

08:56 - Verbal warning for brake light given at Terry’s Tire.

10:36 - Wells Fargo requested an officer about report of people loitering outside the bank. Officers responded and advised the individuals had a cab coming.

11:04 - Seward Resort reported the power out and hearing a loud pop from down the street.

17:11 - Individual requested an officer to Petro Plaza on Fourth about a parked motor home which was partially blocking the road.

17:34 - Citation for improper overtaking on the left and failure to carry proof of insurance issued to Jermey Horn at Fourth and Ballaine. Verbal warnings for speeding, failure to use turn signal, driving left of the center and driving with headphones on.

17:35 - AST requested ambulance at Seward Highway and Nash Road.

23:08 - Individual requested an officer at Waterfront Campground near the playground about a group of people being loud. She believed they were not campers. Officer could not locate the group.

July 18

09:10 - Individual lost her white Samsung Galaxy S4 the day before.

09:14 - Citation for speed issued to Allison Colson at Hemlock and Seward Highway.

10:01 - Verbal warning for failure to stop at a stop sign given on Seward Highway near Air Force Rec Camp.

10:25 - 911 caller reported a campfire was spreading through the moss about 2 miles up Crown Point Mine Road.

10:59 - Seward Military Resort reported an elderly woman in their office who did not know where she was or where she belonged. She was returned to her family.

15:00 - Motor home was completely blocking the southbound lane in front of Christo’s.

15:03 - 911 caller from Spring Creek Correctional Center reported that an inmate slit his wrists. SAST was en route.

15:09 - Verbal warning for speed given at Seward Highway and North Harbor.

15:58 - Citation for failure of no insurance issued to Judith Crotts at Seward Highway and North Harbor. Verbal warning for speeding.

17:14 - Power outage at Essential One and the residential area behind Safeway.

18:33 - Verbal warning for speeding given on Seward Highway north of Sea Lion.

18:43 - Verbal warning for speeding given on Seward Highway at Sea Lion.

19:00 - Citation for speeding issued to Stephen Wagner on Seward Highway at Van Buren.

20:07 - 911 caller reported a female passed out near Mile 3 Seward Highway. After talking to the reporting party the female got up and started to walk away. The reporting party asked her if she wanted medical help and she said no.

21:25 - Verbal warning for speeding given on Seward Highway and Hemlock.

21:41 - 911 caller requested the non-emergency number for SPD. She called the non-emergency number and requested the telephone of a towing company because her keys were locked inside her car.

July 19

09:13 - Citation for speed issued to Robin L. Hahn at Safeway parking lot. Verbal warning for failure to carry registration.

09:55 - Caller reported that someone was camping illegally on Dora Way. Officer placed abandon vehicle notices on both vehicles

10:26 - Verbal warning for failure to stop at a stop sign given at the Smoke Shack.

10:40 - Ambulance was requested to Exit Glacier nature center.

10:57 - Individual lost his wallet with credit cards and California identification on the beach.

11:33 - Citation for studded tires issued to Melissa Anne Henderson at Three Bears. Advised to get an Alaska license.

15:20 - A small pack with a cell phone and medication was found at Alaska SeaLife Center.

15:45 - Individual reported a dog locked inside a vehicle in Ray’s parking lot. The windows were cracked, but the dog appeared to be overheating.

19:12 - Individual located his forklift at McDonald’s beach that was stolen in Anchorage, a report was made with APD. The reporting party wanted to verify it was his forklift. Officer escorted him. Officer verified the serial number and stated reporting party would retrieve his forklift the next day. Reporting party received permission from McDonald’s for his forklift to remain on the property.

21:13 - Individual reported two juvenile boys were overdue from Bear Mountain. SAST advised and SFD toned out. The call was canceled shortly afterwards, as the boys were located by a man who said they were safe and required no assistance.

21:16 - Verbal warning for speeding issued at Third and Monroe.

21:32 - Individual reported a dog continuously barking next to Great Bear Circle. Officer spoke with a neighbor who said the dog’s owner was at a baseball game.

