'Captain's Mast' - July 23, 2015

 


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

June 20

00:03 - Citation for tail light requirement issued in the Safeway parking lot.

00:26 - Verbal warning for head light requirement, speed and failure to carry registration issued at Third and D.

00:27 - Off-duty Parks and Rec employee reported a group making noise in the Resurrection South Campground near the road.

00:52 - Individual reported a group of about 15 people in Williams Tent Camping that were loud and arguing. Officers gave all subjects disorderly conduct warnings.

00:59 - Individual went into SPD to report having a disagreement with her neighbors at Sixth and Monroe.

01:11 - After FSTs, Julien Waeber was arrested for DUI at Mile 1, Seward Highway. Subject was taken to SCJ, then the hospital for blood sample, then back to SCJ. PBT was 0.169.

01:36 - Verbal warning for speed issued in the Bayview Apartments parking lot.

01:44 - While on patrol, officers discovered an intoxicated subject lying on the ground at Fourth and Church. Subject was transported to the Breeze Inn where his grandmother agreed to care for him for the rest of the evening.

02:11 - After FSTs, Andrew Gardner was arrested for DUI at Third and Van Buren. Subject taken to SCJ.

02:36 - While outside the jail, officers heard a disturbance further south on Fifth and discovered a fight in progress. The fight was broken up and the assaulted party did not wish to press charges.

03:30 - SAST reported that a suspect in a case in Moose Pass, Joed Stenger, was intoxicated and heading southbound on the Seward Highway, most likely to his residence. Officers contacted Stenger at Oak and Ash, where he was arrested for DUI and taken to SCJ. Also given citation for open container. Forest Service unit was on scene as well. Investigation continued for incident in Moose Pass.

06:28 - 911 callers reported a male sleeping on the sidewalk on the Seward Highway across from Aspen. Officers contacted the subject who did not appear intoxicated but said he had nowhere to sleep. Officers advised him he could not sleep on the sidewalk.

12:37 - Caller reported a fire in a fire pit off Lois and Old Exit Glacier Road.

15:28 - Caller reported several campfires burning at 4th July Beach.

17:47 - Individual requested an officer to the Lagoon where several adults were fishing.

18:58 - Verbal warning for speed given at Seward Highway and Airport Road.

19:40 - Individual turned in a camera with a lens which was found on the beach.

21:13 - Verbal warning for speed given at Seward Highway and Sea Lion

21:37 - Verbal warning for speed given at Mile 1 Seward Highway.

23:00 - Caller reported a fire at Spring Creek Campground.

23:32 - Individual requested an officer to the skate park about a group of noisy kids.

23:52 - Burn ban violation reported off Nash Road just past McDonald’s.

June 21

00:23 - Night auditor at the Best Western reported that several guests complained about loud music at the Yukon. Officers alerted the Yukon to the noise complaint during foot patrol. They agreed to turn it down.

00:50 - Verbal warning for speed issued in the Safeway parking lot.

01:10 - Best Western night auditor reported that she was still receiving complaints about the music at the Yukon. Officers notified the Yukon again.

01:20 - 911 caller from the Breeze Inn lounge reported that an intoxicated male left the bar without paying his tab and drove away, northbound, in a green Chevy Silverado. Officers unable to locate the vehicle.

01:56 - Breeze Inn reported a group of males outside who were creating a disturbance and refusing to pay their tab. Officers contacted one subject who was having a civil disagreement with the Breeze Inn. A male identified who had alcohol not to buy, fled the scene so he was not contacted by officers.

02:24 - Verbal warning for speed issued at Third and B.

06:53 - 911 caller requested an ambulance to Tressler Avenue for a 55-year-old female who fell and may have injured her hip. SVAC/BCVFD responded.

08:02 - Multiple calls received about a power outage in the Forest Acres area.

09:23 - Caller reported he lost nine $100 bills.

09:47 - Verbal warning given for running a stop sign at North Harbor and Seward Highway.

0957 - Icicle reported their power was out.

11:09 - Caller reported she lost her orange backpack that contained her debit card, driver’s license and cash near the 4th of July beach.

11:26 - PSMC requested an ambulance to the airport to assist with transport.

11:53 - Open burn reported near McDonald’s beach off Nash Road.

16:23 - Individual requested an officer to Bayside Apartments for a civil standby.

16:28 - Individual requested an officer to meet him at the animal shelter so he could drop off a dog found running loose at Exit Glacier Road.

