'Captain's Mast' - Feb. 18, 2016

 


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Feb. 4

17:50 - Verbal warning for head lights issued at Seward Highway and Iron Drive.

19:03 - Verbal warning for head lights issued at Third and D. Driver had previously been given a ticket.

19:31 - Clerk at Harbor Gateway Chevron called to report an intoxicated pedestrian walking toward the Marina Motel. Officer contacted the subject and transported them to the hospital for medical evaluation.

Feb. 5

01:23 - AST requested rescue to Mile 36.8 Seward Highway for a vehicle in the ditch. MPVFD/SVAC/BCVFD dispatched.

17:32 - Caller from Safeway Oaken Keg reported she had three customer complaints regarding a taxi driver driving while intoxicated. The reporting party said the subject was in a few minutes before and purchased a single container of milk, and he could smell the alcohol on his breath. Subject was driving a green van. Officer was unable to locate the taxi while on patrol.

17:50 - Citation for failure to provide proof of insurance issued to Alexandra Helen Russo on Fourth in front of TelAlaska. Verbal warning for going down a one-way street in the wrong direction.

18:09 - Verbal warning for head light out issued in Safeway parking lot.

18:27 - 911 caller reported he saw sparks coming out of Bayside Apartments chimney flume on the north end of the building. When the fire department arrived it appeared to be rain coming off the street lamps.

20:37 - Verbal warning for head light requirement issued at Seward Highway and North Harbor.

20:54 - Caller reported a red Ford Explorer traveling north on Seward Highway past Chevron was doing about 40 mph and hugging the side of the road. The caller said the vehicle nearly hit her when she was backing out onto Second. Officer contacted the vehicle in the Safeway parking lot and found the driver needed to defrost the windows.

21:15 - Individual requested that an officer drive by the skateboard park on Ballaine after three younger children were seen lighting something on fire on the benches. Children scattered toward homes down Ballaine or possibly on Sixth. Officer found no fire on the skateboard park benches and no sign of the children.

21:45 - Caller reported a dog had been barking at the bottom of Dora Way for the previous three hours. The caller had a sick child at home and couldn’t get them to sleep because of the barking dog. Officer located the owner of the dog at Dora Way and the owner said he would keep the dog quiet for the night.

21:52 - 911 caller reported she followed a vehicle from downtown to Spruce Street. Vehicle was reported to be driving on the wrong side of the road and going into the ditch before getting back on the road and parking at Spruce. After FSTs, officers arrested Alissa Marie Fabian for DUI.

23:07 - Guardian Security called to report that a building alarm was going off at the youth center on Third. Officer responded and was canceled when Guardian Security called back to say they had reached an employee who said she would check the building.

Feb. 6

00:01 - Individual requested an officer to investigate whether or not a patron drove to the Ale House intoxicated. Officers spoke with subject and found him sober.

06:01 - Individual requested an officer to the lobby of the Breeze Inn for an intoxicated male who claimed he had a room. Officer contacted the subject who was staying with a group in a room. All was OK.

12:16 - Warning for parking against flow of traffic given on Fifth near the post office.

13:44 - Verbal warning for speed issued at Seward Highway and Dairy Hill.

15:35 - Officer requested a case for Theft of Services that happened on Feb. 5 on Fourth. The case was under investigation.

18:45 - Citation for expired registration issued to Jonathan Logan at Third and Monroe. Verbal warning for tail light requirements.

20:45 - Citation for failure to provide proof of insurance issued to Justin Schutter at Mile 1 Seward Highway. Verbal warning for speed.

23:23 - Citation for failure to provide proof of insurance issued to Christopher Clemens on the Seward Highway near the South Harbor lot. Verbal warning for speed.

23:28 - Officer arrested Holly Chappell for DUI at Fourth and Van Buren and took her to SCJ.

Feb. 7

04:06 - Individual requested an ambulance to the Marina Motel. Officer responded. SVAC/SVFD dispatched. Patient refused medical treatment.

07:09 - Individual requested an officer to a downtown business for a suicidal male. Officers contacted the subject and took him to the hospital for evaluation.

13:09 - Verbal warning for failure to stop at stop sign issued at Seward Highway and South Harbor.

13:30 - Officer requested a case for harassment between two subjects on Feb. 6.

18:48 - Verbal warning for failure to stop at a stop sign given at Fourth and Van Buren.

18:53 - 911 caller reported a suspicious campfire off the side of the road near the propane tanks near Trail River bridge. An on-duty MPVFD officer responded and suppressed the campfire remnants and spoke with the homeowner.

19:10 - Citation for failure to provide proof of insurance issued to Margaret Hillestad at Seward Highway and South Harbor. Verbal warning for head light requirements.

20:44 - Individual from PSMC requested an officer to assist with an unruly intoxicated patient. Officer contacted the patient who was medically released by PSMC and then placed into protective custody at SCJ.

