The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Aug. 5

0020 - Citation issued to JILL BISPELS MD/OLN, JDU488 at 3rd and Madison for speed.

0030 - Officer advised ANTHONY LEE AK/OLN GJA628 at the end of Airport Rd not to camp in the area. LEE agreed to leave in the morning.

0159 - Officer stopped subject, driving JDE536 at Providence Hospital. Driver advised that a juvenile was having a medical emergency. Officer advised her to call 911 in the future.

0506 - Cruise Ship Terminal, requested and ambulance

0557 - Verbal warning given to MARVIN MOSER AK/OLN, GRB411 at 3rd and N. Harbor for speed.

0650 - Officer investigated a death on board the cruise ship Radiance of the Sea. Rescue responders pronounced the death after the ship was docked.

1035 - 911 pocket dial from (305******* at the ASLC. No sounds distress, unable to callback. Officer advised.

1125 - Mountain Haven did a scheduled fire drill at the Commons Building.

1210 - 911 pocket dial from boat in Resurrection Bay. No sounds distress. Officer advised.

1320 - ACO requested a case number for dog charging at people.

1320 - ACO requested case number for dog barking in the SBH.

1320 - ACO requested a case number for dog barking complaint.

1343 - 911 pocket dial from (305) ****** near the ASLC. No sounds distress, unable to callback. Officer advised.

1415 - Citation issued to ERNEST ELIASON, AK OLN, while driving AK LIC/FNA537 at the Pit for passing in no passing zone.

1632 - RP called advising that the stop sign at Seward and N. Harbor St has been hit and is leaning into the road. Public works was contacted.

1641 - RP (JUV) called 911 advising that his mother, KASHEENA RADNER, AK/OLN is trying to assault his father in the Safeway parking lot. Officer responded and contacted all involved parties, including witness. K. RADNER was arrested for DV Assault x 2 and transported to SCJ.

1721 - Received a 911 call from (781)******* located on the mountain side behind Vista Ave. No sounds of distress were heard. Unable to contact caller upon callback. Information given to Officer.

1755 - RP called 911 from the small boat harbor advising that there is no emergency, and that the call was accidental. Information given to Officer.

1836 - Received a 911 call from (911)****** located on Railway Ave. No sounds of distress were heard. Unable to call the number back. Information given to Officer.

2247 - Received a 911 misdial from subject located at Bear Mountain apartments. No sounds of distress were heard. Information given to Officer.

Aug. 6

0022 - Officer contacted subject in the SeaLife Center parking lot. She was barefoot, upset and intoxicated. She was able to care for herself and left the area.

0058 - Verbal warning given to RICHELLE DONOVAN AK/OLN, GRL820 at Seward and Resurrection for speed.

0134 - RP requested an ambulance to Ravenquest Ave.

0723 - Verbal warning given to DEBORAH PEAY AK/OLN, JBL447 at the Safeway parking lot for speed.

1219 - An ambulance was requested to the Airport for a crew transport to the hospital.

1333 - RP reported that her renter departed without telling anyone that he was leaving. He took most of his belongings and his dog. Unknown direction of travel but if he is contacted, check his welfare.

1515 - RP came to the PD to speak with an Officer in reference to a custody dispute between herself and another subject. RP was advised it is a civil matter.

1821 - Issued to KAREN RIGGINS, VA/OLN, AK/LIC JBN235 for speed at Seward and Airport Rd.

2040 - Issued to LOGAN LOTT, AK/OLN AK/LIC FSM559 for speed at Seward and Sealion.

2100 - Citation issued to CONSTANCE TUCHMAN, TX/OLN, AK/LIC JDY698 for speed at Seward and Coolidge.

2104 - Citation issued to JOY NUTT, TX/OLN, AK/LIC JCM722 for speed at Mile 1 of the Seward Hwy.

Aug. 7

0020 - Verbal warning given to SARAH HERMANN AK/OLN, EUP692 at Seward and Hemlock for inoperable headlight.

0023 - Verbal warning given to CATHERINE MARTINI TX/OLN at the Napa parking lot for speed.

0149 - Citation issued to WYATT STEIN OR/OLN, 444CMJ at Seward and Airport for failure to carry proof of insurance. Verbal warning for speed and expired registration.

0434 - RP requested an Officer in reference to an RV camping on the property. Officer contacted the occupants of EPH528 who agreed to leave the area.

0643 - Parking citation left on JCH568, at 4th and Adams for parking where posted prohibited.

1953 - Citation issued to DAVID JAMIESON, DC/OLN, AK/LIC GYW631 for speed at Seward and Iron.