16:36 - Automated alarm reported a commercial fire at Sixth. SFD responded and found the alarm to be false.

16:54 - Individual requested an officer meet her in the harbor about a male staying in an RV whom she suspected was abusing his two children. Officer contacted suspect Eddy Caballero and his children at the mariner’s memorial jetty. The officer suspected no child abuse and forwarded the case to OCS. Caballero was issued a citation for failure to register his vehicle.

17:39 - Automated alarm reported a commercial fire at the Seward Military Resort.

18:44 - Ambulance requested to the airport to transport a flight crew to PSMC.

19:56 - Citation for failure to register a vehicle left on a vehicle at Third and Railway.

20:15 - Verbal warning for inoperable turn signal given on Ballaine near the pavilion.

20:35 - Citation for speed issued to Gary Stypula at Seward Highway and Sea Lion.

20:48 - Citation for speed issued to Rija Mughal on the Seward Highway near the Chamber of Commerce.

21:03 - Citation for speed issued to Vladimir Spirak at Seward Highway and Bear.

21:55 - Individual requested an officer to Essential One about assault.

23:51 - Verbal warning for head light requirements issued in the Marina Motel parking lot.

June 22

00:06 - Summons for driving with no valid operator’s license issued to Sean Jones at Fourth and South Harbor. Verbal warning given for head light and tail light requirement and no insurance.

00:44 - While on foot patrol the door to the building containing Seward Clippers was found to be open. Officers cleared the building and secured the door.

01:55 - Verbal warning for head light requirement issued at Third and A.

01:58 - Citation for no proof of insurance issued to John McManis at Mile 4 Seward Highway. Verbal warning for speed.

02:10 - SAST advised of an accident involving a moose at Mile 33.5 Seward Highway. MPVFD and SVAC responded but could not locate the scene of the accident.

05:54 - Alaska SeaLife Center security reported a suspicious male on the property. Officers contacted the subject and he agreed to leave the property.

06:11 - Warning for parking against the flow of traffic left on a vehicle at Fifth and Washington.

08:22 - 911 caller requested an officer to J-Dock about an assault that occurred the week before.

15:15 - Individual turned in an iPhone found on the bike path. At 15:56 phone was return to the owner.

16:14 - Verbal warning for speeding given on Seward Highway at Bear Road.

16:24 - Caller reported smoke coming from south of Mile 7 Seward Highway.

17:20 - Individual found cash in the parks ladies rest room. It was given to an officer on patrol.

19:53 - Individual at the Chevron requested police to patrol area. Subject came into the store and asked the employees if they wanted to buy marijuana. Then as customers were going into the store, they reported the subject asked if they wanted to buy drugs. Officer searched the subject with consent and did not find anything. He was advised that selling marijuana was illegal.

20:17 - Caller reported he lost his silver backpack at the Waterfront Campground. It contained his driver’s licenses, credit cards, clothing.

21:17 - Citation for failure to carry proof of insurance issued to Amy Schroer in front of AVTEC.

22:02 - PSMC requested an ambulance to the airport to transport the flight crew.

22:27 - AST requested agency assistance at Lowell Point, Resurrection Bay bunkhouse, for an intoxicated male.

June 23

01:43 - Officer contacted Khelbie Miller and three other subjects at the Japp Creek water tower. Miller was issued a criminal citation for minor consuming. The group agreed to leave the area on foot, leaving their vehicle.

05:17 - Citation for speed issued to Kenneth Erickson at Seward Highway and Resurrection.

10:18 - Fire alarm activation at the Seward Resort. SVFD/SVAC dispatched. Seward Resort called and said it was from steam in the shower room and to cancel.

10:25 - Individual spoke with an officer about a theft at Bear Drive.

10:30 - Individual reported a child sitting on the driver’s lap in a brown SUV traveling northbound on Fifth.

11:23 - Verbal warning for speed given at Seward Highway and Dieckgraff Road.

11:58 - AST requested MPVFD to assist in the recovery of the missing boater’s body from Trail Lake.

13:33 - Command 1 en route to Card Street Fire with crew.

15:35 - Public Works advised that Jefferson between Third and Fourth, Adams between Fifth and Sixth, and Fifth from Adams to the alley entrance to city hall would be closed.

15:56 - Individual went into SPD to report her son’s bicycle was stolen at Gateway Apartments.

16:18 - Warnings for parking against traffic left on three cars in the 300 block of Adams.

16:58 - Verbal warning for speeding given on Seward Highway at Dieckgraff Road.