22:39 - Individual requested patrol at the no-overnight-stay parking lot at Alaska SeaLife Center because people were staying overnight. Officer spoke to occupants and they agreed to move.

23:15 - Verbal warning for speeding given on Third at Jefferson.

23:36 - Verbal warning for head light requirement issued at Seward Highway and North Harbor.

July 20

01:54 - Verbal warning for tail light and head light out, and failure to carry registration issued at Third and Madison.

03:39 - 911 caller reported multiple shots fired from the area of Bear Drive and Phoenix. Officers were unable to locate a disturbance

06:59 - 911 caller reported a dumpster fire at Stoney Creek RV park. BCVFD/SVAC responded.

08:14 - USCG reported hearing a mayday in the area of Cheval Island just south of Resurrection Bay.

08:50 - Officer left a written warning on a vehicle for parking illegally at Second and Jefferson.

09:08 - Verbal warning for studded tires given at Seward Highway and North Harbor.

09:23 - Verbal warning for speed given at Red’s.

10:11 - AST requested an ambulance to stage for a domestic violence at Tower Circle. BCVFD/SVAC dispatched.

10:11 - Jason Davis arrested for two counts of Assault IV DV at Tower Circle and taken to SCJ.

11:28 - 911 caller requested an ambulance to Marathon Campgrounds. SVFD/SVAC dispatched.

11:34 - Individual reported a REDDI on Nash Road traveling toward the Seward Highway. AST advised.

12:00 - Citation for studded tires issued to Jason Jones at Napa lot.

12:33 - Individual reported fraud over the internet while staying in Seward.

14:51 - 911 caller reported that the PSMC generators were loud and wanted an officer to check on the noise level.

14:52 - Individual and Alaska SeaLife Center reported a dog left in an unattended vehicle in the ASLC parking lot.

16:08 - Individual reported a black dog was lying down by a tent at Williams Tent Campground who did not have water or food. The occupants at the site were gone.

16:17 - Individual reported that a camper was blocking the bike pathway at Williams RV Campground.

17:46 - Citation for speeding given to Charles Mathis at Safeway parking lot.

19:11 - Individual requested a welfare check on subject who might need medical attention. Officer reported subject was awake and talking to him, PBT .398. SVAC and SVFD dispatched. Subject was transported to the hospital by ambulance.

19:11 - Ambulance requested at the airport to assist Guardian Flight with transport. SVAC was dispatched.

21:06 - Citation for endangering the welfare of a child issued to Elena Miller. The reporting party initially reported Miller was intoxicated and walking with her baby down Third. PBT 204. A neighbor would take care of the Miller’s children overnight.

July 21

22:47 - Individual reported loud music, possibly a party in the Alderwood Apartment complex of AVTEC. Officers contacted a group of four subjects in one of the apartments who had been practicing music. They agreed to be done for the night.

00:57 - Officers contacted a subject in the South 72-hour parking lot to make sure all was OK. Vehicle had been sitting for some time with the lights on. He did not need assistance.

02:02 - After FSTs were conducted, Walter Barillas was arrested for DUI at Third and Van Buren. (PBT 0.304.) Subject was taken to SCJ.

05:50 - Individual reported a blue tank that they believed belonged to the Harbormaster leaking in the harbor area. Harbormaster was contacted and they did not have any knowledge of a blue tank in the area.

10:12 - 911 caller reported an elderly woman hanging out the window calling for help. Officers responded. Officers contacted her daughter who said the woman was delusional and refusing to go to her medical appointment. Officer provided transportation to PSMC.

13:15 - Storage Option reported that a vehicle was parked on their property and had been there for several days.

13:30 - MPVFD advised of a burn pile between Mile 29/30 Seward Highway.

14:00 - Fire Chief advised that the ARRC would be doing confined space operations at the ARRC Terminal.

15:02 - 911 caller from Miller’s Landing called about a 56-year-old woman who fainted. The caller said she regained consciousness and refused an ambulance.

