'Captain's Mast' - Feb. 4, 2016

 


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Jan. 21

06:12 - Verbal warning for failure to come to a complete stop at a stop sign given at Seward Highway and Dairy Hill Lane.

08:36 - PSMC requested an ambulance to meet LifeMed at the airport. SVAC dispatched.

09:13 - Earthquake: Magnitude 6.9, off the coast of Mexico. No tsunami reported.

11:05 - Individual spoke to an officer about a civil issue with an ex-girlfriend. Officer responded to speak with the female.

11:38 - Individual requested an officer to the high school for a student who had alcohol in their possession.

15:42 - Individual requested an officer to the high school for a student causing a disturbance.

18:03 - Citation for head light requirement issued to Tara Ann Munro at Seward Highway and Aspen Lane.

19:26 - Individual requested an officer at the ball fields near Jessie Lee Drive for kids spinning broddies. Officer contacted two subjects and informed them that broddies were not allowed.

22:02 - Verbal warning for failure to carry license and driving with only parking lights after dark at Seward Highway and Van Buren.

Jan. 22

07:10 - 911 caller reported an intoxicated male was banging on his door at the Marina Motel. Officers contacted Charles Simon who was arrested on a Bethel AST JS Warrant (no bail, probation violation) and taken to SCJ.

08:00 - Charles Simon charged with Petition To Revoke Probation at SCJ from his probation officer.

08:04 - A security company reported a bank alarm at First National Bank Alaska. FNBA called and said it was false alarm and all was OK.

09:24 - Individual spoke with an officer about a possible sexual assault.

11:58 - Mountain Haven held a scheduled fire alarm at Eagle Lodge.

18:09 - Citation for head light requirement issued to Luther Allen Kuller at Safeway.

20:00 - Verbal warning for speed given at Safeway.

20:21 - Citation for driving without valid license for less than one year issued to Levi Zacharia Espelin at the Essential One car wash. Verbal warning for trailer lights out.

Jan. 23

07:22 - SPD officer assisted troopers with a case at Wolf Trail Lane in reference to a disturbance.

11:54 - PSMC requested an ambulance to pick up the Guardian Life Flight crew to pick up a patient at the hospital. Guardian Flight aborted at 12:47 due to weather.

14:05 - Verbal warning for speed given at Seward Highway and Bear Drive.

15:28 - PSMC requested an ambulance to pick up the Guardian Life Flight crew to pick up a patient at the hospital.

Jan. 24

01:30 - Earthquake: Magnitude 7.1, 50 miles east of Iliamna. No tsunami was expected.

01:36 - Communications Alaska reported a commercial burglary alarm at Three Bears. Officers checked the location and found nothing out of the ordinary. Communications Alaska called a few minutes later advising of a false alarm.

03:38 - Earthquake: Magnitude 4.5, 68 miles west of Homer. No tsunami was expected.

06:11 - Officer reported several rock slides on Lowell Point Road, at least one of which was nearly impassable. The street department said they would wait for daylight before clearing the road.

08:37 - Earthquake: Magnitude 4.1, 55 miles west of Homer. No tsunami was generated

08:59 - Citation for failure to stop at stop sign issued to Justin David Miles at Seward Highway and Port Avenue.

09:49 - SAST requested that an officer to check on subject after a 911 misdial. No apparent sounds of distress but the subject seemed disoriented to SAST. Subject found out of town and was fine.

10:34 - Caller requested a welfare check on his property Brownell Street after the 7.1 earthquake. He was concerned that a 55-gallon drum tank of diesel may have been knocked over or ruptured. Officer found the drum upright and intact.

11:10 - Citation for speed issued to Francisco Borgia Sanchez at Mile 2.5 Seward Highway.

15:32 - Individual reported a disturbance at Caines Street. Officers spoke with two subjects and found no crime had been committed.

15:42 - Individual reported screaming at Marathon Drive. Officers spoke with two subjects and found no crime was committed.

19:19 - Two subjects went into city hall asking if there were any services for homeless. Officer provided transportation for the couple to Chevron from city hall. Officers contacted Seward City Church which paid for a room at Hotel Seward for the night.

