'Captain's Mast' - July 30, 2015


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

June 29

00:39 - Citation for expired driver’s license issued to Amit Bharadwaj at Seward Highway and North Harbor.

01:22 - Citation for proof of insurance issued to Ashtyn Evans at Mile 1 Seward Highway.

02:13 - Earthquake: Magnitude 4.4, 65 miles southwest of Kodiak City.

02:22 - Verbal warning for brake light requirement and head light out issued at Third and Adams.

02:40 - Ambulance transported a patient from hospital to airport.

06:02 - Warning for parking against the flow of traffic left on a vehicle at Third and Adams.

08:34 - Verbal warning for speed given at Fourth and Ballaine.

11:23 - Verbal warning for expired operator’s license given at Third and D.

12:56 - 911 caller, manager of Resurrection Bay Seafoods, requested an officer for a former employee who was being disorderly. The subject called 911 requesting an officer. Officer provided transport for the subject to RBS Bunkhouse to retrieve personal items.

13:13 - 911 caller requested an ambulance to the cruise ship for 75-year-old man in anaphylaxis. SVFD/SVAC dispatched.

14:12 - Mark Mulvehill arrested at city hall for Anchorage AST warrant ($1,000. Contempt of Court, OC DUI/PTRP/ASAP) and taken to SCJ.

16:08 - A Seward fireman notified dispatch of someone burning brush at Nash Road across from Bayview Trailer Park. An unattended burn barrel was located and the fire put out.

16:41 - Caller reported a burn ban violation on Primrose Road. Moose Pass Fire Department was notified and the chief requested the SAST be notified.

18:06 - SAST advised a vehicle passing a line of cars on the double yellow almost causing a motor vehicle accident southbound at Mile 17 Seward Highway. No contact was made with the vehicle.

19:35 - SPD dispatch was notified of a 70-foot sailing vessel en route to Seward. They were 1.5 hours out and needed to know if there was room in the harbor for the night.

23:02 - A citizen called in a bear sighting on Nash Road near the railroad tracks. Caller transferred to SAST

23:53 - Caller requested an officer to speak to her mentally unstable daughter. Officers transported the daughter to the hospital for evaluation.

June 30

00:11 - Caller reported two subjects being loud near the AVTEC mechanic shop by the windmill at the construction site. The officer spoke to the men. They said they were working at the construction site as well as camping on site and would keep the noise down.

02:34 - Earthquake: Magnitude 5.3, 70 miles southeast of Buldir Island.

15:45 - Individual reported that she rented a bicycle from someone and that person went to the Kenai Fjords Tours bike rack and took it back. It was determined that it was poor business practices but not a theft since he was the owner of the bicycle.

16:11 - Seward Military Resort reported that a transformer blew out near the RV park at Dimond. The transformer did not catch on fire but just made a loud bang leaving them without power.

21:51 - A 5-month Chow Chow puppy was missing from Meridian. He was blond with white chest and wears red reflective collar.

22:50 - Safeway requested a welfare check on a customer who was leaving the store and walking home. He was wearing jeans, jean jacket and had a small black Pomeranian service dog with him. He seemed disoriented and not himself. Officer did not locate the subject.

23:11 - Glacier Towing was called for a motorist. The alternator went out and the vehicle was parked in front of Essential One.

July 1

00:46 - Verbal warning for head light requirement given on Seward Highway at Jefferson.

01:04 - Suspicious vehicle on north side of airport runway. Officer spoke to subject and stated everything was fine at the location.

02:20 - Warning for parking against flow of traffic left on vehicle by the Phoenix Building.

02:25 - Warning for parking against flow of traffic left on vehicle on Fifth.

05:48 - Verbal warning for speeding given on Seward Highway at Dairy Hill Lane.

05:58 - Warning parking against flow of traffic left on vehicle at Fifth and A.

08:27 - SeaView Community Services activated the fire alarm at Chamberlain cooking pancakes. Reporting party said all was OK, just need assist to reset alarm. Deputy Fire Chief responded to reset alarm.

10:49 - AST advised MPVFD of a half acre brush fire near the Hope Highway by 6 Mile Creek. MPVFD, Cooper Landing Fire and Forestry responded. MPVFD advised no fire and it was from a building that had fired off their generator earlier.