21:57 - Verbal warning for failure to maintain lane and brake light requirements given at Mile 2 Seward Highway.

Feb. 8

00:44 - Individual reported a vehicle driving erratically on Nash Road and heading south on the Seward Highway. The reporting party followed the vehicle to Chevron where officers met with her. Officers spoke with the driver who said he was having difficulty seeing due to snow covering his head lights. No crime to report.

07:17 - Individual requested an officer to the Marina Motel to assist with an issue. Officers spoke with both subjects, advising them to handle the issue with their supervisor.

10:20 - Hamilton Construction would be blasting at the rock quarry.

11:33 - Citation for proof of insurance issued to James Spanos at Chevron. Verbal warning for fail to stop at stop sign.

11:59 - Verbal warning for speed given at Fourth and Van Buren.

12:18 - Kenai Probation requested welfare check on a subject. Officer responded and advised all was OK.

13:45 - Caller reported the odor at the sewage lagoon at Lowell Point. Messages left with Public Works and City Manager.

14:10 - Officer placed a written warning for expired registration on a vehicle at the high school.

14:20 - Officer transported a loose dog on the Seward Highway to the ACO.

14:45 - 911 caller requested an ambulance to Gateway Apartments. SVFD/SVAC dispatched.

15:03 - Individual reported fuel taken from his aircraft at Seward Airport. Officer spoke with the reporting party.

16:14 - 911 caller requested an ambulance to Eagle Lane. Caller hung up.

17:39 - Guardian Flight dispatch requested an ambulance at the airport at 18:05 to pick up a crew for patient transport.

22:52 - Caller reported a dog barking upstairs from Bayside Apartments. The dog had been barking for the previous three and she could not get her 4-month-old son to sleep. Officers responded and found the charges were unfounded.

Feb. 9

00:00 - Caller reported her upstairs neighbor was stomping on the floor. Officer contacted the caller and advised that the noise level was not loud enough to be criminal and to contact her landlord.

03:12 - Earthquake: Magnitude 5.1, depth 44 miles, 40 miles southeast of Amchitka. A tsunami was not expected.

12:17 - Earthquake: Magnitude 4.1, 55 miles northwest of Homer. No tsunami reported.

12:38 - 911 caller from SeaView Community Services requested a welfare check on a subject. Officer made contact and all was OK.

14:00 - Individual reported missing his iPhone in a blue case.

16:52 - Individual reported she received a phone call from someone claiming to be her son and asking for money.

18:00 - Officer picked up nine credit cards and one identification card from the Apollo Restaurant that were forgotten or found.

20:20 - Individual reported a vehicle in the ditch at about Mile 31 Seward Highway. MPVFD/SVAC/BCVFD dispatched.

Feb. 10

00:04 - 911 caller requested an ambulance to Chamberlain.

00:38 - 911 caller requested an officer respond to the Marina Motel about his intoxicated roommate, Michael Ljubich, who had become unruly. Officer contacted both parties. Ljubich was arrested on a $150 Sitka Police Department warrant and taken to SCJ.

08:40 - Earthquake: Magnitude 4.0, 60 miles west of Homer. No tsunami reported.

09:03 - Burn permit issued for the day to Mill and Chamberlain.

11:43 - Burn permit issued for Feb. 10 and 11 to location on Vista.

11:55 - Officer requested a case for False Report regarding Michael Ljubich.

12:07 - Burn permit issued for Feb. 10 and 11 to the city dump.

13:12 - PSMC requested an officer to the ER for a combative patient. Officers contacted the subject.

14:19 - Written warning for expired tabs issued at the high school.

16:34 - Burn permit extended through Feb. 11 for the corner of Mill and Chamberlain.

16:39 - Citation for failure to provide proof of insurance issued to Lareen Kreh at Fourth and Madison. Verbal warning for speed.

20:12 - Verbal warning for tail light out given at Dimond and Sea Lion.

21:15 - 911 - AST requested than an SPD officer patrol the beach front in search of a man, Patrick Curtis, threatening to kill himself by jumping into the bay. Another individual called 911 to report Curtis was near the beach. SPD dispatch and officer spoke with Curtis on the phone and he said he “couldn’t do this anymore” and was walking into the bay. SVFD was dispatched to help search for him. Officer located Curtis near the Marina Motel. He was never in danger and was not suicidal. Curtis was arrested for Felony Terroristic Threatening II and taken to SCJ.

21:39 - Individual reported that an intoxicated male was banging on her door claiming that he lived there on Second. Officer spoke with the subject. (PBT .333) The subject was placed into protective custody and taken to the hospital for medical clearance.

22:47 - Individual reported that while he was walking near the baseball fields, a man stole his luggage. The reporting party later called and said that he found his luggage and that no crime occurred. The reporting party refused to give his location.