17:26 - Caller from Essential One requested an ambulance for a female who possibly had a seizure.

18:11 - Individual at J-Dock’s Sports Fishing found a small black 1-year-old dog that appeared to be a great dane wearing a purple collar. She would meet the officer at the animal shelter with the dog. Shortly after, she called back to report the owner showed up and took possession of the dog.

18:33 - Caller reported a male with a gun at McDonald’s beach. The caller sounded like he was intoxicated and possibly at the culverts. Owner requested that subject be banned from the McDonald’s beach indefinitely.

20:35 - Individual requested an officer at the culverts because a subject was intoxicated and harassing other fishermen including him. Officer disposed of subject’s liquor and gave him a disorderly conduct warning and also advised him of being banned from McDonald’s beach indefinitely. The reporting party called again and requested officer to return because of threats made to him from the subject. The subject was notified again of warning of disorderly conduct. Officer walked the reporting party back to his car for safety.

21:18 - SAST reported a be-on-the-lookout for a green Chevrolet Blazer with 2 or 3 occupants that left Salmon Creek Trailer Park in unknown direction because of a altercation between neighbors. SAST requested to identify the occupants and put a hold on them if they were found. Officer located the vehicle at Third and Washington.

21:31 - SAST requested an ambulance at the Salmon Creek Trailer Park for a victim who was assaulted and had lacerations to the head.

21:50 - Individual reported a possible intoxicated driver in a white Toyota Tacoma southbound on Fourth at Chinooks. Officer patrolled the area, and found the vehicle unoccupied at Third and Adams.

June 24

00:41 - Verbal warning for head light requirements given at Mile 1 Seward Highway.

01:12 - Officer contacted Lukas Altamirano with PBT .103 and Anthony Infuso with PTB .116 in the Liberty Theatre parking lot and issued both minors criminal citations for minor consuming.

04:24 - Warning for parking against the flow of traffic left on a vehicle on Fifth.

08:51 - Individual reported a vehicle spinning tires in front of the Holiday Inn Express, and driving erratically by speeding up and tight turns. Officer contacted the driver, David Bartley and Steven Houck at Seward Highway and Leirer. Bartley was arrested for felony MICS IV and Houck was arrested for MIW V. Both were taken to SCJ.

11:35 - Individual reported a barking dog at Dora Way.

14:35 - Earthquake: Magnitude 5.6, 75 miles southwest of Talkeetna. No tsunami reported.

15:03 - AST advised trooper on scene at Third and D with an intoxicated bicyclist that fell off his bike. Medics were not requested. SPD officer transported subject to his mother’s residence on Fifth.

16:38 - SAST requested an officer assist a trooper at the Bay Barge Company about a DUI. Trooper arrested subject on DUI charge. Officer stayed with vehicle until it could be moved.

18:30 - Warning for parking illegally left on a vehicle on Van Buren near Red’s.

18:40 - Citation for failure to register vehicle left on a vehicle on Fourth in front of Sew N’ Bee Cozy.

18:52 - Verbal warning for improperly displayed tag given on Fourth in front of Peking.

19:57 - Individual requested an officer to First and Monroe for a road hazard. Office left a warning for obstructing traffic on a vehicle.

20:03 - Citation issued to Zhenyu Lu at Third and D.

21:31 - Caller requested an officer to check on her friend in reference to a verbal confrontation she heard over the phone. Moments later the friend called advising she would like to have a subject removed from her apartment. Officers responded and parties agreed to separate. Subject agreed to leave apartment. Civil standby scheduled for the next day.

23:32 - Caller reported that a possibly intoxicated pedestrian was lying down outside of Bay View Apartments near the dumpsters. Officers were unable to make contact.

June 25

01:14 - Officers reported a red strobe light at the pump house in the north harbor area.

01:37 - After FSTs, Christopher Blazevich arrested for DUI on South Harbor in the Breeze Inn parking lot and taken to SCJ.

02:14 - Individual reported a group of people being loud at Benny Benson memorial. Officers contacted several people who agreed to leave the area.

11:16 - BCVFD fire chief responded to a report of a bonfire near the Pit Bar.

12:07 - Individual turned in an AlaskaUSA credit card

12:56 - National Park Service reported to AST of a subject in a vehicle who pulled a gun on driver of another vehicle at the Exit Glacier parking lot. Unknown direction of travel. AST and NPS responded. AST requested SPD to assist. Forest Service officer made contact with the suspect vehicle and secured the weapon. Marion Parrish arrested for Assault III and Possession of Stolen Handgun, and taken to SCJ.

