'Captain's Mast' - May 29, 2014


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

May 18

22:21 - 911 caller reported a rolled black jeep across from Safeway. Caller said that the driver was possibly intoxicated. Sean Schmelzer was arrested for DUI and reckless driving after refusing to perform roadside tests at Alameda and Leirer Road. He was taken to SCJ where he provided a PBT of .278.

00:05 - Individual requested an officer to the Jesse Lee Home after noticing flashlight use around the building. The reporting party also reported a strange burning smell. Officer checked the building but did not locate anyone.

02:45 - Individual requested an officer to the 1000 block of Fourth for an unknown, intoxicated male who had been trying to get into her apartment for the previous 15-20 minutes. Officer contacted the subject and transported him to the Edgewater Hotel.

06:37 - Warning for parking against the flow of traffic left on a vehicle at Fifth and Adams.

06:39 - Warning for parking against the flow of traffic left on a vehicle at Fifth and Adams.

06:41 - Warning for parking against the flow of traffic left on a vehicle at Fourth and Washington.

11:30 - Individual turned in a wallet.

14:29 - Individual reported a that mini Coup rolled into a Silverado in the Safeway parking lot. Officer responded.

17:28 - 911 caller reported a brush fire at the firing range in the area of the dump. SVAC and SVFD responded and while they were en route another 911 caller reported that the fire was contained and the fire department could cancel. Former fire marshall advised to cancel the SVFD. Rescue One responded with Fire Chief and Deputy Fire Chief. SVAC was cancelled.

17:42 - Subject walked into the lobby and advised that he didn’t know where he was and how he got here. SPD had received a BOLO from APD stating this subject as a missing person. Subject said he was not injured but dehydrated and that he had been in the woods. He last remembered being in his barracks at JBER. First sergeant was en route to pick him up.

19:43 - Citation for failure to provide proof of insurance issued to Timothy Joel Woolston on the Seward Highway near Sea Lion. Verbal warning given for speed.

21:04 - Troopers arrested Steven Rocco Silba, Jr. for DUI and took him to SCJ.

23:37 - Individual reported a newer, white extended-cab Chevy truck speeding through the residential area of Bear Drive. The reporting party said the truck was headed northbound on the Seward Highway. Officer was unable to locate the described vehicle on Seward Highway out to The Pit. He spoke to a driver Essential One in a vehicle matching the description, but said he was not the suspect.

May 19

00:11 - Individual reported that a dog near First and Jefferson had been barking for at least two hours. Officer found the dog at the 300 block of First. After receiving no response at the door, phone messages were left for the owner. A note was left on the door of the residence advising someone to contact SPD about the dog. At 05:26 the owners contacted SPD and said that they were back in Alaska and would make sure the dog was OK.

08:27 - Officer requested an ambulance to Kenai Fjords National Park for a male needing medical evaluation. SVFD/SVAC dispatched.

11:20 - Citation for seat belt issued to Christopher Jones at Fourth and Monroe.

11:58 - Citation for seat belt issued to Allen Burkhart on Third near the bakery. Citation for seat belt also issued for passenger Glen Burkhart.

12:45 - Verbal warning for improperly wearing seat belt given at Fourth and A.

13:02 - Citation for seat belt issued to Richard Villa at 1009 Fourth.

13:35 - Citation for seat belt issued to Amantha Morgan at 1015 Fourth.

14:33 - Individual spoke with an officer about the theft of a greenhouse from the 2000 block of Dora Way. Officer responded and advised that the wind had blown the greenhouse and a neighbor secured it.

15:53 - Verbal warning for failure to stop completely at a stop sign given near the Breeze Inn.

15:44 - 911 pocket dial received from Icicle Seafoods. On call back, he answered the phone and said that there was no emergency. He was asked to find a way to lock his phone since SPD has received 42 911 calls from his number.

18:17 - Essential One called to report that two people left their IDs at the station.

18:20 - Essential One reported that a subject left his ID at the station after being carded.

19:31 - Officer was flagged down by individual who turned in medication for destruction.

19:42 - Guardian Security reported a fire alarm at Safeway. Safeway had all ready called to say it was a false alarm but that they had a leak in the fire suppression system and could not turn the alarm off. Deputy Fire Chief advised that the system had been drained and employees would be on fire watch throughout the night. Yukon Fire Systems would be en route to repair it in the morning.

