The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

July 12

1545 - 1st National Bank turned in a Cabela’s Club reward card and a Wells Fargo Visa Debit Card. Info entered in Lost/Found Book.

1626 - Citation issued to JASON CALDWELL, for failure to stop at a stop sign at Seward and Sealion.

1637 - Trooper arrested KARI INGALLS in Cooper Landing for DUI and transported her to SCJ.

1750 - Verbal warning given to JOHN ALDONS for speed at Mile 1 of the Seward Hwy.

1757 - RP with Major Marines advised of a vessel, the Kiwi II, which appears to be sinking. The on call harbor master was contacted.

1910 - Received a 911 call from (530)****** located in the harbor area. No sounds of distress were heard. Unable to leave a message upon callback. Information given to Officer.

1925 - Citation issued to PAUL MADDEN for speed at Third and A.

2027 - Citation issued to BETH RANTZE for speed at Third and D.

2315 - A Trooper turned in a Scotiabank card which he found at Essential One. The card was logging into Lost / Found.

July 13

0020 - RP spoke with D10 while on foot patrol in the downtown area and stated that her ex-boyfriend came to her apartment earlier today, was yelling at her and refused to leave her apartment. He has been instructed he is not to have any contact with RP per conditions of release dated June 27th, 2016. A warrant for arrest to be applied for him for violating conditions of release, criminal trespass 1 and unlawful contact.

0756 - 911 misdial from the Senior Center Elevator. No sounds distress. All ok. Officer advised.

0837- 911 pocket dial from Icicle Seafoods Bunkhouse. Heard normal conversations, unable to call back. No sounds distress. Officer advised.

1125 - RP wanted to speak to an Officer about a possible scam that her mother was involved in. RP spoke with Officer.

1307 - RP reported to AST that subject assaulted her daughter and took their dog. Trooper requested Officer to deal with the dog theft while they investigate the assault.

1355 - RP reported two people stole $45 from his girlfriend’s purse at Polar Seafoods and left in a white Impala. Officer advised.

1420 - Citation issued to CYNTHIA PACK while driving at 3rd and Van Buren for Proof of Insurance. Verbal warning for speed and fail to carry registration.

1646 - A VISA card was found on Dairy Hill Rd.

1704 - A cell phone was found in the women’s bathroom near the playground. Owner picked up.

1743 - Dog was recovered and returned to subject.

1805 - Verbal warning Issued to MATTHEW JOHN SHELDON while driving at Seward Hwy and Airport Rd. for speed.

1815 - Verbal warning Issued to GUADALUPE ARAOZ, an Argentina national, on a motorcycle with Argentina plates at Seward Hwy and N Harbor for improper lane usage.

1833 - An abandon 911 call came in from 386-******. On call back no one answered and a message was left on the voice mail.

1900 - RP advised that someone ran into his vehicle when it was parked at an unknown location.

1900 - Icicle Seafoods reported an incident that occurred last night. LAFAELE LAFAELE. He is trespassed indefinitely from Icicle Seafoods.

2120 - Verbal warning Issued to RICHARD XU, A Chinese National while driving for speed.

July 14

0108 - RP with the VETERANS CRISIS LINE advised of a possibly suicidal male with a last known residence in Seward. RP called back and advised that subject said he was somewhere near the Kenai river. Information was given to AST.

0146 - Verbal warning given to PAULIUS PANCEROVAS at Seward and Resurrection for speed.

0251 - Best Western advised that a vehicle on the corner of 5th and Washington had an alarm going off with the passenger side door open. Officer contacted subject who advised that he and his friend were too intoxicated to drive home and will be sleeping in the truck.

0951 - 911 pocket dial from (907) ****** from the SBH. No sounds distress. Officer advised.

1034 - RP called 911 advising they were locked out of their vehicle at Adams and Ballaine. RP advised to call the business line for the number to a locksmith.

1145 - HMO turned in an Alaska Airlines credit card. Info entered in Lost/Found Book

1220 - RP reported a Mercedes with CA plates that was driving in the middle lane at the lagoon southbound. Officer advised.

