Captain's Mast


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

April 20

1558 - RP turned in a suitcase that was left at the DMV. The item was logged in lost and found.

1707 - RP reported that there was a yellow flashing light near the shellfish hatchery on Lowell Point Road. On call water was notified.

2048 - Seward Mountain Haven called requesting an ambulance. The patient was transported to the hospital.

2259 - A 911 call was received and was terminated by the caller before being answered. Upon callback, subject answered and stated everything was okay and no sound of distress was heard. Officer was advised.

2315 - RP reported of a female who was yelling in the hallway of the Alaska Coastal Lodging, 4th Avenue. Officer responded and found there two be females that were having a dispute.

April 21

0341 - Parking warning left on CLX109 at 230 5th Ave for parking against flow of traffic.

0753 - RP advised that a white Suburban failed to stop at the stop sign at 4th Ave and Port. Officer responded.

0828 - Seward Resort will be doing fire alarm testing today

1551 - RP from the Seward Harbormaster requested an officer pick up a wallet that was turned in. An officer responded and the item was logged into lost and found.

1600 - RP accidentally dialed 911 from the Spring Creek Correctional Center. No sounds of distress were heard and an officer was notified.

2039 - RP called 911 to report that his girlfriend’s ex-boyfriend, unknown name, had a loaded shotgun at the Papa John’s on the Old Seward Highway. The information was forwarded to APD who stated that they had officers on scene.

2332 - Citation issued to ROGER MILLER for failure to carry proof of insurance at the Seward Highway and North Harbor Street. Verbal warning given for speed, headlight requirement and failure to carry registration.

April 22

0002 - Verbal warning issued to MARK EUGENE HORSEMAN at Providence Seward Medical Center for speed. HORSEMAN was taking his child to the emergency room.

0008 - RP reported a fight in progress at Fourth Avenue (Yukon Bar). Officers responded and found LUKE JOSEPH SPIERS had assaulted subject. SPIERS has been criminally trespassed permanently from the Yukon Bar.

0008 - BRANDIN DEAN BARTLEY has been criminally trespassed permanently from the Yukon Bar in reference to case 17-0648. BARTLEY was given a disorderly conduct warning and advised no more bars for the night.

0159 - RP reported a male with full black beard wearing a baseball cap laying on a bench in front of Northern Light Condos on Fourth Avenue. RP was concerned the person may be hypothermic. Officer was unable to locate anyone in the area.

0211 - Victim from above case dialed 911 to speak to an officer in reference to case 17-0648. Officer was advised.

0219 - Officer spoke with victim who no longer wishes to press assault charges on SPIERS.

0718 - Officer made a public appearance at Fourth Avenue at the AVTEC gym for the health fair.

1416 - RP called from Safeway to report of two intoxicated pedestrians that were in front of the store. Officers responded and made contact with RENAE SWANSON and WILLIAM KARRON. Both individuals were given open container warnings and left the premises and stated they were getting a hotel room.

1514 - Verbal warning given to BETTY RIETH for speeding at the intersection of Seward Highway and Aspen Street.

1520 - Verbal warning was given to DEBORAH WESTFALL for failure to maintain lane. Vehicle was stopped from a REDDI report passed on from AST. WESTFALL showed no signs of intoxication.

1741 - RP advised of a green Ford Ranger speeding through the Lowell Point area heading toward town. Officer was unable to locate the vehicle.

2008 - 911 misdial received from (651) ********. He advised that he was out for a run and all was okay. No sounds of distress.

2016 - Verbal warning given to KYRA KOEFF at Seward and Hemlock for speed.

2204 - RP advised that his girlfriend was intoxicated and locked him out of his vehicle at Resurrection campground. Officers contacted both subjects. Officer transported female to Hotel Seward for the night.

April 23

0136 - SAMANTHA LYNN LEPERA was arrested for DUI – alcohol at Seward and South Harbor Streets. Citation issued for open container, verbal warning for failure to carry proof of insurance and for speed.

0857 - Providence requested an ambulance to transport a flight crew from the airport.

1254 - RP reported that there was a black lab mix puppy that was dropped off at Chevron and didn’t have a collar. An officer responded and took it to the shelter. ACO was advised.

1911 - RP advised of an intoxicated male at the pavilion yelling profanities into the air. Officer contacted subject and determined everything to be okay.

2104 - SAST requested Bear Creek Fire respond to Mile 41-42 for a vehicle fire. BCVFD responded.

2320 - Officer located an open door at Seward Brewing Company. Officers cleared the building and the owner was contacted.

April 24

0032 - RP called 911 stating that he needed blood pressure medication but refused an ambulance. Officers responded to the pavilion on Ballaine Blvd. and took subject to the hospital after he provided a pbt of .314. A second subject was advised that the park closes at 11pm and agreed to move on.

0159 - Verbal warning given to WILLETH JACKLYN PHILLIP at Seward and South Harbor Street for speed and tail light out.

0732 - Ambulance requested to Maple street
