'Captain's Mast' - Aug. 6, 2015


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

July 4

00:00 - Verbal warning for no tail light issued at Port and Seward Highway.

00:04 - Verbal warning for speed issued at Seward Highway and Coolidge.

00:08 - Verbal warning for speed issued on Seward Highway near the Air Force Rec Camp. Passenger advised of his revoked driver’s license status.

00:38 - Citation for failure to provide driver’s license upon request issued to Sourav Khandelwal at North Harbor and Seward Highway. Verbal warning for head light requirement.

00:45 - During foot patrol, officers at the request of the Yukon, trespassed for the night two subjects who were on the roof of the Yukon and the Gold Rush.

00:56 - Officer advised a subject not to walk in the road at Seward Highway and North Harbor.

01:06 - Verbal warning for failure to maintain lane given at Third and Jefferson.

01:12 - Individual reported an intoxicated pedestrian near the Kenai Fjords Tours building. Officer contacted the subject who was able to care for himself.

01:15 - 911 caller reported a male shooting a BB gun in the Waterfront Campground area who had just left in a red truck. Officers contacted Kaley Staples near Alaska SeaLife Center. After FSTs were conducted, Staples was arrested for DUI. PBT .167. Passenger had a BB gun but there were no witnesses at campground who actually saw him shooting so no charges were pressed.

01:17 - Verbal warning for speed issued at Mile 1 Seward Highway.

01:39 - Officer was flagged down by a subject who had a ripped shirt and reported he had been in a fight. He did not wish to press charges.

01:39 - Individual reported that their neighbor at Spring Creek Campground was a couple who was having a loud argument that was beginning to turn physical. Officers first arrested the husband, Ronald Komakhuk, for disorderly conduct and the wife, Cheryl Komakhuk was given a disorderly conduct warning. When officers left, the reporting party called back to report the wife began screaming again. Officers returned and arrested her for disorderly conduct. Both were transported to SCJ.

02:04 - Parks and Rec requested officers to accompany them to break up a party at 1st Lake park. Officers contacted several people and advised them to leave.

02:29 - Verbal warning for head light requirement and failure to maintain lane Issued. FSTs were conducted but subject was not intoxicated.

03:22 - Verbal warning for failure to stop at stop sign issued at Third and South Harbor.

03:38 - Verbal warning for speeding issued at Third and Madison.

03:47 - Verbal warning for failure to maintain lane issued on Ballaine.

03:56 - Citations for speeding and failure to provide proof of insurance issued to Julie Ortega at Fourth and North Harbor.

04:58 - Citation for speeding issued to Thomas Mathews at Resurrection and Seward Highway.

05:06 - Officer stood by for the wrecker to have four vehicles towed.

05:12 - Verbal warning for speeding issued on the Seward Highway at B.

05:21 - Officer advised a male sleeping at Seaview Plaza to find a motel to stay in.

05:26 - Individual complained of people being loud at the ball field campground behind their large brown RV. Officer contacted the group and it didn’t sound like they were that loud however he advised them to tone down their noise.

05:58 - Verbal warning issued at Third and D.

06:12 - Individual reported that a male wearing a baseball hat was seen fishing off the Bear Creek weir. AST advised.

07:17 - Individual reported a smoking container near the Seward Highway off of Nash Road. BCVFD/SVAC advised. The owner of the container called shortly after tone out to advise all was OK. No fire, engine exhaust.

16:08 - Individual picked up her identification that was dropped off earlier

16:25 - 911 caller reported a vehicle driving erratically and tailgating. Advised the vehicle pulled into the Safeway parking lot.

16:48 - Individual reported a possibly intoxicated male trying to get into a blue Chevy SUV at Resurrection Campground. Officers found four individuals, none of whom were attempting to drive.

17:22 - Officers were flagged down by a pedestrian and advised of a possible intoxicated pedestrian in the Williams Campground. Officer was unable to locate any unruly subjects.

17:29 - Officers interviewed an intoxicated pedestrian at Fifth and Monroe. Subject sent back to his campground.

17:33 - AST arrested Forest Kerley at Mile 3.5 Seward Highway and took him to SCJ.

17:46 - Earthquake: Magnitude 5.7, 30 miles southwest of Attu. No tsunami.

18:04 - AST requested SPD to standby with motorcycle after a traffic stop so they could locate the registered owner. Officers were relieved by another trooper who responded to the scene.

19:09 - 911 caller reported a possible fight at the playground involving a group of 14-year-old males. Officers contacted the victim and transported him to Williams Campground. He was left with the father. Officers unable to located the other youth involved.