1246 - Ambulance requested to SBH. SVFD/SVAC dispatched.

1338 - RP reported a blue Ford Explorer that was driving slow and all over the road at Mile 2 Nash heading towards Seward. Officer responded and made contact with vehicle at Coffee Cup and advised the driver, Chinese national, was sober and verbal warning for driving slow and maintain lane.

1305 - RP requested and Officer to check on a subject who may be suicidal. Officer responded and advised subject requested to go to PSMC for evaluation. Officer provided transport.

1536 - Ambulance requested to HMO restrooms

1550 - Verbal warning Issued to JULIE R. MARX, while driving on Seward Highway and S Harbor for speed.

1716 - A pocket dial was received from 760-*******. No one was on the line and no sound of distress was heard. On call back the call could not be completed.

1756 - Citation issued to THOMAS LOPEZ while driving in the Chamber of Commerce parking lot for speed.

2019 - A citizen called to report the smell of marijuana near the skate park. He did not know who was smoking. Officer responded and did foot patrol in the area. Unable to locate.

2100 - Citation issued to KELLEN HAROLD OLSEN while driving on Seward Highway at Hemlock for speed.

2116 - Verbal warning issued to COLIN FORBES BRAYTON while driving at Seward Hwy and Dairy Hill for failure to stop at a stop sign

2133 - Citation issued to CHRISTOPHER LEE GARAY while driving at 3rd and Monroe for speed.

July 15

0154 - 911 misdial from (907) ****** in the SMIC area. No sounds of distress. Message left on callback.

0424 - RP advised that a dog has been barking nonstop for the last hour and a half. Officer untangled the dog from a tree and left a message on the door of the unoccupied house about the received noise complaint. The dog had food and water.

0821 - PA reported subject passed away and was an expected home death. Officer advised.

0833 - ACO requested a case for a dog bite at Polar Seafoods.

0833 - ACO requested a case number for 2 dogs at large in the Seward Resort campground.

0857 - RP reported to SPD that there was an illegal camper in a white Chevy conversion van at the AFRC. Officer responded and found the vehicle and written illegal camping advisement left on vehicle.

0908 - D81 issued a burn permit to the transfer facility for today and tomorrow.

1016 - RP reported someone was flying a drone near the monument on Ballaine. Officer advised.

1038 - C-4 with BCVFD requested BCVFD for traffic control at Mile 6 Seward Highway for a 2 vehicle MVA-D. SAST advised.

1234 - RP spoke with an Officer in reference to harassment with the construction crew across from the AVTEC Gym at 4th Avenue.

1247 - RP turned in an AlaskaUSA Visa Debit card. Info entered in Lost/Found Book.

1318 - RP requested and Officer to check on subject who may be suicidal. Officer responded and advised subject requested to go to PSMC for evaluation. Officer provided transport.

2201 - RP Parks and Rec found a cat in the waterfront campgrounds. Officer placed the cat in the shelter.

2321 - Citation issued to DVONTE CASTRO at Phoenix and Dora Way for failure to carry proof of insurance. Verbal warning for fail to stop at stop sign.

2322 - Verbal warning given to YUCHANG YE at Essential One parking lot for speed.

2327 - Citation issued to TRAVIS ECKHOFF at Safeway parking lot for failure to carry proof of insurance. Verbal warning for inoperable headlight.

2347 - Verbal warning given to BALDEMAR HERRERA at 3rd and Monroe for speed.

2350 - Verbal warning BING LI, a Chinese National, at 3rd and B St for speed.

July 16

0159 - Verbal warning given to ZACHARY CIZMOWSKI at Safeway parking lot for speed.

0208 - RP advised of loud music coming from the area near Kimberly Court Apts. RP called back saying that the music had stopped. Officer was unable to locate any music.

0513 - RP spoke with an Officer and advised of an altercation at the Pit Bar. Officer told RP to contact the Troopers if he wanted to pursue the issue any further.

