The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

June 15

BRIAN WEIMAR called to report a possible disturbance issue at Spring Creek Campground in the SMIC area. Officers were unable to locate the subjects at the Campground. Officers issued disorderly conduct warnings to KRISTINA JENSEN and WEIMAR after locating them at 2nd Ave.

June 22

1605 - RP called to report an erratic driver that was parked at Tony’s Bar. The vehicle was described as being a silver Chevy Impala with license plate, JHR843. RP stated the driver was passing on 3rd Avenue, southbound, by Seward Plumbing. An officer was advised and responded to Tony’s. Officer was unable to locate the suspect individual, but left a written warning for parking against the flow of traffic on the vehicle.

1714 - RP reported being involved in a hit and run at the Safeway parking lot. RP stated that she was hit by vehicle, FRV234, a silver Toyota Tundra, registered to JEREMY WALKER. RP was unable to provide a direction of travel. Officer responded and made contact with RP and attempted to make contact with the suspect at Merlin Drive. Officer was unable to make contact with WALKER. Officer then found suspect vehicle at 1844, at the cruise ship terminal and made contact with WALKER. WALKER was issued a citation for driving without a valid license. RP declined to press charges for leaving the scene of MVA. Both parties were issued PAR forms.

2033 - RP turned in a purse that was found at Sweet Darlings. The item contained an OLN. The item was logged into lost and found. The owner later arrived to the police station to pick up the purse.

2145 - A citation was issued to DAN DAHLSTROM for speed at Seward Highway and Hemlock Street.

2222 - Officer conducted a traffic stop at Seward Highway and Nash Road on vehicle, GWL651, which garnered multiple driving complaints. Officer conducted FSTs and arrested SHANLA THOMPSON for reckless driving and DUI. Officer transported THOMPSON to SCJ.

June 23

0100 - Citation issued to MORGAN BELGARDE at 3rd Ave and Jefferson St for failure to carry proof of insurance. BELGARDE was also given a verbal warning for speed.

0149 - Officer provided transportation for subject from Adams St to the Stash and Store on Nash Rd.

0157 - RP requested an ambulance to Lancelot Dr. SVAC/BCVFD was dispatched. SVAC transported the patient to the Hospital.

0804 - 911 misdial from the 360 Hotel. No sounds distress, all ok. Officer advised.

1029 - Division of Public Assistance/Work Services requested a welfare check on subject at 3rd Avenue. Officer responded and advised everything is ok.

1130 - Essential One reported people dumping oil in their car wash. Officer responded and advised people where they dump used oil.

1227 - Pacific Park Apartments Manager requested an Officer for a fight in progress. Officer responded and made contact with one subject and advised no fight on arrival and advised subject to walk through the property and keep the noise down.

1333 - RP wanted to talk to an Officer reference someone threatening to post an indecent photo of him on the internet. RP advised to call business line to speak with Officer.

- RP turned in a binocular case that fell out of a vehicle at 3rd and C Street. Info entered in Lost/Found.

1633 - RP called 911 to report that there was a male in his 30s that was hitting a male child, believed to be less than 10 years old, in front of the Kenai Fjords Tours building on 4th. RP stated it seemed odd and was beyond just a parent disciplining his child. The two were seen getting into the KFT shuttle bus. Officer responded and found everything to be okay in the parking lot.

1653 - A burn permit was issued to Bayview from the 25th to the 26th of June.

1747 - A 911 call was received that reported there was a possible structure fire at Dora Way. Caller stated that there was black smoke coming out the side of the house and flames were visible. D80 arrived first on scene for SVFD and spoke with the homeowner. No smoke was showing on scene and she stated that she has a faulty boiler that is getting replaced tomorrow. All units were advised to stand down.

1813 - RP called to report a driving complaint in front of Safeway, southbound on the Seward Highway on GUG820, a white Toyota 4Runner. Officer was advised and was unable to find any vehicle matching the description in the area.

1932 - RP called to report a possible assault that had taken place in 2015. She spoke with an officer and she was advised of her options. RP stated she would come to the police department on 6/29 to provide more information.

2144 - RP called to report that there was a vehicle, JBR762, parked near the Adams Street and 1st Avenue. The caller stated that the vehicle was sticking out into the roadway. An officer responded and found the vehicle to not be in the road, or a road hazard.