19:39 - Verbal warning for speeding issued on Seward Highway at Coolidge.

19:39 - Received automated call for a fire alarm activated at the Seward Military Resort. After dispatching SVFD/SVAC, an employee called back to report a false alarm. SVFD/SVAC was informed of the information.

19:47 - Caller requested an ambulance for a 60-year-old man who was semi-conscious after falling from a ladder. SVAC/BCVFD dispatched.

19:58 - Individual reported loud music being played at Second and Washington from a newer blue SUV. Officer spoke to the occupants and advised them keep the music down.

20:39 - Individual at the Yukon advised of a possible fight outside. Officers contacted the subject and advised him no more bars for evening.

20:58 - Officer contacted campers at the gravel pit and advised there was no camping there but since many subjects were intoxicated, allowed them to stay for the night only.

21:03 - Officer contacted more campers at the gravel pit and advised there was no camping there but since many subjects were intoxicated allowed them to stay for the night only.

21:05 - Verbal warning for speeding given at Third and D.

21:24 - Citation for speeding issued to Rahul Ahlawat on the Seward Highway at Hemlock.

21:30 - Officer advised a subject to pick up a bottle he tossed away while cycling at Third and Monroe

21:32 - Citation for failure to carry proof of insurance issued to Sene Kalolo in front of the Chevron. Verbal warning for speeding.

21:39 - Verbal warning for speeding given on Seward Highway at Bear Drive.

21:49 - Citation for speeding issued to Jaime Mendoza at Seward Highway and Hemlock

22:09 - Verbal warning for speeding given at Third and A.

22:19 - Individual reported having a disturbance with a subject at Fifth. Officers contacted both parties. Officers assisted the subject in removing his belongings from the residence which he was moving out of, and advised him he was now trespassed from that residence.

22:33 - Verbal warning for driving down street wrong way given on Church Street.

22:41 - 911 callers reported an intoxicated male trying to break into a motor home in Williams Campground. Officers spoke with a reporting party whose RV had been damaged by the suspect, Julian Iya, but he did not wish to press charges. Iya was given a disorderly conduct warning and with a PBT .235 was taken back to his campsite where his friend, agreed to care for him. Officers returned and arrested him after he did no comply with the disorderly conduct warning.

22:43 - Individual reported children climbing on the vehicle in the water off of Lowell Point Road. Officer did not find anyone in the vicinity of the car.

22:43 - Same reporting party from the previous case reported that there was a group of intoxicated people around a campfire on the side of Lowell Point Road. Officer spoke with two subjects and advised them to put the fire out. All the subjects were too intoxicated to drive so they were advised to leave in the morning and camp in a permissible area.

22:45 - Officer was given an iPhone found near the boardwalk. Before officer reached the station to place the item in lost and found, the owner called her phone and met with officer who returned the item to her.

22:47 - Verbal warning for failure to stop at a stop sign issued on Lowell Point Road.

23:09 - Officer was flagged on Fourth by someone who had found a small white dog. Officer took dog to the shelter.

23:24 - Officers saw about 20 people in the 300 block of Sixth Ave. Officers contacted an individual at his residence on Sixth where he was hosting a party and gave him a disorderly conduct warning.

23:31 - Individual reported a noise complaint near the elementary school. Officer could not find anyone making excessively loud noise in the area.

23:56 - Verbal warning for speed issued on Ballaine near Williams Tent Campground.

July 5

16:15 - Parking department employee found cash at Boulder Field and turned it in.

17:04 - Caller reported a subject laying down in Williams Park wearing only his underwear. Reporting party called back and said someone put a blanket over him. After officers contacted the subject, he was initially unresponsive and officers requested ambulance. After the request, officer reported ambulance could stand down. He was placed in protective custody and taken him to SCJ.

17:11 - AST arrested Tony Williams at Mile 18 Seward Highway on a Palmer AST misdemeanor warrant and took him to SCJ.

17:57 - 911 automated call from the Breeze Inn reported that an elevator alarm was going and did not give a location. SVFD dispatched and they reported that there was not a problem with all of the elevators.

18:30 - Earthquake at 16:50: Magnitude 4.8, 25 miles southwest of Talkeetna.

19:09 - Individual from Evergreen Group Home reported a subject left possibly headed to the harbor area.

21:43 - Parks and Rec personnel requested an officer to go with them to Williams Tent Campground for assistance with a no trespassing for a subject with whom they previously had problems. He was issued a no trespass for a year. Officer spoke to three other subjects at the site. No trespass were issued.

22:21 - Citation for speeding issued to Soumyarupa on Third and Van Buren.