Aug. 8

0200 - Verbal warning issued to CARL FREDERICK REICH OR/OLN while driving WA/LIC ASU3068 at Airport Road and the Seward Highway for speed.

0406 - Verbal warning issued to JUSTIN JACKSON WAGNER AK/OLN while driving AK/LIC FCH486 at Third Avenue and Van Buren Street for driving without tail lights.

0530 - RP reported a flashing blue light in the Kenai Fjords Visitors Building. Officer found a porch light ready to go out.

0927 - RP requested an Officer to Seward Mountain Haven in reference to threatening phone messages they are receiving from subject. Officer responded. Charges to be forwarded.

1001 - ASLC reported that a guest saw a tree on fire near the power line at IRBI Knives at Mile 19.5 Seward. MPVFD/BCVFD/SVAC/ELECTRIC dispatched. F8 with MPVFD unable to locate any fire in the area and cancelled all units.

1015 - Officer requested case for civil issue reference child custody.

1313 - 20’ Lund boat, F/V Patty K, reported run aground at South Beach near Caines Head. No injuries and vessel taking on water. USCG spoke with Patty K and the R/V Norseman is responding to assist.

1518 - RP spoke with Officer at City Hall reference forgery. Forwarded to investigator.

1526 - Chamber of Commerce requested an officer for a broken cellphone behind the building. Officer advised.

1604 - Officer met with RP at the Chamber of Commerce and collected the found property.

1738 - RP requested an Officer to Thorns where an RV is blocking the northbound lane of traffic. Officer responded and left a parking warning on AK/LIC GYZ261.

1826 - Left on AK/LIC JDX333 for improper parking on Fifth Ave in front of the Best Western hotel.

2019 - Verbal warning given to SCOTT MILLER, WI/OLN, AK/LIC JDL682 for speed at Third and D St.

2049 - Citation issued to JAMES MALLON AK/OLN for parking within 20 feet of a crosswalk and left on his vehicle, AK/LIC JEC874 at Fourth and Railway.

2100 - Citation issued to CHAD FRICHTL, AK/OLN, AK/LIC GMG337 for parking within 20 feet of a crosswalk and left on his vehicle, AK/LIC GMG337 at Fourth and Washington.

2111 - Verbal warning given to GOPAL KUMAR, NY/OLN, AK/LIC DEERIN for speed at Third and Adams.

2117 - Verbal warning given to ENRICO GUAZZI, NC/OLN, AK/LIC GYG627 for speed at Fourth and Van Buren.

2300 - Verbal warning given to KRISTI KLEAVER, AK/OLN, AK/LIC PSYKED for speed at Third and Adams.

2332 - RP called 911 to report EDMEE MICHELE ANDERSEN AK/OLN was sitting in AK/LIC GMW447 intoxicated and yelling at the RP. Officer responded and arrested ANDERSEN for DUI.

Aug. 9

0104 - RP reported an intoxicated male walking towards the harbor from Fourth Ave, stumbling and grunting. Officer found subject at Boulder Field on Fourth avenue and provided transportation to Resurrection Bay Seafoods bunk house.

0433 - RP came to the police department requesting assistance. He stated he was having a “Bad trip” and needed a place to sleep for a couple of hours. Officer spoke with him and told him he could go to the pavilion for a couple of hours until he got his ride to Anchorage.

0515 - Verbal warning issued to WAYNE LEE VANWYK IA/OLN while driving AK/LIC JCV155 at Third and Adams street for speed.

0529 - RP called 911 to advise he had locked himself in the bus at Third Avenue. Officer responded and assisted him out of the bus and advised him not to go back in the bus but to wait at door for bus line to open.

0542 - A parking warning was issued to AK/LIC KAK151 at Fourth and Adams street for parking against flow of traffic.

0550 - Citation issued to ROBERT H HROMJACK CT/OLN while driving AK/LIC JEE841 at mile 1.5 of the Seward Highway near Safeway for speed.

0806 - RP reported a female driver in a white sedan, AK LIC/FPL333, passed on a double yellow and speeding into town and was now parked at Safeway. Officer advised.

1115 - USCG reported that the F/V Crackerjack Voyager is requesting an ambulance. USCG is looking into launching a helo.

1245 - RP requested to speak an Officer about drugs. Officer spoke with RP and provided transportation to PSMC.

1308 - Parking warning left on AK LIC/FEL639 on C street in between 3rd and 4th Avenue.

1318 - PSMC requested an ambulance to meet the flight crew at the Airport. SVAC dispatched. SVAC also transported patient that came in on the USCG Helo.

1333 - Officer placed parking warning on AK LIC/GZC307 in front of Brown and Hawkins.