0558 - Officer arrested AMBER BREARLEY on a Fairbanks AST warrant and MICS IV charges.

0610 - RP advised that DSB321 was driving erratically south bound on the near Mile 3 Seward Hwy. RP said the vehicle was driving 15-20 MPH, crossing the center line and pulling over frequently. Officer was unable to locate the vehicle.

0655 - Ambulance requested to the top of E-Float

0806 - Anonymous caller requested a patrol on the trail near the Jessie Lee Home where Phoenix Road and Dora way meet behind the Pacific Park Apartments building. RP gave a partial plate. Officer checked the area and did not locate the vehicle.

0815 - RP called to report that his vehicle had been hit, most likely, at the Safeway parking lot sometime in the last 48 hours. He needed a report for insurance purposes.

0923 - RP stated that he quit his job with XXXXXX today because they were cutting corners regarding fire rate walls while doing construction work on the AVTEC building on Second Avenue and wanted to report it before leaving to return home. RP’s contact information was forwarded to Assistant Fire Chief who will take the report and forward it to the building inspector on Monday morning.

1050 - RP dialed 911 by mistake while loading fish into her cooler. No sounds of distress were heard.

1101 - RP called to report a dog that has been locked up in AK/LIC ELY607 near the Kenai Fjords Visitors Center for the last 20-30 minutes and is concerned because of the heat. Officer responded and found that the owner was back at the vehicle and the windows were rolled down.

1104 - RP wanted to report that subject had violated a restraining order two days ago. Both reside outside of Seward city limits. Officer instructed RP to call back if he returned. Officer also instructed RP to contact the court as a DVRO could not be located and was not listed in APSIN.

1129 - RP called to report that he works for Lenders Towing and Collections out of Anchorage and had repossessed a vehicle. When he took possession of the vehicle it did not have the plates on it. RP reports that he took the vehicle from Maxamillion Drive which is in SAST jurisdiction. Transferred the call to SAST dispatch.

1158 - An anonymous caller reported a vehicle was headed south bound from Seward and Safeway driving erratically. RP states that he believes the driver is drunk. Officer didn’t locate.

1215 - There were two (2) 911 reports of a vicious dog on dog attack in progress at Dora Way. Officer and the Animal Control Officer responded.

1238 - Officer placed an Abandoned Vehicle notice on a vehicle at the dirt road behind Pacific Park Apartments.

1303 - RP came to the police station and filed a stolen property report for his bike that was stolen from his car port at Bear Drive sometime between midnight and 8am today. The bike is a TRINIDAD orange and black mountain bike 10 speed with rear rack and bike bag.

1333 - Harbor Master’s Office called and reported that subject had hit the dock and possibly other watercraft with his boat causing damage. He will get back to us with further information.

July 17

0048 - Citation issued to ANDREW ROOF at 4th and D St for failure to provide proof of insurance and VCOR. Verbal warnings given for speed, brake light requirement and expired registration.

0106 - Verbal warning given to JEREMY KRATOCHWILL at 3rd and Van Buren for inoperable headlight.

0134 - An earthquake with a magnitude of 4.1 occurred near Kotzebue, AK. No tsunami is expected.

0248 - Verbal warning given to JOY THOMPSON at Seward and South Harbor St for speed.

0511 - RP advised that a black lab was wondering around the campgrounds near the ballfields. Officer put the dog in the shelter.

0544 - Verbal warning given to JON DEKKER at 4th and North Harbor for speed.

0609 - RP requested an Officer to assist with removing an intoxicated person from the area. Officer contacted subject who agreed to leave the area.

0727 - RP requested an Officer check on a vehicle parked behind Pacific Park Apts, near building D. The vehicle has been parked in the area on and off for the past couple of days. The occupants are leaving trash in the area. Officers were unable to locate the occupant of the vehicle and vehicle is not on Pacific Park property.

1244 - RP had his bike stolen from the Lighthouse Bakery around 0600 this morning. Bike is a Specialized Cruiser type bike, purple and pink with a basket on the front. It was chained and locked up. The bike had been rented from Ron’s Bike shop. RP called back twenty minutes later to state he found the bike behind Subway.

