'Captain's Mast' - March 17, 2016


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

March 2

04:20 - Officer located a suspicious vehicle at the west end of the airport. Officer searched the area and found no one.

12:04 - Automatic fire alarm at Seward Resort on Dimond. SVFD/SVAC dispatched.

12:04 - Individual turned in expired medications for destruction.

14:02 - Several individuals reported three kids running across Fourth by the construction site. Officer responded and advised parents to supervise their children.

14:15 - Elementary school did a scheduled fire drill.

14:47 - First Student reported a vehicle accident with damage between a school bus and a passenger car on Sixth Avenue near Bayview Apartments.

15:50 - 911 caller reported a moose charged him and he went up a tree to escape. Officer responded and gave him a ride home.

17:26 - 911 caller reported when he came home from work his wife was disrespectful, took the kids and his car, and did not return his phone calls. He decided to cancel a the for service but would call back if he couldn’t reach his wife.

19:16 - A resident on Olympia reported numerous vehicles driving up and down to the water tower. He said it looked mostly like juveniles.

March 3

03:53 - Citation for decals to be properly attached and displayed issued to Iosif Martishev at the North 72-hour lot.

13:45 - SFD responded to Glacier View Apartments for a female who fell and needed help getting up. Caller advised they were not injured and did not need an ambulance.

13:45 - Individual requested an officer to Bayview Apartments about vehicle that was illegally parked. Officer advised the driver to move the vehicle.

14:30 - Individual reported that a worker borrowed his vehicle and he had not heard from him in the previous few days. The reporting party did not wish to report vehicle as stolen.

18:43 - Individual reported a vehicle weaving while driving inbound from Mile 3 Seward Highway. At the time of the call, the vehicle turned down Jefferson. Officer did not locate the vehicle

20:08 - Verbal warning for speed issued at Mile 1 Seward Highway.

20:14 - Verbal warning for speed issued on Seward Highway at Hemlock.

20:53 - Verbal warning for head light requirement given at Mile 1 Seward Highway.

20:55 - Verbal warning for tail light requirement given driver at Mile 1 Seward Highway.

March 4

00:50 - Individual reported screaming near her house. Officer responded and found no one in the area.

15:57 - 911 caller reported a one vehicle rollover at the corner of Ash and Oak. Officer convinced the driver to go to the hospital and found their dog that had run away following the rollover.

17:41 - Individual reported a black Diamond Back bicycle was taken.

19:33 - Individual reported an intoxicated female pedestrian walking up Dora Way. Officer contacted the female and she was given a ride to her home.

23:19 - Verbal warning for head light requirements given on Seward Highway near the Chamber of Commerce.

March 5

01:52 - 911 caller requested an ambulance for a 61-year-old woman with severe pain in her leg.

16:41 - Individual went into SPD to turn in keys. The individual was trying to get the keys back to a trooper in Girdwood as they belong to a DUI case he was working. SAST dispatch notified.

17:47 - PSMC called for SVAC to pick up Guardian Flight for transport at 18:00.

17:49 - Caller from Safeway reported his life had been threatened. Officer found verbal threats had been issued to the caller. The suspect has been trespassed from Safeway indefinitely.

21:56 - Citation for head light requirement issued at Seward Highway and Sea Lion.

22:26 - Verbal warning for speed issued at Seward Highway and Safeway.

22:44 - Citation for failure to carry proof of insurance issued at Lowell Point Road. Verbal warning for failure to use turn signal and expired registration.

23:50 - Verbal warning for speed given at Mile 1 Seward Highway.

March 6

01:02 - Citation for tail light requirement issued at Seward Highway and Sea Lion.

08:19 - Citizen reported that the port-a potty on Ballaine Boulevard near the playground had been tipped over.

12:09 - Citation for failure to carry proof of insurance issued in Safeway parking lot. Verbal warning for speed.

13:21 - Verbal warning for speed issued to driver at Seward Highway at Sea Lion.

19:20 - Trooper requested assistance for a disturbance.

March 7

00:18 - Officer checked on the residents of a Taroka Inn apartment after noticing smoke coming from the window. Officer found the origin of the smoke to be from burnt cooking. Occupant contacted.

02:19 - An APD officer called about a locate on a vehicle. The vehicle had been located and the suspect arrested on a felony warrant. SPD attempted to contact the vehicle owner, but was unsuccessful.

04:19 - Earthquake: Magnitude 5.0, depth 141 miles, 75 miles northeast of Cold Bay. No tsunami was expected.

06:19 - Verbal warning for speed given at Third and Madison.

06:27 - Verbal warning for failure to illuminate head lights after dark given at Seward Highway and Sea Lion.

09:12 - Verbal warning for speed given at Seward Highway and South Harbor.

09:40 - Seward Resort would be testing their fire alarm system.

10:17 - Dek Issa arrested at Marina Motel for probation violation and taken to SCJ.

10:48 - 911 caller requested an ambulance for female with leg pain. SVFD/SVAC dispatched.

15:41 - Verbal warning for speed given at Seward Highway and Hemlock.

17:25 - Verbal warning for speed issued at Mile 1 Seward Highway.

18:23 - Caller reported a bike in back of the red building next to Resurrection Rentals that had been sitting there for two weeks. Unknown if it was stolen or belonged to someone. Officer found a Hard Rock bike that was black/white but painted red over the black/white. Officer left the bike where it was.

20:11 - Verbal warning for speed issued at Seward Highway and Sea Lion Drive.

20:16 - Citation for speed issued at Seward Highway and Aspen Lane.

21:51 - Jailer requested an officer to SCJ about a white substance found during booking. Officer tested for contraband and verified it to be methamphetamine. AST notified as it was their warrant arrest.

March 8

12:04 - 911 caller requested an ambulance for a 67-year-old man with a leg infection. SVAC/SVFD dispatched.

19:24 - Summons for Misconduct Involving a Controlled Substance VI issued to Zachary Daniel Martin at Second Lake Park.

March 9

00:04 - Officer contacted two males at Japp Creek water tower. The two were smoking cigarettes in the vehicle and were not found to be breaking any laws.

08:00 - Individual turned in a silver boxcutter knife found in the alley behind Apollo’s.

15:23 - Three 911 callers requested an ambulance for male having a seizure in the alley behind the Yukon Bar. SVFD/SVAC dispatched.

16:02 - Individual turned in several bottles of medication for destruction.

18:50 - 911 caller requested an ambulance for a 60-year-old man who collapsed.

March 10

01:35 - AST requested an ambulance for a female with trouble breathing.

09:08 - Individual reported a gray Dodge Charger was passing vehicles driving into town and was last seen in the parking lot near Zudy’s Café.

09:08 - AVTEC requested that Nathan Lamb be criminally trespassed from all AVTEC property. Officer spoke with the reporting party and Lamb.

11:39 - Parks and Recreation reported a Boy Scout troop would be camping overnight in the Waterfront Campground for just the one night.

13:11 - Individual reported theft of fuel from his aircraft at the airport.

15:44 - SAST requested ambulance to Mile 42 Seward Highway. MPVFD and Cooper Landing EMS dispatched. LifeMed launched.

16:58 - SAST transfered a caller reporting a strong odor of propane around the Bear Lake turnoff and extending a couple of hundred yards north on the Seward Highway. Fire chief was advised and requested a tone out. No AST was in area

19:18 - Verbal warning for failure to use head lights after dark issued at Mile 1 Seward Highway.
