The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Oct. 24

00:27 - Verbal warning for speed given at Three Bears parking lot.

02:16 - Citations for failure to carry proof of insurance, MOCA and MCA issued to Theodore Reid at Mile 1 Seward Highway. Verbal warning for speed.

09:32 - 911 caller requested an ambulance to Third.

10:20 - Caller from Vigor requested that Public Works hook up a fire hydrant in the area.

11:42 - Landslide reported at about Mile 1 of Lowell Point Road. There were large rocks and only one lane.

13:23 - Mountain Haven requested an ambulance.

17:47 - Citation for speed issued to James Lawrence Martin II in the Coffee Cup parking lot. Verbal warning for failure to carry registration

18:03 - Citation for failure to carry proof of insurance issued to Brian Cote at Essential One. Verbal warning for speed.

20:00 - Alaska Sea Life Center Security notified SPD Dispatch of a yellow strobe light flashing on the pump station near the waterfall.

Oct. 25

02:11 - Citation for failure to carry proof of insurance issued to Michael Alvarez at Mile 1 Seward Highway. Verbal warning for speed.

09:23 - 911 caller, Nathan Lamb, reported that an individual followed him into the AVTEC Culinary Arts parking lot and pulled a gun on him. Officer spoke with the Lamb and then contacted the suspect. After investigation, it was determined that suspect did not threaten Lamb with a gun. Charges for False Report against Lamb were forwarded.

15:03 - Trooper arrested Alexander Targonsky on a SAST no-bail warrant on Eagle Lane and took him to SCJ.

16:16 - Individual reported she was bit by a black lab which was tied up outside of Twigs and Tweeds.

Oct. 26

04:51 - Warning for parking against flow of traffic left on a vehicle at 201 Fourth.

10:49 - Citation for proof of insurance issued to Derek Strickland at Safeway. Verbal warning for speed.

11:17 - Officer gave trash warning to the managers of Bayside Apartments. Officer advised that manager will advise all residents to properly dispose of trash.

15:40 - Individual reported steam coming out from the ground at the transfer facility. Fire officer responded to check out the area. The steam was from compost.

17:22 - Street closure signs would be up between Fourth and Sixth Railway for the Christmas Tree

19:53 - Individual turned in her cat at the animal shelter. She is temporarily unable to take care of it.

23:04 - Troopers arrested Christopher Shane Campbell for DWLR and took him to SCJ.

Oct. 27

01:04 - Verbal warning for speed given at 430 Fourth.

10:40 - Safeway requested that Samantha Morgan be criminally trespassed indefinitely from Safeway.

11:09 - 911 caller requested an ambulance to Fifth. SVFD/SVAC dispatched.

15:38 - Individual reported finding a shotgun in a dumpster. The weapon was severely damaged according to the responding officer, and was left in the dumpster.

16:15 - Verbal warning for speed issued at Fourth and Van Buren

16:36 - Verbal warning for speed issued at Third and C.

17:36 - Individual, reported someone in the riverbed near his residence on Afognak Drive. He said the male was acting strange and requested an officer. Officer asked the subject to leave the area.

19:18 - Individual reported that someone took rose hips and rubbed them all over her door on Second. At first she thought it was tomatoes. The subject knocked on the door and then ran away. This happened twice that night.

21:09 - Verbal warning for tag light out issued at Third and Monroe.

Oct. 28

10:19 - Ambulance requested to Camp Creekside Motel. BCVFD/SVAC dispatched.

13:00 - Individual requested that an officer check on the person selling seafood near the Chamber of Commerce for their vehicle is on the sidewalk. Officer advised the person had moved towards Sailing Inc. and was not on the sidewalk.

18:20 - Individual reported he lost his black iPhone. He was either on a boat or in the harbor area.

18:49 - Earthquake: Magnitude 5.6, 25 miles west of Amchitka. No tsunami was expected.

20:10 - An attorney in Anchorage had been trying to reach someone at Spring Creek Correctional Center and had not been successful. Her client, who is an inmate at SCCC, was planning to commit suicide. SPD Dispatch spoke to the on-duty sergeant and they were going to check on the inmate and place a return call to his attorney.

20:57 - An ambulance was requested at Spring Creek Correctional Center.

Oct. 29

07:55 - AVTEC dorm attendant requested an officer to the AVTEC apartments about a domestic disturbance that occurred the night before. Officers arrested Misa Beans for Assault IV DV and took the subject to SCJ.

15:00 - Individual reported that the City Express delivery driver might be impaired. Unknown direction of travel.

15:30 - USCG advised that the fire alarms may be activated due to them setting up the haunted house. SVFD advised.

18:57 - Individual reported a vehicle was swerving and driving various speeds southbound on the Seward Highway near Safeway. The reporting party followed the vehicle to Alaska SeaLife Center where the officer contacted the driver who showed no signs of intoxication and said that his poor driving was due to fatigue from sleep deprivation. He was advised to find someone to drive him home.

19:45 - Safeway requested an officer to the store for a female on the property who they had trespassed. The subject also called and said she was at Essential One and had permission to be there. SPD officer contacted the subject and advised her of the trespass.

23:44 - Caller reported a large bear on her property in Questa Woods. The reporting party was transferred to SAST.

Oct. 30

05:44 - Verbal warning for speed given at Safeway parking lot.

14:04 - PSMC did a scheduled fire alarm at Seward Mountain Haven Eagle Lodge.

19:52 - Officer attended the Trick or Treat Halloween event at Pacific Parks Apartments.

20:19 - Individual reported two intoxicated females just left X Float Road in a silver Honda Ridgeline. Officer contacted driver Freda Dipiero and passenger parked near the Coast Guard building on X Float Road. Dipiero was arrested for DUI and taken to SCJ.

Oct. 31

01:25 - 911 caller reported a fight in progress at the Yukon Bar. Officers spoke with the reporting party and victim. Officer spoke with four other subjects who all said there was no fight, just some shoving back and forth.

01:53 - Officer transported two subjects from the previous case to Chevron.

02:43 - A female requested an ambulance to the corner of Seward Highway and Herman Leirer Road. SVAC/BCVFD dispatched.

02:47 - Citation for failure to carry registration issued to Seth Brewi at Seward Highway and Dairy Hill Lane. Verbal warning to all parties for curfew violations. Verbal warning given to Brewi for speed and window tint.

Nov. 1

01:36 - Verbal warning for speed given at Mile 1 Seward Highway.

01:12 - Verbal warning for speed given at Mile 1 Seward Highway.

02:03 - Officer arrested David Guilfoyle on DUI charges at South Harbor Street near Fourth. Verbal warning for speed.

08:57 - Officer cleared a small rock slide approximately one mile down Lowell Point Rd.

09:11 - Verbal warning for speed given at Fourth and Monroe.

10:36 - Individual reported her son, a juvenile, as a runway. While at the station, the son called his mother and then met her and the officer at the station to resolve the situation.

11:54 - Verbal warning for speed given in the Safeway parking lot.

12:26 - Citation for speed issued to Eric Sham in the Safeway parking lot.

14:32 - Individual requested that an officer check the Wells Fargo Bank after a janitor triggered a motion alarm. The janitor left, as the bank’s policy states cleaners aren’t permitted to clean on Sundays. The building was secure.

15:41 - The speed limit sign at Seward Highway and Hemlock was lying in the ditch.

15:43 - Verbal warning for speed given in Safeway parking lot.

19:37 - Verbal warning for failure to stop at a stop sign given at Mile 1 Seward Highway.

20:29 - 911 caller asked to be transferred to the ER. He was given their phone number.