15:05 - Individual reported someone attempted to burglarize his boat between July 3 and18.

17:14 - 911 caller reported a vehicle that was parked at the campgrounds for the past few days. Dispatch gave the caller the non-emergency number. After calling the non-emergency, the caller reported the gold vehicle was parked between sites 456-457.

17:37 - 911 caller requested medical help. SVAC and SVFD dispatched.

17:55 - Citation for failure to stop at a sign issued to Brian Derum on the Seward Highway at Van Buren. Verbal warning failure to carry proof of registration. Officer advised him to get his Alaska driver’s license.

18:23 - Verbal warning for blocking lane with camping trailer given at Fourth and B.

19:07 - Citation for speeding issued to Michael Arata on the Seward Highway at South Harbor.

19:22 - Individual requested medical attention. SVAC and SVFD responded.

21:01 - Citation for speeding given to Travis Hubener on the Seward Highway at Madison.

21:40 - Verbal warning for passing across the line issued on the Seward Highway at Coolidge.

July 22

00:55 - Verbal warning for speed issued at Third and C.

01:15 - Individual flagged down an officer at Third and B to report a vehicle that almost run them off the road and was driving erratically. Described as a white and red Chevy pickup heading southbound on Fourth. Officers found a vehicle matching the description parked in the alleyway between Fourth and Fifth.

02:13 - Verbal warning for speed issued at Seward Highway and Sea Lion.

02:29 - Officers contacted a subject who was seen outside of Cover to Cover Books near his car, which was running. He was found to be checking the open time for the book store, doing nothing illegal and needed no assistance.

05:58 - Verbal warning for speed issued at Seward Highway and Airport Drive.

06:10 - Warning for parking against the flow of traffic left on a vehicle at Fourth and Adams.

07:01 - Citation for failure to stop at a stop sign issued to Maria Gacel at Fourth and Adams. Verbal warning for failure to carry registration.

10:04 - Citation for parking illegally issued to Aimee Johnson at the Breeze Inn.

11:00 - Officer performed civil standby at Seward Resort.

11:15 - Verbal warning for fail to stop at stop sign given at Fifth and Railway.

11:42 - SAST dispatched MPVFD for a vehicle fire at Mile 49 Seward Highway. Troopers and Cooper Landing Fire also responded.

14:01 - 911 caller reported a tree touching the power lines on Nash Road at Afognak.

14:50 - North Star Clinic requested an officer for a female patient who was threatening suicide. Officers transported the patient to PSMC for further evaluation.

15:00 - Warning for obstructing traffic left on a vehicle at Fourth and Washington.

15:17 - A power outage was scheduled for 13:30 the next day at Lawing, Crown Point area.

15:57 - Citation for speed issued to John Joseph Kempinski on the Seward Highway at Hemlock.

16:01 - Harbormaster’s Office reported an intoxicated male on the back stairs of the Forest Service building next door to their office. Officer contacted the subject. He was sober but homeless and trying to stay out of the rain.

17:46 - Individual returned from fishing to his camp site at Forest Acres Campground and found an intoxicated male sleeping in his tent. Officer contacted the subject. He was transported to SCJ, and placed in protective custody with a PBT of .212. Upon arriving at SCJ, his breath test was much higher and he was taken to the ER to be checked.

17:50 - Individual reported that there were people in the woods behind Pacific Park Apartments possibly using drugs.

18:20 - Individual turned in a pair of glasses she found sitting on a pole at 1st Lake.

20:26 - Individual complained about the odor coming from the sewer pond.

20:36 - Breeze Inn desk clerk reported a domestic violence incident in the lot behind the office. Officer contacted William Aloysius Tyrell and a female. Both parties denied any physical contact and there were no signs of injuries to either party. Tyrell was arrested for disorderly conduct and resisting arrest, and was transported to the SCJ. Upon arrival Tyrell was taken to the ER due to a high breath test in the jail.