20:59 - Individual reported that three vehicles that are normally around AVTEC were headed northbound on the Seward Highway loaded with pallets. Last seen at Mile 6, the vehicles were a grey Chevy truck, a red Dodge truck and an older GMC. He believed they were headed to a party where the pallets would be used for a bonfire. Troopers notified.

23:28 - Medics were requested for a Comfort One death.

May 20

00:15 - Verbal warning for failure to illuminate headlights after dark given at Hemlock and Seward Highway.

01:50 - Verbal warning for speed given at Mile 1 Seward Highway.

05:53 - 911 caller reported a man in a wheelchair on Fourth near Port Avenue who had been telling pedestrians that he was possibly hypothermic. SVAC, SFD and an officer responded. The subject was contacted and given a disorderly conduct warning for cursing and yelling at first responders. He was transported to PSMCC.

06:20 - Verbal warning for speed given on Fourth near South Harbor Street.

07:46 - A second warning for parking against the flow of traffic was left on a vehicle in the 200 block of Fourth.

09:19 - SAST reported that a vehicle was taken without permission from Nautical Avenue. SAST reported that the suspect returned the vehicle and was combative with the vehicle owner, and then left as a passenger in a newer model red SUV. Troopers responded.

13:24 - SeaView Community Services turned in expired medications to be destroyed.

13:26 - Individual reported two males in a white station wagon who were acting suspicious at the Harbor breakwater. Officer contacted the subjects who said they would have a licensed driver meet them in an hour.

14:00 - DMV advised that a black coat was left in DMV Office.

14:12 - SeaView Community Services requested a welfare check on a subject at the 1000 block of Fourth. Officer responded and advised all was OK.

14:15 - Individual turned in medications to be destroyed.

16:18 - A report of a reckless green Nissan that went through the campground at the 13700 block of Lowell Point.

16:18 - A report of a bright red Yugo acting reckless near the Post Office on Sixth headed northbound. Officer responded but did not contact the subject.

16:28 - A large stack of pallets were set up at Mile 14 Seward Highway for a bonfire. SAST was aware of it and was going to try and stop it before it started. Fire departments notified.

17:53 - Verbal warning for speed given near 3 Bears.

19:24 - Verbal warning for speed given at Third and C.

19:24 - Individual requested an officer check at 1st Lake for juveniles throwing rocks. He was afraid that vehicles might be hit. Contact was made with the juveniles and one parent on the scene.

20:45 - PSMCC ER requested an officer to assist them in controlling a patient who was unruly. They said they had four employees trying to control the situation. The fire department was requested to provide more manpower.

21:13 - Safeway called to report a black lab that kept coming into the store. It had a collar but no tags. It was a small black lab female and was taken to the shelter.

21:30 - Individual was at the beach walking her dog when another dog tried to attack her dog and she was almost bitten herself. The people with the aggressive dog entered the 1000 block of Fourth.

May 21

10:38 - Individual reported two males littering on the Small Boat Harbor breakwater.

14:02 - Elementary School conducted a fire drill.

14:35 - Individual reported a vehicle that was swerving into town and almost hit a guardrail.

15:27 - Citation for speed issued to Amy Hankins at Seward Highway and Hemlock.

17:40 - Guardian Security reported an audible fire alarm at Glacier View Apartments.

18:58 - Individual reported an intoxicated male in the barn at the horse corral. The reporting party said that the male left the area, and if he was found, to trespass him from the corral. Officer was unable to locate the male.

19:13 - Officer assisted with a vehicle broke down in the roadway at Third and Dairy Hill.

19:19 - Officer gave a verbal warning to the operator of a vehicle parked the wrong way in front of the Van Gilder Hotel.

May 22

21:42 - Citation for speed issued to April Alvarez on Third next to No Sweatt Auto. She was also given a verbal warning for failure to carry an operator’s license.

22:20 - Troopers arrested Moisae Martushe for MICS IV and MICS VI at Mile 44 Sterling Highway and took him to SCJ. Troopers also arrested Monika Howard for MICS IV and MICS VI at Mile 44 Sterling Highway and took her to SCJ.