Jan. 25

01:21 - Citation for speed issued to Rene Trudeau in Safeway parking lot.

03:46 - SAST requested MPVFD respond to a vehicle rollover at Mile 23 of the Seward Highway. SAST said that no one appeared to be on scene, but the vehicle hit an electrical pole. Trooper was en route.

07:51 - Verbal warning for speed given at Seward Highway and Van Buren.

08:02 - Ambulance requested to AVTEC dorms. Officer, SVFD and SVAC dispatched.

12:20 - Citation for proof of insurance issued to Pamela Mortensen at Safeway. Verbal warning for speed.

15:20 - Officer requested a case number for an incident the day before.

15:30 - Officer responded to PSMC to pick up medications for destruction.

18:00 - Citation for proof of insurance issued to Daniel Douglas Butts at Seward Highway and Sea Lion. Verbal warning for failure to stop at a stop sign and failure to carry registration in the vehicle.

18:14 - Citation for proof of insurance issued to Autumn Rae Dell Seward Highway and Dairy Hill. Verbal warning for failure to stop at a stop sign.

18:54 - Caller reported an alleged sexual assault. Officer spoke with the witnesses and the suspect. Officer also spoke with the victim. Investigation continued.

Jan. 26

05:19 - An officer contacted a subject near 4th of July Creek after his vehicle skidded into the ditch. The officer and a passing vehicle were able to assist the subject out of the ditch.

05:54 - 911 caller reported a vehicle part way in the ditch but obstructing traffic on Nash Road. The caller said the hazards were on, but the vehicle appeared to be abandoned. Officer responded and located the vehicle just north of Bette Cato Avenue. Shortly afterwards, the owner called and reported the accident and was transferred to the officer on scene.

09:34 - Individual turned in expired medication to be destroyed.

09:39 - Public Works reported a rock slide blocking the entire road on Lowell Point Road.

10:36 - Public Works reported a tan/brown Excursion going northbound past the airport and driving all over the road at slow speed. Officer was unable to locate the vehicle all the way to Nash Road. AST advised.

10:45 - Public Works reported they were working on the water line break at Port Avenue.

14:28 - 911 caller requested ACO for a black dog that was threatening her on Fourth. ACO and officer responded.

Jan. 27

05:55 - Verbal warning for speed given outside of Three Bears.

06:41 - Officer requested a case for probation violation for subject who was found to have violated his probation in December.

13:34 - Fire alarm activation at the Seward Elementary School. SVFD/SVAC dispatched. Deputy Fire Chief advised all could cancel as the school said it was a false alarm. Deputy Fire Chief reset the alarm.

15:30 - Officer responded to the middle school for a disturbance.

16:06 - Officer requested that a welfare check be forwarded to SAST. The reporting party requested a welfare check on her daughter who was picked up at the middle school by her father about an hour before. Request forwarded to SAST.

18:51 - Citation for head light requirements issued to Ethan Schrock at Fifth and Jefferson.

19:46 - Citation for expired registration issued to Jason Cournoyer on Fifth. Verbal warning for parking where prohibited.

20:30 - Earthquake: Magnitude of 4.4, depth 76 miles, 60 miles west of Homer. No tsunami was expected.

22:05 - Individual reported a vehicle was swerving and nearly hit a guardrail. The vehicle was parked in the Safeway lot. Officer contacted the driver who passed FSTs and provided a PBT .000.

Jan. 28

02:10 - Verbal warning for tag light requirement given South Harbor and Seward Highway.

05:52 - Verbal warning for failure to come to a complete stop at stop sign given at Cedar and Ash.

07:05 - Seward Middle School advised that they would have a fire drill between 10:15 and 10:30.

10:55 - Utility Counter requested an officer for an intoxicated person at the counter.

13:41 - Ambulance requested to North Star Clinic. SVFD/SVAC dispatched.

14:22 - Individual requested an officer to the bus stop between the middle school and the high school in for a subject blocking the buses.