1403 - RP called to report that between mile 19 and mile 20 of the Seward highway north bound trees were touching the power lines and smoke was observed but no power at this time.

1411 - An automated alarm for low tank alarm for the Lowell Canyon tank was received.

1448 - Anonymous RP called to state there was someone illegally camping on the north side of Dieckgraeff Road. Officer made contact with subject with vehicle and advised him there was no camping on Dieckgraeff Road. He agreed to pack up and leave the area.

1527 - Officer made contact with subject while occupying a vehicle at Seward and Sea Lion near the Military Rec Camp to advise him there was no camping allowed in the area his vehicle was in.

2032 - Citation issued to PETER ROSIER for failure to stop at a stop sign at Seward and Port Ave. Verbal warning given for failure to provide proof of registration.

2106 - Citation issued to KENNETH WITHERSPOON for speed at Seward and Hemlock.

2109 - RP of the Breeze Inn requested an Officer to the lobby on behalf of an intoxicated male who advised he would like to speak to an Officer reference a taxi driver. Officer responded and contacted subject and provided him with transport to the Icicle bunkhouse.

2157 - Received a 911 call from (760)****** located off of Chamberlain Rd. No sounds of distress were heard. Unable to leave a message upon callback. Information given to Officer.

2330 - RP called 911 to advise of someone running their generator in the waterfront campgrounds. Her information was taken and passed on to the campground workers.

2350 - RP requested an Officer to Alice campground for a camper running a generator. No answer upon trying to call campgrounds. Officer was unable to locate any noise.

July 18

0002 - RP advised that a truck was driving approximately 50 mph up and down Swetmann. Officers were unable to locate the vehicle.

0005 - Officer located CO/LIC QSN936 behind Pacific Park Apts on Caines St. Officer advised two subjects not to camp in the area. The subject agreed to locate a different campsite.

0026 - Citation issued to LOUIS OLMEDO at Seward and South Harbor for failure to carry proof of insurance. Verbal warnings given for speed, failure to carry license, failure to carry registration and operating vehicle with expired registration.

0118 - Verbal warning given to MICHAEL CARSON at 3rd and Jefferson for speed.

0128 - Verbal warning given to LA KESHEA PARKER Aat Seward and Resurrection for failure to stop when entering a roadway from a non-roadway.

0134 - Verbal warning given to JERRY GUIN at the Safeway parking lot for speed.

0150 - Officer arrested ARIEL BEASON APSIN at Nash and Salmon Creek on a warrant. Verbal warning given to DANNY SAEYANG at Nash and Salmon Creek for crossing center line.

0258 - RP requested an Officer to Christo’s Palace referencing an intoxicated male standing at the front door. Officer placed JUSTIN BURRELL-RUDELIC into protective custody after being unable to locate the fishing vessel he is staying on.

0544 - SAST requested an Officer check near the trail head of Mount Alice to try locating a red Prius. The driver went for a hike around 6 PM last night and his friend had not heard from him yet. Officer was able to locate the vehicle. Information given to SAST.

0653 - RP reported that she lost her black wallet. The wallet had ID cards, a registration card and approximately 150 dollars in it. She last remembers having it at Safeway on 07/17/16.

0943 - SVFD and BCVFD will be doing pump testing at Preacher’s Pond today

1000 - Anonymous RP turned in a credit card. Info entered in Lost/Found Book.

1012 - Trooper requested an Officer to check on Nash Road to see if a vehicle is parked at the Mt. Alice trailhead. Officer spoke with AST

1013 - 911 pocket dial from (386) ******* at Icicle Seafoods. No sounds distress. Unable to call back. Officer advised.

1110 - Rescue 1 responded to a report of an illegal burn at 5th and Madison.

1127 - 911 misdial from subject at SBH. No sounds of distress. Officer advised.