22:31 - Individual requested a welfare check on a female at Kimberly Court. Officer contacted the building manager who had already spoken to the female and asked her to keep it down.

23:05 - Several 911 callers reported possible smoke in the area of Harbor View Subdivision behind BCVFD. A BCVFD officer responded and contacted the subjects who had a fire less than 3 feet by 3 feet.

00:43 - 911 caller reported a noise complaint near her current location at Second and Van Buren. Officer met with the reporting party, and contacted the subject and two others in the house next door who admitted that they had thrown a fire cracker. They agreed not to do it again and to keep the noise down.

01:10 - 911 caller reported that when he was contacted by officer earlier, the officer did not give him back his ID. Officer said the ID had been given back when the officer contacted him at Second and Van Buren. Caller’s ID was found.

01:43 - SAST requested an SPD officer to assist in a possible DV on Bear Paw Drive. The subject David Phillips left the scene and headed toward Seward. Officer pulled the subject over on Leirer Road and held subject him there while waiting for the trooper. Subject was arrested by the trooper for DV Assault IV and Criminal Mischief III.

04:51 - SVFD, SVAC and the officer on duty took position along Seward Highway to welcome combat veterans arriving in town to go fishing for the day in the Combat Fishing Tournament.

11:29 - Citation for seat belt issued to Edward Plevka at Fourth and B.

11:39 - Verbal warning for improper wearing of seat belt given at Seward Highway and South Fork.

11:52 - Verbal warning for speed given at Seward Highway and Hemlock.

11:59 - Verbal warning for improper wearing of seat belt given at Seward Highway and Hemlock.

12:15 - Citation for seat belt issued to Timothy Wilkie at Seward Highway and Sea Lion.

12:26 - Officer requested an ambulance for male who fell off a bike and CPR was in progress at Seward Highway and Port. SVFD/SVAC dispatched.

12:52 - Citation for seat belt issued to Hayden Tiner at Safeway.

13:15 - Citation for seat belt issued to Brandon Bartley at 1009 Fourth. A verbal warning was given for not carrying driver’s license.

13:57 - Officer requested officer have a subject move equipment from property at the end of Ash Street.

13:59 - Officer requested a case number for a civil issue at Bay View Manor.

14:04 - Individual requested an officer for teens going into the woods behind Essential One.

14:10 - Officer requested a case for the subject who reported suspicious check activity.

14:23 - Citation for speed issued to David Rosenthal at Third and Monroe.

14:36 - Citation for speed issued to Guy Kanot at Essential One.

17:18 - 911 caller requested a welfare check on a female on Dora Way. The caller said the subject almost passed out when they were there but the subject asked that no one be called. Officer contacted the subject who said that she was fine and just a little dehydrated.

17:35 - Power line was reported to be hanging low in the 31700 block of Herman Leirer Road. Dispatcher later found out that a Metco dump truck hit the power line causing it to hang low.

17:51 - 911 caller requested fire/EMS to the 31700 block of Herman Leirer Road for fire alarms going off and a possible electrical fire.

18:10 - 911 caller reported four females yelling outside in the 1800 block of Swetmann. Officer was unable to contact anyone yelling in the area.

18:38 - Officer advised that he was stopping next to Ace after being informed of several intoxicated individuals there. Officer told the subjects to move on.

19:04 - Hotel Seward requested an officer for a male yelling in his car. Officer stopped a vehicle next to Thorn’s and spoke with the occupants who said that all was OK.

19:39 - Citation for failure to carry proof of insurance issued to Natasha Mallett at Seward Highway. She was given a verbal warning for speed.

20:16 - Smoke was reported in the driveway just before Rabbit Run on Nash Road. Subject called and advised that he set off a smoke bomb in his driveway in the area of Rabbit Run and it might have been him. BCVFD reported that they found an unattended fire at the end of Godwin Road. BCVFD said that as they were showing up, two known vehicles left the area.

20:22 - 911 caller reported several intoxicated individuals next to the blue storage units on Alameda. Officer found nothing criminal going on.

20:33 - Officer led a parade for the Combat Fishing group from the cruise ship terminal to Nash Road.

21:41 - Individual requested an officer to William’s Tent Camping after an unknown male entered her camping area and laid down. Officer advised the subject not to return to the campsite until he had paid for a space.