2209 - A verbal warning was given to RYAN POULSEN for inoperative headlight at the Seward Highway and Sea Lion Avenue.

2225 - A verbal warning was given to DANIEL TROWBRIDGE for speed at 3rd Avenue and Madison Street.

2326 - Verbal warning given to AVERY PHIL PUNO PANGALANGAN at Seward and South Harbor Street for speed.

June 24

0140 - RP reported a group of kids making a lot of noise at the Ballaine Blvd skate park. Officer spoke with several teens parked in front of the skate park and they left the area upon request.

0336 - Citation issued to HUE THAO at Seward Highway and Dairy Hill for speed.

0545 - Citation issued to DARRELL FARLOUGH at Seward Highway and Phoenix Drive for speed.

1334 - A verbal warning was given to TIMOTHY BULLER for speed on 3rd Avenue in front of Wells Fargo.

1342 - RP reported that she had lost her black Coach wallet somewhere in town, possibly by the Alaska Sea Life Center. The lost item was logged into lost and found.

1401 - PROVIDENCE ER staff reported that someone advised them that there was a woman on Mount Marathon that yelled, “Help Bear,” from the trail. An officer responded to the ER to get further information. Upon arriving on scene at the trailhead, it was determined that there was no bear, but a woman was injured on the trail and transported to the ER by POV.

1425 - A verbal warning was given to DENIS VAILLANCOURT for speed at the Seward Highway and Hemlock Street.

1452 - RP called to report that there was an intoxicated pedestrian that had fallen down in the NAPA parking lot. An officer responded and found subject at the Seward Highway and Phoenix Road. He was cognizant and able to answer questions on his own. Officer provided transport to his residence.

1605 - RP reported a woman driving a Hyundai with license plate GXU658 had scratched her car while reversing, the Hyundai then drove off. Officer spoke with RP and determined that the scratch was just plastic from a mirror and would wipe off. She did not want to press charges.

1628 - RP found a wallet, belonging to (JUV), on the sidewalk in front of Alaska Seasalt and turned it in at the Police Department. Owner later came in and claimed the wallet.

1718 - RP reported someone had broken the window out of her truck at 4th Ave. Officer determined that the window appeared to be broken by a stick or baseball bat and was criminal mischief.

1942 - RP accidently called 911 on an Apple Iwatch stated nothing was happening. No emergency, no sounds of distress. Officer was notified.

2207 - RP reported a noise complaint at Resurrection Campground for a generator running. Forwarded info to Parks and Rec because it happened before 2300.

2320 - Officer requested a case for suspicious circumstances.

June 25

0007 - Citation issued to GARRETT AUGUST HANSEN at the Safeway parking lot for proof of insurance, verbal warning given for speed.

0012 - Verbal warning given to JAMES DONALD DOERING at Seward Highway and Nash Road for inoperable headlight.

0053 - Summons issued to (JUV) at Dairy Hill and Seward Highway for MCA. (JUV”S) father was contacted by phone and permission was given to take his son to Icicle Seafoods bunkhouse.

0201 - RP requested an officer at Chevron to dispose of medication found on the floor.

0408 - RP reported that she received an email confirmation for a room charge at the Van Guilder Hotel that she didn’t make.

0640 - Trooper arrested SEAN WESLEY NORRIS at the Russian River Ferry in Cooper Landing for Assault 3, MIW4 and Disorderly Conduct. WESLEY was remanded to SCJ.

0915 - A citation was issued to MARSH CHILMAN for failure to stop at stop sign at 4th Avenue and Monroe Street.

1129 - Multiple driving complaints were reported for a newer model white car, possibly license plate, JHJ192. The vehicle was described as driving erratically and passing vehicles at a high rate of speed on 3rd Avenue by Terry’s Tires. No vehicle was found matching the description in the area.

1142 - A citation was issued to KERRI LATHROP for speed at the Chamber of Commerce parking lot.

1207 - A citation was given to RANDY WELLS for failure to carry proof of insurance at 3rd Avenue and Van Buren Street. Verbal warning for speed and for not having license on trailer.