11:00 - Marathon Campground host turned in set of keys and a backpack found on a picnic table.

11:30 - DMV advised that a subject wanted to get his license and was advised he could not, got agitated and left.

12:40 - Individual reported there was white powder all along the main stairs of City Hall.

12:45 - Individual reported a vehicle accident with damage front of the Breeze Inn on Fourth. Officer contacted the subjects.

14:00 - Alaska SeaLife Center turned in a Maryland driver’s license.

15:25 - Earthquake: Magnitude 4.2, 105 miles southwest of Kodiak. No tsunami reported.

15:28 - 911 caller reported seeing young children unattended in a tan van, unknown plate at Safeway. Caller advised adult was just getting back to the vehicle and all OK.

23:41 - Individual reported a group of loud people either in the Jesse Lee Home or near by. Officers found a group of eight people inside the home. One was advised that his driver’s license was suspended and another that his driver’s license was expired. All subjects were advised not to trespass on Jesse Lee Home property again.

July 2

00:28 - While on foot patrol downtown, officers found the door open to Sweet Darlings. They cleared the building and found no one inside. The owner responded to secure the door.

02:20 - Citation for speed issued to Erinn Crumpacker at Seward Highway and South Harbor. Verbal warning for driving with an overcrowded vehicle. The six passengers were given verbal warnings for not wearing seat belts.

02:38 - Breeze Inn reported an intoxicated male, who was not staying at the hotel, sitting in the lobby. Officer contacted the subject who said he was not staying at the Marina Motel that night. Marina Motel reported he checked out an hour after last LEO contact. The subject refused to provide PBT and was placed in protective custody for the night.

09:55 - Individual requested an officer to Second and Monroe for a report of stolen property. Officer recovered the property, which was saw horses for no parking at AVTEC and gave back to the reporting party.

09:55 - Individual requested an officer to Williams Tent Campground to report campers stole a tarp from her residence at Bayview Apartments. Officer seized the tarp and left a card for campers to call SPD.

12:14 - Individual with Saltwater Safari received threats from a subject that he would come down from Fairbanks and destroy the business. Officer spoke with reporting party and advised that needs to be a Fairbanks police department case.

15:30 - 911 caller requested an ambulance at Safeway for a male who fell in the parking lot. SVFD/SVAC dispatched.

17:00 - Individual reported a hit and run in the Safeway parking lot on June 29.

18:27 - Troopers requested a SPD officer to Mile 9 Seward Highway to assist with a traffic stop. Officer responded and transported Steven Antone to SCJ after the Trooper placed him under arrest for theft by receiving.

18:46 - Individual turned in a Neilsen-Kellerman COX-BOX.

19:05 - Individual reported a white four-door sedan driving down the center lane near Safeway passing traffic at high speeds. Officer unable to make contact.

19:40 - Individual reported a strong smell of marijuana near the Jesse Lee Memorial. Officer found no visible marijuana use.

19:46 - Warning for no camping in parking area left on a white motor home.

20:27 - Warnings left on 15 RVs parked in the 72-hour parking lot.

20:29 - Off duty officer reported a vehicle passing in the center lane at a high speed near Port Avenue and Seward Highway. Officer issued a citation to Panchangam Bhargavi at Mile 1 Lowell Point Road for passing in no pass zone. Verbal warnings issued for speed and negligent driving.

21:34 - Caller reported a dog bite which occurred near the base of Mount Marathon. Subject reported being bitten by a dog belonging to a “Will.”

21:51 - Parking warnings left on four RVs in the 72-hour parking lot.

21:54 - Officer was flagged down in the Safeway parking lot and advised of a male who parked a white Ford Ranger in the parking lot after driving intoxicated. Officer contacted Alexander Targonsky in the Safeway liquor store and conducted FSTs. Targonsky was arrested for DUI and taken to SCJ.

22:15 - Verbal warning for speed given at Mile 1 Seward Highway.

22:21 - Individual requested an officer to Bear Drive about a female wearing a black dress and crème shawl walking down the middle of Bear Drive, reluctant to move for traffic. Officer located the described female, but was unable to contact her.