22:21 - Individual reported children making loud noises coming from the creek near Phoenix. She requested a officer to patrol area and make sure the children were not in distress. Once officer on the scene, he reported the children were playing on a trampoline and they were not in distress.

July 6

00:07 - Caller spoke with an officer about being able to stay in Williams Campground from which he had been trespassed earlier in the evening. Officers advised him he needed to move sites or he would be arrested and responded to the scene to ensure that the caller was adhering to the criminal trespass. Officers found site still set up with camping gear but the caller was not on scene.

00:49 - 911 caller from the Alehouse reported an intoxicated male. Officers contacted the subject and his friend agreed to take care of him.

01:49 - Verbal warning for head light requirement issued at Essential One.

01:57 - Officers contacted a subject after he ran and hid when police drove by on Third near the Benny Benson Memorial. Officers were unable to contact the other subject but he left behind a bike, backpack, alcohol bottle and bag of marijuana. The first subject identified the other subject, a juvenile. Officers called his father who bought his son to the station and reported the possessions had been stolen and the juvenile was not involved. Officer issued the juvenile MCA and MISC 6 and returned his bicycle.

05:16 - Citations for parking in a marked prohibited area issued to six vehicles on Fourth near Washington.

08:19 - Individual requested an officer to Resurrection Bay Seafoods for an employee who might be intoxicated. Officer contacted the subject and the manager was going to take him home.

08:55 - Individual reported that another vehicle hit his in the Breeze Inn parking lot and then left

09:06 - Guardian Security advised of a fire alarm at Third at AVTEC. SVFD/SVAC dispatched.

09:08 - Evergreen Home advised they located subject and requested an officer to return her back to PSMC.

10:19 - Verbal warning for speed given at Third and B.

10:38 - Verbal warning for speed given at Fourth and A.

12:13 - Individual reported that her 4-year-old son left the residence on Third. Officer responded and advised child was at the neighbor’s.

12:15 - 911 caller reported a dark blue pickup was speeding in town on Third. Officers contacted the driver who was the father of the son that left the residence.

13:43 - Individual reported a male who appeared to be intoxicated with a vehicle at Tesoro. Officers unable to locate the vehicle.

13:45 - Public Works put up street closed signs on Washington from Third to Fifth, and on Adams from Third to Fifth for street cleaning.

14:36 - Verbal warning for speed given at Seward Highway and Hemlock.

17:01 - Individual reported that someone took his phone while he was in the gravel pit by the prison on July 4. It was a white and gold iPhone 6, no case.

July 7

00:43 - Individual requested police to Bayside about loud music. Officer contacted the resident who said she would keep the music down.

01:20 - Individual requested police because of being harassed by a subject. The subject was issued a no trespass indefinitely from the reporting party’s residence.

02:36 - Individual from Chevron requested an officer to the area about two males who attempted to shoplift. The two left on bicycles headed north on Fourth after shoving the reporting party. Officer spoke to the reporting party after not locating the suspects.

03:05 - Verbal warning for expired tag given at the Chevron.

11:18 - Low water tank alarm at Lowell Canyon.

11:28 - Individual turned in a found wallet

14:16 - Individual reported that the construction work on Fifth was extremely loud with the saws.

15:42 - Vehicle accident reported at Safeway. Officer spoke with the responsible driver. He had damaged a vehicle which was parked and had been unable to contact the registered owner. Damage was minimal so the officer advised him to leave a note on the damaged vehicles windshield with his contact information.

16:11 - Ambulance requested to Safeway for a 68-year-old man who had a seizure. SVAC/SVFD responded.

16:17 - Individual requested a welfare check on his cousin since he had been unable to reach her for the last couple of months. Officer spoke with the reporting party and attempted to contact the cousin at her apartment, but she wasn’t home. A note was left on her door for her to contact the police department.

16:25 - 911 caller reported an engine fire on Tin Can Bayliner near Caines Head with three occupants. Coast Guard contacted and SVFD fire boat was launched and assisted. Fire was confirmed out and fire boat stayed on scene until the vessel could be towed back to shore. SVAC responded to harbor.

18:10 - Individual turned in a wallet they found on the side of the road near the Shell station. It was a brown leather wallet that contained a Kentucky driver’s license, business cards, $16 cash and an Icicle ID.

19:47 - Individual requested an officer to meet him at the animal shelter to drop off his cat while he was away.

19:58 - Caller reported that she is fine and gave SPD permission to pass her number along to her cousin who was contacted with the information.