13:30 - Officer advised there was a bike found at Seward Highway and Dairy Hill.

June 26

01:27 - Verbal warning for tail light requirement issued on Swetmann near Bear Drive.

01:53 - After FSTs, Nicholas Holcomb arrested for DUI at Third and Van Buren and taken to SCJ.

04:24 - 911 caller requested an ambulance to the cruise ship dock for a 75-year-old man in stable condition but with a cardiac condition. SVAC /SVFD transported patient to the hospital.

05:48 - Verbal warning for speed issued at Seward Highway and Airport Road.

06:11 - While on patrol, officers advised some campers in Forest Acres Campground who had a campfire of the burn ban.

06:24 - Warning for parking against the flow of traffic left on a vehicle on Fifth in front of Best Western.

06:54 - ARRC reported that their security guards saw someone trespassing on the north harbor breakwater.

22:57 - Verbal warning for disorderly conduct given at Bayside Apartments.

23:11 - Verbal warning for speeding given.

23:26 - Verbal warning for speeding and head light requirement given at Third and D.

23:36 - Mt. Haven requested a ambulance for a 93-year-old with a contagious sickness. SVAC/SVFD responded.

23:50 - Verbal warning for head light requirement issued on the Seward Highway.

June 27

01:07 - Verbal warning for tail light requirement issued at Seward Highway and Nash Road.

01:26 - 911 callers from the Breeze Inn requested an ambulance for a 74-year-old woman who felt dizzy and nauseous. SVAC/SVFD responded.

01:55 - After FSTs, Ryan Crow arrested for DUI at Seward Highway and Sea Lion and taken to SCJ. Citation given for open container.

08:30 - Parks and Rec found a Nex red mountain bicycle that was missing a seat near city hall.

09:03 - Verbal warning for speeding given at Third and A.

09:31 - Patrol requested from AVTEC, she requested officer to meet her at the dorm office to report suspicious activity/vehicles in the alley. She said she could see it from the security cameras. Officer reported AVTEC was requesting more security checks at night for suspicious vehicles.

10:27 - Verbal warning for speeding given at Mile 3 Seward Highway.

12:37 - Verbal warning for speeding given at Third and Monroe.

13:32 - Two callers reported a dog loose between Essential One and Three Bears. It was 10 to 15 pounds, tan colored and wearing a black collar.

13:55 - Citation for failure to carry proof of insurance and failure to stop at a stop sign issued to Daniel Linkhart at North Harbor and Seward Highway.

14:45 - 911 caller at the Yukon requested an ambulance, and then cancelled, for a 90-year-old man who was disoriented and almost collapsed. When they called back to cancel they said someone would him to the hospital. SVAC/SVFD notified.

15:52 - 911 caller requested information for a lockout. Warned not to call emergency line for non emergency situations.

16:54 - 911 caller reported that a male and female were screaming at and pulling children out of a grey minivan in the Safeway parking lot. Leaving the area heading south on Seward Highway. Officer was unable to locate the vehicle.

19:18 - Verbal warning for fishing in the Lagoon.

19:53 - Individual reported a campfire burning in Forest Acres Campground.

21:35 - Individual at Monroe Street reported that a transformer in the alley blew.

21:46 - Citation for speed given to Ananthankrishnan R Iyer at Aspen and Seward Highway.

23:34 - Individual reported that a black Ford Eclipse was driving erratically and passing in no pass zones. Officer located the unoccupied vehicle on Fifth in front of 1st Video.

23:52 - Warning for parking against the flow of traffic left on a vehicle on Fifth.

June 28

00:00 - Verbal warning for head light requirement issued on Bear Drive.

01:10 - Verbal warning for speed issued at Third and Madison.

02:07 - After FSTs, Rosaleen Osterback arrested for DUI at Seward Highway and South Harbor, and taken to SCJ. PBT 0.203.

16:55 - Trooper arrested Felicia Cubley on two $500 AST misdemeanor warrants and one no-bail AST warrant at Peking and taken to SCJ.

18:50 - Verbal warning for speeding given at South Harbor and Seward Highway.

19:01 - Burn ban violation at Marathon Campground, officer advised campers to extinguish the flames.

20:29 - Individual requested to speak to an officer about her juvenile daughter, who was a runaway from home. Officer contacted the juvenile at Little Bear Apartments, where she was staying with her boyfriend. Officer confirmed she is staying in a safe place.
