'Captain's Mast' - July 16, 2015

 


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

June 10

22:06 - Caller from Williams Tent Campground reported loud music coming from one of the camp sites. Officer did not find noises too loud.

23:28 - Citation for head light requirement issued to Barbara Sue Flanders-Krause at Third and Van Buren.

June 11

01:33 - 911 caller complained about an 18 wheeler that was running its engine nearby and making it impossible to sleep. Complainant was in the North Campground. Officers contacted the driver of who then shut off the engine.

02:05 - Citation for failure to carry proof of insurance issued to Phillip John Selanoff on Fourth near South Harbor. Verbal warning for crossing center line.

02:20 - Troopers arrested Craig James Ivanoff for DUI at Mile 22 Seward Highway and was took him to SCJ.

07:02 - Verbal warning for speed given at Safeway.

07:52 - 911 caller requested an ambulance to Fourth for an 82-year-old woman with swelling in the legs. SVFD/SVAC dispatched.

09:37 - Burn permit issued to the city dump for June 11 and 12.

11:05 - 911 caller reported her friend fell in front of True Value, but said everything was OK.

13:40 - Ambulance requested to Safeway for 52-year-old man having a seizure. SVAC/SVFD dispatched.

15:48 - 911 caller requested to Safeway for 56-year-old woman not feeling well. SVFD/SVAC dispatched. FM31 advised all units could cancel.

17:07 - Citation for speed issued to Vijayakumar Muniswami at Third and D.

18:42 - Citation for speed issued to Christopher Perry at Seward Highway and Van Buren.

19:14 - Individual requested to speak to an officer about a male, who he advised was a known child molester, had inappropriately contacted his 14-year-old son at Safeway around 13:30. Officer contacted the son. Officer then contacted the suspect and advised him not to contact the victim any more.

19:42 - 911 caller requested by a third party caller to the skate park for a male who collapsed.

21:27 - Verbal warning for distracted driving given at Seward Highway and Sea Lion.

21:45 - Verbal warning for crossing the center line given on Fourth near Seward Fire Department.

23:15 - Individual requested an officer to the skate park about a group of loud kids. Officer contacted the group, who agreed to leave.

23:23 - Individual reported a tremor spool and two commercial grade tremor wire refills lost between the cemetery and the American Legion.

June 12

07:53 - Verbal warning for speed given Seward Highway and Hemlock.

10:03 - Individual requested an officer to Fifth for subject refusing to leave.

12:39 - Burn permit issued to Lowell Canyon for June 12 and 13.

14:10 - Individual requested an officer to Bear Drive for a civil issue.

18:00 - Individual with Mt. View Sports requested to speak with an officer about video surveillance footage of someone shoplifting.

19:31 - Caller reported suspicious smoke near Resurrection Boulevard. The on-call fire officer met with the caller before locating the remnants of an illegal campfire in the wooded area across the street. Fire officer extinguished the fire.

19:51 - Individual with SCCC reported a female visitor was driving with a suspended license. SPD officer contacted the subject nearing her vehicle and advised her of her suspended status. The vehicle was parked and officer advised her not to drive until properly licensed.

19:53 - 911 caller requested an ambulance to the cruise ship for a male who fell and was believed to have broken his leg.

20:00 - Individual reported a limping husky in the area of Fourth and Monroe.

20:35 - Verbal warning for speed and improperly displayed tags given in the Chamber of Commerce lot.

23:24 - Individual requested an officer to the skate park about a group of noisy people. Officer spoke to the group and they agreed to leave.

23:54 - Individual requested an officer to the skate park about a group of noisy people. Officer contacted a separate group from earlier. The group agreed to leave the area.

June 13

00:15 - Verbal warning for head light requirements given at Seward Highway and Phoenix.

00:23 - Individual requested an officer to the Breeze Inn lobby about a male acting unruly. Officer contacted the reporting party, who said he would like the subject trespassed.

00:33 - Verbal warning for crossing the center line given in the Icicle Seafoods tent area.

01:28 - Verbal warning for distracted driving given at Third and Adams.

01:56 - After passing FSTs, driver was given a verbal warning for crossing the fog line at Third and B.

02:29 - Officer contacted a group of people at the skate park and advised them that the park closes at 11. The group agreed to leave.

05:08 - Verbal warning for speed given in the Chamber of Commerce lot.

05:39 - Verbal warning for speed and failure to carry proof of insurance given in the Safeway parking lot.

06:00 - Verbal warning for speed given on the Seward Highway at Aspen

07:32 - Parks and Rec requested assistance removing some campers from the Williams Tent Camping area.

09:28 - Individual reported a male walking southbound on Fourth exposing himself. Officer responded, no contact was made with the subject.

14:49 - Seward Providence Medical Center requested an ambulance for transport at the airport.

June 14

00:45 - Verbal warning for speed given at Third and Madison.

