'Captain's Mast' - Jan. 28, 2016


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Jan. 14

07:28 - Parking warning left a vehicle at the high school.

08:03 - USFS would do a controlled burn at Palmer Creek during the day. MPVFD advised.

10:07 - Electric Department advised there would be a scheduled outage in the Alaska Shop and Hotel Seward area.

13:10 - Individual requested that an officer check on a property since the owner was out of town.

13:16 - 911 caller requested an ambulance to Third. SVFD/SVAC dispatched.

18:58 - 911 caller requested an ambulance to Third.

Jan. 15

08:21 - Report of a male on camera who was trying to open the door to the Fish and Wildlife Office upstairs in the hallway. Officer contacted the male who was a Fish and Wildlife technician who was having problems with his key.

09:35 - Citation issued to Aron Hutchison at the Coffee Cup lot. Verbal warning for speed.

09:58 - Citation for operating a vehicle with a provisional license issued to Basil Dougherty at Marathon and Resurrection. Verbal warning for tail light.

10:18 - Citation for proof of insurance issued to Matthew Dittbrender at Third and D. Verbal warning for speed.

11:28 - Citation for speed issued to Theodore Sayen Jr. at Seward Highway and AFRC.

14:41 - 911 - Bear Creek Fire Department chief reported a male patient walked in with a head injury. He told her he had been hit in the head with a crane.

16:40 - Caller requested a welfare check on his 21-year-old nephew Branden Jonas Ramoth. The caller had kicked Ramoth out of his apartment but wanted officers to check on him as he was intoxicated and drinking with an open container around the apartment complex. A second call from the reporting party stated that Ramoth was back, kicking in his door. At the same time a neighbor called 911 to report a disturbance regarding Ramoth. Officers responded and interviewed several people regarding Ramoth. Ramoth kicked in the office door and broke a mirror estimated to be worth about $100. Ramoth was taken in to custody for Criminal Mischief IV.

21:48 - Citation for failure to carry proof of insurance issued to Terri Lynn Carter at Third and Jefferson. Verbal warning for head light requirement.

22:45 - 911 caller reported his brother was suicidal. The caller said they were running down First toward Little Bear Mountain Apartments. Caller said his brother stated that his brother stated that “He needs to get lit.” Officers contacted them at Little Bear Mountain Apartments and took the subject to the hospital for evaluation.

23:06 - SAST dispatch called SPD to request an agency assist for a trooper on Fourth for FST. Troopers arrested Mica Denelle Murphy and a SPD officer took the subject to SCJ.

Jan. 16

01:43 - Officers arrested Chelsea James for probation violation. Officers searched the vehicle at the request of a probation officer. James was taken to SCJ.

01:46 - Individual requested an officer to the AVTEC four plex at Fourth and Madison for a report of a possibly intoxicated individual loitering in the area. Officers were unable to locate anyone in the area.

07:59 - Individual reported she was standing by on Lowell Point Road with an otter that had been hit by a car. Dispatch was unable to contact anyone at the SeaLife Center. ACO was contacted and she was going to attempted to locate someone from the SeaLife Center.

09:07 - Citation for speed issued to John Elwin Taunton at Third and C.

22:58 - 911 caller requested an officer to Madison to assist with her intoxicated husband. Officers gave disorderly conduct warnings to two males and told them no more alcohol for the evening.

Jan. 17

00:39 - Verbal warning for speed given at Third and Jefferson.

07:59 - The transfer station reported the road needed sanding. Also a call from a resident on Olympia reported that the roads in that area were treacherous.

11:18 - Individual reported that at about 23:30 the night before three males were seen acting suspiciously near his residence at Afognak. He was unable to provide descriptors but advised that when the subjects saw him they ran away.

11:34 - Verbal warning for speed given on Seward Highway at Sea Lion.

14:16 - Verbal warning for speed issued at Third and Monroe

23:05 - Officer arrested Michele Waterman for DUI at Third and D, and took her to SCJ.

Jan. 18

04:18 - Guardian Security called to report a power failure at Aurora Energy on Port Avenue.

04:18 - 911 caller reported a burglar hiding underneath her bed. The caller said he was not dangerous. Officer responded to her apartment and found the caller to be the only occupant. The caller said she would speak to building management in the morning.

05:31 - Warning for parking against the flow of traffic left on a vehicle on Fourth near Sauerdough Lodging.

05:40 - Citation for failure to provide proof of insurance issued to Dillon Pew at Iron Drive and Seward Highway. Verbal warnings given for speed and failure to carry driver’s license.

07:14 - 911 caller reported the burglar had returned. Officer again found the caller to be the only occupant. The caller said she did not want to speak to medical personnel. A neighbor who was familiar with the caller agreed to sit with her for awhile.

10:25 - USCG reported a stranded vessel in the Small Boat Harbor.

11:09 - 911 caller reported a domestic disturbance at Bayside Apartments. Officer contacted with Adam Moxley and a female. Moxley was arrested for DV Assault IV, DV Criminal Mischief V and Resisting Arrest, and taken to SCJ.

11:24 - Verbal warning for fail to stop at stop sign given at Wells Fargo.

13:38 - Individual turned in a cell phone holder/wallet.

16:51 - Guardian Security called to report they were getting notice of power failure at Port Avenue. Aurora Energy said they were working on the electrical, no need to call out electric department.

22:12 - PBTs on minors. Officers contacted four minors including Daniel Lee Coghill and Nickoles Neal Anderson. Summons for MCA issued to Coghill and Anderson.

Jan. 19

00:21 - 911 caller requested an ambulance to Chamberlain for non-emergency transport to the ER.

01:41 - Caller reported a black Ford Ranger in the ditch at Mile 27.5 Seward Highway. SAST was advised and requested MPVFD be toned to investigate. MPVFD investigated and found no occupants in the vehicle, nor anyone in the area. SAST requested that SPD contact the registered owner on Second. Officer contacted owner who said the vehicle belongs to her son who was on Fourth. Officer contacted the son who did not appear to be under the influence, but did appear to be concussed. He turned down medical attention.

09:00 - Seward Electric would conduct intermittent outages in the 300 block of Second and Third, and then would work from south to north between Second and Third. Outages would be about 30 minutes.

10:07 - Individual requested an officer to AVTEC dorm to check on subject who was refusing to answer the door. Officer contacted the subject and advised all OK.

15:53 - AST dispatch requested an ambulance to Salmon Creek Trailer Court.

15:58 - Individual turned in a bike they found.

15:59 - Individual reported a black Dodge was speeding at what he estimated to be 45 mile per hour past Bayside Apartments. Officer was unable to locate the vehicle.

19:08 - Individual requested an officer to Three Bears for a male who stole a bottle of alcohol. Officer spoke with the reporting party who said the store would pull video footage for the case.