23:50 - Officer responded to a call at Safeway concerning an intoxicated male subject. Subject had already left premises and was seen walking north on Seward Highway.

July 3

00:54 - 911 caller reported the RV next to them camping in the ball field still had their generator running. Officer contacted the occupants of the subject RV who were advised of the quiet hours and agreed to turn off the generator.

02:02 - Individual reported the caregiver of a subject having a loud argument in an apartment. Officer gave a disorderly conduct.

02:14 - Verbal warning for tail light requirements issued in the Essential One parking lot. Vehicle was searched at the request of both subjects’ (driver and passenger) probation officer, Palmer probation. Nothing was found in vehicle but officer advised both subjects that their PO requested both subjects report to them on Monday.

03:04 - Officer contacted a subject in the South 72-hour parking lot who was camping next to his vehicle and advised him he could not camp there. Since subject reported he would be leaving at 5 a.m. on a fishing charter the officer allowed him to remain until that time. Officer also placed no camping advisements on other vehicles in the area.

05:24 - Citation for speed issued to Thomas Williams at Third and D.

05:43 - Citation for speed issued to John Bodick at Third and A.

07:04 - Individual with cruise line agencies advised of a lost iPhone 5, 64 GB, in a blue case.

07:26 - Troopers advised a vehicle was seen passing in no pass zones near Mile 5 Seward Highway. Officer unable to make contact.

07:43 - Verbal warning for speed given at the Chamber of Commerce.

07:49 - Citation for failure to stop at a stop sign issued to Clifford Krug at Third and North Harbor.

08:11 - Verbal warning for speed and expired tags issued at Third and Jefferson.

08:43 - Verbal warning for speed given at Coolidge and Seward Highway.

09:04 - Verbal warning for speed issued at Third and South Harbor.

09:53 - Individual reported a vehicle was parked in a handicapped parking spot without a proper sticker. Upon further inspection the reporting party was able to locate the sticker.

10:15 - Citation for speed given to Courtney Admundson at Third and D. Verbal warning given for failure to carry registration.

10:17 - Individual reported a third party report of verbal confrontation, possibly involving an assault rifle, on the night of July 2 in the alley near Fifth. No description of subjects were given. Extra patrol requested in the alleyway.

11:00 - Individual reported a dog panting heavily in a black Dodge Durango in the parking lot near Ray’s Waterfront.

11:39 - Individual reported that her friend went to the post office and it was locked down. The reporting party said that in the event that the post office was locked down due to a suspicious package she witnessed strange behavior from a male wearing a white “Support Our Troops” T-shirt. He was approximately 5 foot 9 with a slim build. Redish brown hair and a mustache. He was carrying a brown package approximately 24x12x12. Officer advised. Officers made contact with the postmaster and were advised the post office was closed for maintenance.

11:45 - Individual reported a found wallet.

11:58 - Individual reported he woke up and found his Subaru Outback had been hit.

12:15 - Individual turned in a lost cell phone. A few minutes later a call came through to the phone and the caller advised that it was his friend’s phone.

12:38 - Individual reported a disturbance was reported at Benson Drive involving a knife being used in a threatening manner. The reporting party told officers that a juvenile pulled a knife on his brother, also a juvenile. Officers transported the juvenile to the hospital and then to SPD.

13:08 - 911 caller reported domestic violence in progress at the north campground. Officer contacted the male and female who denied any assault. No witnesses in the area and reporting party refused to testify.

13:54 - Individual reported people smoking marijuana in the pedestrian tunnel approximately at 5 to 6 p.m. on multiple dates.

14:21 - Individual reported two vehicles she believed were illegally parked near the Spruce Creek Bridge. AST advised.

14:21 - Individual from previous entry also advised of smell coming from the Lowell Point sewer facility.

15:17 - Individual from the Evergreen group near the Lagoon reported that subject left the home alone. The reporting party called 40 minutes later advising that subject returned.

15:38 - AST dispatched MPVFD to a vehicle fire at the Sunrise Campground at Cooper Landing. Seward dispatched BCVFD at 15:42.