00:50 - Verbal warning for speed given on Third between Washington and Adams

01:29 - Verbal warning for crossing the center line given at Third and Church St.

01:41 - Officer was flagged by a pedestrian who said a group of people were on the roof of the Van Gilder Hotel. Officer contacted Evan Kloc, Conrad Kaul, Dallas Kramer and Logan Clemens. The manager was also contacted and the four were trespassed from the establishment indefinitely. They left on foot.

08:08 - SPD Dispatch was notified of a parking problem in the Harbormaster’s office.

09:22 - Parking authority advised SPD Dispatch of an accident involving a bus and RV in front of the Harbormaster’s office.

09:30 - 911 caller requested an ambulance at Second for a 62-year-old woman not feeling well and who was on the floor unable to move.

09:43 - Individual reported he lost his GO-PRO 2 camera at the northeast boat ramp and requested to be notified if it was found.

13:38 - 911 caller with the cruise terminal requested an ambulance for a passenger with unknown illness the ship.

16:12 - SAST requested a welfare check on subject driving to Alaska SeaLife Center. She told SAST that she was suicidal and wished she was in the accident at McHugh Creek. Officers were standing by. Trooper stopped her at Mile 12. Trooper interviewed her and she was following him to the hospital for evaluation even though she denied being suicidal.

16:42 - Citation for speed issued to Elizabeth Hanssen at Third and D.

17:31 - Citation issued for speed to Jordan Merrill Reidhead at Third and Van Buren.

19:54 - Verbal warning for speed given on Third near AVTEC.

20:02 - Verbal warning for speed given in the Essential One parking lot.

21:41 - Lifeline requested an ambulance to Sixth. Lifeline lost contact with the patient.

June 15

11:13 - 911 caller requested an ambulance to Eagle Lane for 61-year-old woman having difficulty breathing. BCVFD/SVAC dispatched.

12:49 - Individual reported her boat hit a piling at the Seward Boat Harbor. No damage to the piling, minor damage to her boat.

14:11 - Two 911 callers reported a tree up against a power line that was arcing and smoking at Mile 17.5 Seward Highway. Electric and MPVFD responded.

14:45 - Individual reported an unattended campfire on Two Lakes Trail. Fire Chief and Deputy Fire Chief responded.

17:42 - Several callers reported the ARRC crossing gates were down at the Bear Lake Road crossing.

18:59 - Individual lost her black fleece, zip-up jacket while touring Seward. She possibly left it on the public bus or at Alaska SeaLife Center. It had her credit cards and phone in the pocket. She left on a cruise ship the same day.

19:46 - A small chocolate lab puppy was found at Safeway. It was taken to the shelter and placed inside by the officer and given food and water.

20:49 - Soldotna requested mutual aid for the fires in that area. Any fire personnel able to commit to a 7-day tour were to contact the fire chief.

21:19 - Caller reported that his wife said the toilets were overflowing at the Harbormaster’s office.

21:49 - Individual reported a toxic smell from someone burning something. Bear Creek fire chief notified. She could not pinpoint the exact location but was going to look in the Old Sawmill area. A trooper was requested and then cancelled. Problem located at Nautical and extinguished.

June 16

10:10 - Harbor Department reported a vehicle was parked at the 50-ton lift spot and needed it moved.

10:13 - Unit 192 responded to Salmon Creek in report of a bonfire.

12:45 - Seward Mountain Haven scheduled fire drill.

17:16 - AST advised of a red Ford pickup that was swerving into oncoming lanes traveling southbound into Seward. SPD officer saw the vehicle at the post office and was driving normal.

17:47 - 911 caller with Three Bears reported that a coworker that was bit by a spider the day before and during call refused ambulance and would get it checked out.

18:26 - Reports came into Moose Pass Fire of a lightning strike on Cecil Mountain behind Sackett’s in Cooper Landing. Moose Pass was responding and Forestry sending a helicopter.

June 17

09:12 - PSMC requested an officer to the ER about a patient who was mugged the night before. Officer contacted the victim.

09:30 - KPB did fire alarm testing at the city dump.

09:50 - Guardian Security advised of a burglary alarm at Kenai Fjords National Park at Mile 8.2 Old Exit Glacier Road.

10:00 - Icicle Seafoods conducted a scheduled fire drill.

12:11 - Ambulance requested to Glacier View Apartments for a 79-year-old woman who fell. SVFD/SVAC dispatched.

12:40 - Bear Creek Units 127 and 193 responded to Cooper Landing for the wildland fire.

13:09 - Seward Engine 1 responded to Cooper Landing for wildland fire.

23:44 - Several calls came in inquiring about a fire near BCVFD. No fire had been reported and each caller advised that they are not reporting a fire. The fire chief was advised of the unusual amount of inquiries and checked the area just to make sure. No fire was reported.