20:00 - Individual reported trying to talk with a truck driver in a black Peterbuilt truck on Port Avenue about not using jake brakes in town after they had disturbed him at his home. He reported that the man had reacted with obscenities and the reporting party left before the situation escalated.

22:15 - Individual took a cat they found to the animal shelter where an officer placed the cat in a kennel.

22:18 - Verbal warning for speed issued at Third and Van Buren.

23:07 - Individual reported Safeway was spraying down the parking lot with a pressure washer and running a loud motor to do so. Officers spoke with the reporting party.

23:57 - While conducting foot patrol, officer found the door at Seward Properties to be unlocked and he secured the door.

July 8

00:48 - An individual at Benny Benson Memorial Park after it closed was advised the park closes at 11 p.m.

00:53 - Verbal warning for no head lights after dark given at Mile 1 Seward Highway

01:25 - Verbal warning for a front head light out given at Third and D.

02:27 - Verbal warning for speeding and failure to carry registration in vehicle given at Mile 1 Seward Highway.

03:04 - 911 caller reported possible domestic violence at Williams Campground. A disorderly conduct warning was given to two subjects.

05:02 - PSMC requested an ambulance to the airport to assist with transport.

07:03 - Citation for failure to carry proof of insurance issued to Cynthia Langmade on Third at Van Buren. Verbal warning for speeding.

09:17 - 911 caller requested an ambulance to Glacier View Apartments for a 90-year-old woman who fell. SVFD/SVAC dispatched.

09:45 - Individual reported that someone stole her bag of toiletries from the bathrooms at the Seward Resort . Officer advised that the bag was located.

10:25 - Individual turned in medications to be destroyed.

11:24 - Individual reported a van with a trailer of kayaks was taking up space on Port Avenue.

13:53 - 911 caller requested an ambulance to Eagle Lane for a person who was coughing up blood. BCVFD/SVAC dispatched.

14:44 - Individual with Vigor Alaska reported that some of their fence was damaged by someone hitting it. Officer investigating.

16:28 - Citation for speed issued to Donald Pochopien at Mile 2 Seward Highway.

17:11 - Citation for littering issued to Michael Avirett, a passenger in a vehicle. Officer observed Avirett throw a cigarette butt out the window at Mile 2 Nash Road.

18:16 - Individual reported a found bike in the alley at Fifth near the post office.

18:55 - Individual turned in a vehicle insurance card.

---- - Individual reported he dropped his driver’s license into Aialik Bay while on a Kenai Fjords Tours cruise.

18:24 - Individual went to the SPD and advised that he had been hiking and was in good health. A missing persons report had been file with APD.

21:46 - 911 caller reported a lot of smoke coming from a campsite at the Harbor Side campground. Upon a closer look reporting party discovered no fire, just a lot of smoke.

22:52 - Individual reported that their juvenile daughter may have run away. She was last seen near Branson Pavilion. She may have been with someone driving a white Dodge Neon with a car bra on the front.

July 9

09:23 - 911 caller requested an ambulance to the Hotel Edgewater. SVFD/SVAC dispatched.

10:28 - Ambulance requested to SCCC. SVFD/SVAC dispatched.

11:17 - Two 911 callers requested an ambulance to the Moose Pass Community Church at Seward Highway. MPVFD/SVAC dispatched.

12:12 - 911 caller reported a vehicle accident with damage in the Alaska SeaLife Center parking lot by driver.

13:00 - PSMC advised that a juvenile was taken into the ER by her father and requested an officer. Officer confirmed she was with her father and to remove her as missing in APSIN/NCIC.

15:21 - Individual reported a dead sea otter at the Spring Creek Campground where people fish.

15:58 - Citation for speed issued to James Hemsath at Mile 1 Seward Highway.

18:55 - Individual reported she lost her Samsung Galaxy phone near the U-Store storage units.

19:01 - Citation for speed issued to Venkatesh Chathanur at Third and D.

20:14 - Parking warnings left on a vehicle for extending into roadway and another vehicle illegal parking in front of Seward Brewing Company. The first vehicle was moved and upon further inspection the second was not illegally parked.

20:32 - Citation for speed issued to Brent Ramsey at Third and A.

21:22 - BCVFD reported that they were en route to the Salmon Creek area to investigate a plume of smoke.

21:33 - PSMC requested an ambulance to the airport for crew transport.

21:42 - Citation for speed issued to Mark Ressler at Dimond and Sea Lion.

22:01 - Earthquake: Magnitude 7.0, near the Solomon Islands. No tsunami.

23:22 - Citation for speed issued to Ann Stetson at Seward Highway and Iron.