1607 - Officer contacted RUSSEL AMBACHER, AK/OLN and AMBER STACKHOUSE, AK/OLN at Bluefield Dr. reference a previous case follow up. AMBACHER locked STACKHOUSE and himself inside the residence. RP called advising that R. AMBACHER has been calling her and threatening to burn the house down. Officers forced entry into the residence. STACKHOUSE was arrested on a separate warrant and transported to SCJ. R. AMBACHER was arrested for Attempted Arson II and transported to SCJ.

1628 - Officer arrested AMBER STACKHOUSE, AK/OLN and transported her to SCJ on a $500.00 Anc AST Judicial warrant for failure to appear to disposition hearing.

1733 - RP advised of a white Toyota SUV, AK/LIC GTX430 headed southbound on the Seward Hwy which is passing vehicles in no pass zones and serving through traffic. The vehicle had almost caused a head-on collision. Information was given to Officer.

1818 - RP called 911 advising of a DV Assault in progress at 6th Ave. RP advised of screaming, crying, and banging coming from the residence. To the knowledge of the RP, the male involved is the tenant’s ex-boyfriend, and is trespassed from the residence. Officers responded and contacted female on scene, but suspect had left the residence on foot prior to law enforcement arrival. Officers attempted to locate him, but were unable to.

2023 - RP called 911 advising of a couple who were in a heated argument near the waterfall. The couple had bicycles and were heading up the waterfall trail. Officers responded and contacted subjects. The argument was verbal only and the parties agreed to separate.

2048 - An ambulance was requested to SCCC. Response form sent. SAST advised.

2128 - RP advised of a black truck, AK/LIC JBH566, which stopped midway in the road near the Seward Fire Department, then accelerated toward him as if they were going to hit him. The vehicle then headed southbound on Fourth, turning left onto Washington St. Officer was unable to locate the vehicle neither in town, nor at the R/O’s registered address at Bear Lake Rd. Officer did advise the R/O’s parents of the incident.

Aug. 10

0036 - 911 caller wished to remain anonymous reported hikers with lights on Mt. Marathon. He was unsure if there was anything wrong. Advised caller Troopers were already aware and hikers were fine and off the mountain.

0136 - Citation issued to LILLIAN ALEXNADRIA HARRISON CA/OLN while driving CA/LIC 4FSL087 at Third and Madison for failure to provide proof of insurance. Verbal warning given for speed.

0145 - RP reported four intoxicated males standing around AK/LIC JBS989 parked illegally in the Sea Life Center parking lot. Officer contacted subject who advised the officer that they were Forest Service workers and would move to Resurrection campground after finding out Sea Life Center Parking Lot was not a designated camping area. Not intoxicated.

0509 - RP in slip reported a 28’ – 30’ aluminum skiff in slip was nearly sunk. On call Harbor Dept. notified.

0727 - Parking warning issued to AK/LIC GTM433 in front of the Best Western Hotel.

0728 - Parking warning issued to ALBERTA CANADA/LIC L26797 in front of the Seward Hotel.

0917 - D81 issued a burn permit for today and tomorrow at the Transfer Facility.

1105 - Seward Resort requested an ACO reference a dog attacking another dog at the resort. ACO responded.

1106 - Anonymous RP reported that the construction crew was playing their music too loud across from the Seward Resort. Officer responded and advised the music was not too loud and the crew will turn off the radio.

1324 - RP reported seeing smoke at approximately 4 mile Herman Leirer Road. OC responded and advised it was the transfer facility burning.

1355 - Ambulance requested to the playground next to the skate park SVFD/SVAC dispatched.

1841 - RP, reported some people in a white van AK “WASILA” taking down the Chamber of Commerce Sign. Officer contacted subject who advised that he has been commissioned to make a new sign for the Chamber.

1927 - A transformer exploded near Old Exit Glacier Rd. Electric Company on call was notified.

1938 - SAST transferred a call reference a tan van with license plate similar to JSH667 following a female child or young girl on a bicycle coming into Seward from the bridges. Officer did not located any female on a bicycle but saw a vehicle matching the description with a tag of FHD667,

2000 - Subject was seen at Bayside Apartments having a heated argument with female. Female’s sister is coming to pick up her sister.

Aug. 11

0001 - Citation issued to MCKINZE HAUZE AK/OLN, DZG993 near 4th Ave for failure to carry proof of insurance. Verbal warning given for speed.

0025 - Verbal warning given to SAMEER GODIWALA MA/OLN, JEA844 at Seward and South Harbor for speed.

0104 - Summons issued to LOGAN JONES OR/OLN, OR/LIC 076GZD at 3rd and Madison for minor consuming and MOCA. Citation issued for failure to carry proof of insurance. Verbal warning given for speed and expired tags.