June 18

00:12 - Citation for failure to provide proof of insurance issued to Hunter Allen at Seward Highway and Bear. Verbal warnings given for failure to carry driver’s license, failure to provide proof of registration and failure to illuminate head lights after dark.

04:54 - Individual requested an officer to ASLC about a suspicious male trying to enter the building. Officer contacted the subject who was using the wall outlet to charge his phone. He agreed to move along.

0623 - Verbal warning for speed given at Seward Highway and Chevron.

1230 - Effective immediately and until further notice, all open burning, including barbecue grills and campfires were prohibited inside city limits as well as the entire Kenai Peninsula.

June 19

00:02 - Verbal warning for white light to the rear given at Third and Adams.

00:15 - Verbal warning for head light requirements given at Fourth and B.

00:18 - Verbal warning for head light requirements given at Seward Highway and Coolidge

00:43 - Verbal warning for failure to stop at a stop sign given at the beginning of Lowell Point Road.

00:49 - Individual requested an officer to the bathrooms near the ballparks about a blue/green truck with a winch on the front which had been playing loud music for the previous hour. Officer was unable to locate the vehicle, but advised a group of campers at William’s Tent Camping of the burn ban.

01:01 - Citation for failure to provide proof of insurance issued to Tori Backlund on Ballaine near William’s Tent Camping. Verbal warning given for head light and brake light requirements.

01:27 - Citation for failure to provide proof of insurance issued to Robert Lague III on Port near Hertz. Verbal warning given for failure to stop at a stop sign.

01:33 - Citation for failure to provide proof of insurance Donald Arthur III at Third and Madison. Verbal warnings given for speed and tail light requirements.

01:44 - Individual requested an officer to the Yukon about an intoxicated male who was planning on operating a vehicle. Officer contacted the male and ensured he took a cab home.

02:08 - Officer broke up a fight between two people in front of The Seward Phoenix LOG. One subject did not wish to press charges and the other was given a disorderly conduct warning.

04:08 - Individual requested an officer to the Van Gilder hotel about an unknown male passed out in the hallway. Officer contacted the subject and transported him a boat, where he was left in the care of a crew member.

07:01 - Verbal warning for speeding given on the Seward Highway at Sea Lion.

08:36 - Parks and Recreation went to Dispatch window and spoke to the officer about assistance evicting two males from Williams Campground. Officer was unable to locate subjects.

09:19 - Individual with First National Bank Alaska reported someone was using their hose hookup outside. It was pulled across the street at Petro to wash sidewalk.

09:19 - Resurrection Tool Rental requested to speak to an officer about his fork lift being stolen and found. Officer investigating around Bayside Apartments. Witnesses saw someone driving it out front of Red Burgers the night before.

12:00 - A security guard at the railroad terminal reported a homeless male trespassing between the railroads and the coal terminal.

12:27 - Individual requested a welfare check on a subject at Glacier View Apartments. Officer made contact and said everything was fine.

15:00 - Individual went to the station and requested a police case for fraudulent bank activity involving one of her accounts.

15:07 - Individual requested an officer to the Lagoon about a male fishing from a boat.

15:30 - Individual dropped off meds for destruction.

17:26 - Individual requested an officer to the Lagoon about several adults fishing. Officer responded but contacted no overage fisherman. Reporting party spoke with the officer and said that she believed the adults had left.

17:28 - Individual reported a male near the lagoon pavilion who had a camp fire. The on-duty fire officer contacted two males who were starting a small fire. They were advised of the burn ban and extinguished the fire.

18:26 - Verbal warning for speed and failure to carry registration given at Seward Highway and Airport Road.

18:55 - Verbal warning for failure to stop at a stop sign given at Seward Highway and Port.

19:03 - Individual requested an officer to Spring Creek Campground after he was approached by a female who requested he take down her name and vehicle information in case something happened to her. Reporting party said she was with a group of people. Officer contacted the reporting party. He was unable to locate the female. SAST was advised of the call in the event the vehicle heads north.

20:37 - Several callers reported a campfire at Williams Tent Camping.

20:49 - 911 caller reported a large campfire at Spring Creek Campground near the bushes.

21:02 - Caller reported a male on Woodrow was burning brush.

21:41 - SAST advised that they received a report of a black Dodge 4x4 that was swerving across lanes southbound at Mile 7 Seward Highway. Officers searched for vehicle but were unable to make contact.

22:38 - A disabled boat was reported off the coast of Whittier. Information given to Coast Guard Sector Anchorage.

23:30 - 911 caller reported a male dragging a female through the Williams Tent Campground by her hair. The caller confronted the suspect and he was hostile with them. Officers spoke with all subjects at that site and the reporting party.

23:35 - Individual reported Chinooks bar playing loud music which they refused to turn down. Officers spoke with manager who agreed to turn it down or shut the doors.

23:55 - Officer found a wallet with identification at the Chattermark during foot patrol.
