Rocking the Boat


The following is from the editorial page of the Jan. 15, 1987 Seward Phoenix LOG.

We endorse the City’s proposal to build and all-cargo dock across the bay to accommodate the new common carrier barge service and others that may be attracted by its availability.

In this day and age of multi-million dollar government projects, a $100,000 proposal to construct a multiple-use dock capable of handling a 400-foot barge seems unrealistic. But, after taking into consideration city-owned land and gravel and an existing breakwater, it leads us to wonder why it wasn’t considered sooner.

While we are excited about the possibilities, we are disappointed in the reasons why it has become necessary to build a new dock. It was reported at the last Council meeting that the Alaska Railroad is refusing to honor its agreement with Alaska Cargo Transport over tariff rates. It seems that the success of the barge company has threatened railroad revenues sufficiently to warrant their efforts to drive them from competition.

Irregardless of the reasons behind the railroad’s decision not to honor their agreement, we see the City’s reaction as a positive step in the right direction to build a dock owned, operated and controlled by the people of Seward. It is something that we have often found wanting.

Another docking facility is definitely needed in Resurrection Bay. Before the 1964 earthquake and tidal wave, which destroyed our industrial waterfront, there were at least seven docks. Back then, large vessels had less of a problem finding berthing space than they do today.

The new dock will make Resurrection Bay much more attractive to sea-going transportation companies. No longer would they be limited to waiting in line for permission to use the ARR dock or the winds to change before a vessel can be tied up at the earthquake-abbreviated Fourth Avenue dock.

The proposal is a good idea and it has our support.