1247 - RP of Kenai Fjords Tours reported that there was an individual that was acting belligerent and yelling at people who were coming in and out of the building. An officer responded and made contact with subject who was transported to his residence on Salmon Creek Road.

1250 - RP reported that there was a dog barking in an enclosed trailer at the Waterfront campground. RP stated that the dog had been in the trailer for over five hours and hadn’t seen any of the owners take the dog out. An officer responded and didn’t find any sounds of distress at the trailer. The owner of the trailer was notified.

1347 - RP reported that he had lost his brown leather wallet in the area of the harbor, possibly in front of Nature’s Nectar. The wallet contains his IDs and CCs. The item was logged into lost and found.

1417 - RP and multiple others reported that there was an unconscious male in their mid-20s on the side of the road of Nash Road and Viking Hill Drive. AST was advised and SVAC was BCVFD was dispatched. The patient was transported to the hospital.

1421 - RP reported that there was an older female who kept falling down while walking on the bike path in front of Chevron. An officer was advised and responded to the area, and was unable to make contact with anyone matching the description in the area.

1452 - A citation was issued to GIDEON WILKE for speed at 3rd Avenue and Jefferson Street.

1514 - A citation was issued to RYAN COLEMAN for speed at 3rd Avenue and Jefferson Street.

1835 - Citation issued to ZACHARY HEISE at Sea Lion Ave and Seward Highway for failure to carry insurance. HEISE was also given a verbal warning for failing to stop at stop sign.

2008 - DENALI National Park Service requested an ambulance to Exit Glacier. SVAC/BCVFD responded and SVAC transported patient to the hospital.

2042 - Verbal warning given to KELLY LAPINE at 3rd Ave and D St for speed.

2124 - RP reported finding a backpack with knives and a firearm inside it out in the bay. Officer responded and met RP at the X-Float and took possession of the property.

June 26

0338 - Citation Issued to JOANNE CLAIRE FREY at Third avenue for expired registration.

0424 - A parking complaint was left on JCY595 at Seward Hotel for parking against flow of traffic.

0512 - Verbal warning issued to ERIC BRADLEY WARNAAR at Seward Highway and South Harbor Street for speed.

0604 - Verbal warning issued to MAYA LEE JOHNSON at Fourth and Monroe for speed.

0620 - Verbal warning given to RITA ELAINE SCHALLER at Fifth and Monroe for speed.

0645 - Verbal warning given to BRYACE ELLIOT EPSTEIN at Seward Highway and South Harbor Street for speed.

1106 - Ambulance requested to the ARR Cruise. SVFD/SVAC dispatched.

1148 - RP reported their rental vehicle was hit while parked at Safeway. Officer spoke with RP at City Hall.

1257 - Ambulance requested to the Exit Glacier Visitor. BCVFD/SVAC

1407 - Ambulance requested to the Seward Windsong. BCVFD/SVAC dispatched.

1450 - Grinnell reported a water flow at Seward Mountain Haven. SVFD/SVAC dispatched.

1450 - ATS reported a fire alarm at the Seward Middle School. SVFD/SVAC dispatched.

1506 - D80 requested BCVFD to assist to the fire alarms. BCVFD dispatched and was cancelled once D80 advised both were false alarms.

1533 - Citation issued to WARREN WATERS while driving at Seward Highway and Safeway for speed.

1603 - A verbal warning was given to DONALD KUEHL for speed at the Chamber of Commerce parking lot.

1616 - A verbal warning was given to JOHN PENNELL for speed at the Seward Highway and South Harbor Street.

1653 - An ambulance was requested to E Float. The patient was transported to the hospital.

1722 - A 911 open line was received from the downtown area. Sounds of normal talking were heard, and no sounds of distress were heard. On callback, a voicemail was left and an officer was advised.

1739 - A 911 open line was received from the culvert area. Sounds of normal talking were heard, and no sounds of distress were heard. On callback, the line was answered open line and no sounds of distress were heard. An officer was advised.

1746 - RP reported that she had lost her iPad 4 with a red cover somewhere in the downtown area. The item was logged into lost and found.

2013 - A 911 misdial was received from the Breeze Inn. Subject called and stated that everything was okay. There were no sounds of distress heard in the background and the caller confirmed there was no emergency, and an officer was advised.