1201 - RP requested and Officer for a possible theft from his vehicle at the South 72 Hour lot behind Safeway. Officer responded and advised that no theft had occurred.

1527 - 911 pocket dial from (936) ****** at Sea Lion and Seward. No sounds distress. Officer advised. Unable to callback.

1744 - RP BREEZE INN requested an Officer to the lobby in reference to a very intoxicated male. Officer responded and contacted DANIEL LIEBLE, who was advised no more liquor stores, or bars for the rest of the day. LIEBLE was also criminally trespassed from all Breeze Inn properties indefinitely. Advisement entered into APSIN. Officer was requested to return to the Breeze Inn after LIEBLE returned to the lobby. Officer responded and was advised that LIEBLE had left before he arrived, telling the clerk that he had not known he was trespassed. Officer searched for him in the area, but was unable to locate him.

1725 - Left of OK/LIC 434KPV for improper parking on Fourth Ave in front of First National Bank.

1731 - RP advised of a small, black car which sped past his residence on Fourth Ave. The car was heading northbound from Madison St. Officers were unable to locate the vehicle.

2110 - RP advised she spoke to a young boy around 6 YOA who was walking alone to the boat harbor. The boy had told her that he was meeting his parents there. He was wear slipper-like shoes, a white T-shirt, shorts, and had light colored hair. Officer responded and patrolled the harbor area on foot, but was unable to locate the child.

2111 - Citation issued to MITCHELL ADAMS for speed at Seward and Airport.

2154 - Verbal warning given to TUPU UHILA for holding up traffic at Ballaine and Jefferson.

2216 - RP called advising of a campfire on the mountainside near Little Bear Mountain Apartments. The on duty fire officer was advised and responded. Response form sent.

2329 - Verbal warning issued to DIANA MARIE ALLAWAY while driving at Seward and South Harbor Street for speed and expired registration.

2335 - SAST dispatch reported a one vehicle rollover at mile 22 with possible head injury. SVAC, MPFD, BCFD dispatch and forms sent.

2340 - Vehicle stopped at Seward Highway and Hemlock. Officer found that the occupant was responding to an MVA but did not activate his emergency light.

July 19

0023 - RP reported kids making noise and having a bon fire at the pavilion near the lagoon. Officer responded and found everyone had already left and fire was out.

0213 - RP requested an officer to F float for loud noise and yelling. Officer responded and made contact with the occupants of the “SEA MIST”, which agreed to keep the noise level down.

0227 - RP reported a male passed out near the dentist’s office near a telephone pole on Jefferson Street. Officer responded and didn’t see anyone in the area.

0635 - Verbal warning issued to FREDERICK ROGER THALER at Third and D Street for speed.

0656 - Verbal warning issued to MATTHEW LORNE MOOTER while driving at Seward Highway and Hemlock Street for speed.

0702 - Citation issued to FRANCES SIMKINS MAJOR while driving at Seward Highway and Nash Road for speed.

1713 - Ambulance requested to Two Lakes Trail. Response form sent.

1727 - RP advised of a dog which has been sitting in a dark van, for well over ten minutes in front of the Chattermark restaurant. Officer responded and found the vehicle to have left.

1802 - Citation iIssued to JOSEF GRIM for speed at mile 2 Nash Rd.

1804 - Citation iRP requested an Officer to the Safeway parking lot where she witnessed a female, BETHANY HARRIS, hit a parked vehicle. RP advised that the female appears to be ignoring the incident. Officer responded and contacted the victim and HARRIS. HARRIS was issued a misdemeanor citation for driving without a valid operator’s license and a citation for failure to provide proof of insurance. Victim did not wish to press charges for hit and run, nor exchange information with HARRIS.

1945 - Received a 911 call from (907)******* located off of Chamberlain Rd. No sounds of distress were heard. Unable to leave a message upon callback. Information given to Officer.

2054 - D91 advised he was requested to respond to 2nd Ave, reference an extinguished fire. D91 responded, advised the fire was caused by an electrical short, and is fully extinguished.