2031 - Verbal warning given to MICHAEL SAVARESE for failure to maintain lane at the Seward Highway and Dairy Hill.

2104 - Verbal warning given to Darius Throne for speed at 3rd and B Street.

2228 - TYCO ALARM RESPONSE advised that there was a burglar alarm going off at Seward Highway, Essential 1. Officers responded and spoke with the assistant manager. The alarm was determined to have gone off because of two children who pulled on the door to hard.

June 27

0410 - Citation issued to WILLIAM RAY MUSICK at the 72 hour parking lot on Fourth Avenue for failure to register vehicle.

0524 - Verbal warning given to MICHAEL BOYD RATLIFF at Third and Jefferson for speed.

0529 - Verbal warning given to GRAHAM MCGEORGE at Third and Van Buren for speed.

0635 - Citation issued to PAMELA KAY PARKER at Third and Monroe for speed.

1113 - RP reported an MVA-D at the ASLC parking lot by backing into vehicle. Both parties came to City Hall to pick up PAR Forms and to speak to an Officer.

1250 - RP requested an Officer to see about locking up her father’s residence who was in the hospital. Officer responded to PSMC and spoke with RP.

1714 - RP reported that his power was out at Mile 23 of the Seward Highway. The on duty lineman was advised and responded.

1803 - RP reported that his daughter, (JUV) was being harassed by two juveniles. Harassment charges were filed against both juveniles.

1915 - A single vehicle rollover with injury was reported at the Sterling Highway and Seward Highway junction, on the Sterling Highway side. The vehicle was reported to be a semi-truck with one male with possible head injuries. AST dispatched MPVFD and Cooper Landing Ambulance.

2247 - Verbal warning given to LUKE TAYLOR for speed at the Seward Highway and C Street.

2321 - A verbal warning was given to DANE LEMMON on 3rd Avenue in front of Red’s Burgers for speed.

June 28

1530 - Verbal warning given to JANICE SCHNEIDER while driving at 3rd and Madison for fail to yield for left turn.

1547 - Citation issued to LEON ANDERSON at 3rd Ave and D St for speed.

1554 - RP reported that a man had tried to steal alcohol from Safeway. Officer responded and found the suspect was RICHARD DAYTON. DAYTON was trespassed from Safeway for a year except to get his prescription. RP did not want to press charges,

1607 - (JUV) reported that her car had been hit while parked in the Chinooks parking lot on 06-26-2017. Officer inspected vehicle and (JUV) had no suspects for who hit her car.

1621 - RP reported that a black and white dog named NELLY was repeatedly aggressive and attacked her dogs and knocked her husband down at the J-Dock. ACO was notified.

1729 - RP requested an ambulance to the dock behind the Harbor 360 Hotel. SVAC/SVFD responded. SVAC transported patient to the hospital.

1850 - RP reported that he had his boat broken into at the harbor and a fishing rod and reel were stolen. Officer determined that it was Burglary II and also found a mirror and one set of teak doors were broken.

2235 - RP reported an RV parked in the middle of the road at 2nd Ave. Officer advised subject that he needed to use a designated camping spot. He agreed to move his RV to a campground.

2311 - Citation issued to KENNETH BLANFORD at Coolidge Dr and Seward Highway for speed.

2326 - RP reported that a group of kids were behind the AVTEC Industrial Building acting suspicious. Officer responded and found no one behind or near the building.

2335 - Verbal warning given to LIVERANI PAOLO at Resurrection Blvd and Seward Highway for speed.

2340 - Citation issued to COOPER KIMBLE at Resurrection Blvd and Seward Highway for failure to provide proof of insurance and KIMBLE was also given a warning for exhibition of speed.

June 29

0956 - Citation issued to ANKUR GANVEER while driving at Seward and Chamber for speed.

0956 - Icicle Seafoods will be testing their fire alarms today

1026 - Verbal warning given to MONICA BREUER while driving at 4th and A Street for speed.

1036 - Citation issued to RUFUS REESE while parked at 3rd and Washington for expired registration.

1347 - Citation issued to JEFFREY WINDLE while driving at 3rd and A Street for speed.

June 30

0215 - Citation issued to STEPHANIE RUBIO at 4th and North Harbor for operating a vehicle with expired registration. Verbal warning given for driving left of center line.