2106 - Ambulance requested to the apartments above Thorn’s. Response form sent. Responders requested an Officer to the scene.

2124 - Verbal warning given to STEVEN KNISH for speed at Third and Monroe.

2142 - Officer contacted a group of 6-7 people who were loitering at the pedestrian tunnel. The group agreed to move on.

2156 - RP advised of a black Volkwagen Jetta speeding through the residential neighborhoods around Forest Acres and Clearview. Officer stopped the suspect vehicle at Seward and Hemlock. Driver ZACHARIAH ALLEN was issued a citation for failure to stop at a stop sign. ALLEN was also given a verbal warning for driving erratically through residential neighborhoods.

2203 - Received a 911 call from (907)****** located near Ballaine and Monroe. No sounds were heard. A message was left upon callback. Information given to Officer.

2252 - Ambulance requested to Fourth. Response form sent.

2313 - Verbal warning given to MARKANTHONY TUTAN for crossing the center line outside of Napa on Fourth and Port.

2322 - Citation issued to ANDREW ANWAY for speed on Fourth Ave near AVTEC.

2338 - Verbal warning given to MICHAEL MARSHALLfor inoperable headlight at Third and Van Buren.

July 20

0833 - RP reported a vehicle was crossing the center line several times passing the Pit Bar travelling southbound. Officer responded and unable to locate the vehicle.

0905 - RP reported a dark green Chevy Tahoe, unknown plate, passing vehicles in the turn lane travelling southbound. Officer responded and unable to locate the vehicle.

1146 - RP reported a brush fire near the ARR tracks at Mile 20 Seward Highway. MPVFD, BCVFD, SVAC dispatched. Forestry and KIDC also dispatched. MPVFD requested SVFD for mutual aid. F8 with MPVFD advised it was a Forestry vehicle laying gravel and kicking up dust and requested all units to cancel. All agencies cancelled.

1517 - Officer requested case number for missing mail

1606 - A citizen in DMV heard what they think is a building alarm. Unknown the exact location but possibly towards the library. Officer located a shop vac in use across from the Library

1627 - A pocket dial was received from 205-******. Normal voices were heard in the background and someone singing. No sound of distress was heard. On call back no one answered.

1819 - Citation issued to KATIE MADELINE BOWES while driving at 3rd and Monroe for speed and verbal warning for failure to carry registration.

2000 - An automated water flow Fire Alarm was received from Spring Creek Correctional Center. Dispatch called the Center and they are checking on a sprinkler head problem

2037 - Verbal warning Issued to KATHLEEN SUE POULIN while driving at 3rd and C St. for speed.

2120 - Verbal warning Issued to JAMES CHRISTOPHER BALCEREK while driving at Metco for speed.

July 21

0131 - Citation issued to JOSHUA GOLDSTEIN at 3rd and Van Buren for inoperable headlight.

0145 - Verbal warning given to JOHN MINNITI at Seward near Essential One for inoperable taillight.

0552 - RP advised that her mother is intoxicated and causing a disturbance at Williams campground. Officers contacted a male and the mother. The mother was left in the care of family until she is sober.

1015 - RP reported his vehicle was stolen and last seen at Pacific Park Apartments. Officer spoke with RP.

1142 - Officer requested case for theft

1142 - Ambulance requested to meet LifeMed at the airport.

1215 - RP reported her son missing on Bear Lake Road. AST dispatched. BCVFD assisted with the search.

1224 - RP found vehicle on Nash Road. Officer and Trooper responded and made contact with INGRID WHITAKER and STEVEN NARRON. WHITAKER and NARRON were arrested for Vehicle Theft I and Criminal Mischief and transported to SCJ.

1324 - 911 pocket dial from (907)****** near the SBH. No sounds distress. Officer advised.

1526 - Officer requested Glacier Towing to impound a vehicle near the Iditarod Trailhead on Nash Rd. Glacier Towing responded.

1531 - Two juveniles came by SPD to report they heard a small child scream and was with a male near IMS. Unknown descriptors of both or direction of travel. Officer advised.
