'Captain's Mast' - June 11, 2015

 


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

May 17

00:29 - Michelle Fillingim issued a summons arrest for driving with a revoked license in Alaska and California at Fourth and A. Verbal warning given for head light requirements.

01:36 - Verbal warning for speeding given on Fourth at Port Avenue.

02:33 - Individual complained about a man sleeping in the Harbormaster’s men’s bathroom who harassed his girlfriend when she went to use the ladies room. Officer was unable to find anyone in the area.

02:59 - Individual reported loud noises from Bayside Apartments. Officer advised the resident and the other occupant to keep the noise down.

06:37 - Seward Resort requested an ambulance for a male with a hip replacement whose hip seems to have popped out. SVAC and SVFD dispatched.

07:22 - Individual reported there was a van blocking the road at Port Avenue near the Smoke Shack. Officer contacted the owner who moved the vehicle.

09:48 - Subject needs to be advised that he is trespassed from all AVTEC properties for one year from date of service.

10:31 - 911 caller requested an ambulance to Camelot Subdivision for a female having breathing difficulty.

18:11 - Verbal warning for speed given on Third near AVTEC.

18:22 - Verbal warning for speed given in the Chamber of Commerce lot.

18:35 - Ambulance requested to Laughlin Way for an intoxicated 62-year-old woman who fell and may have broken her arm.

18:36 - Verbal warning for speed given at Fourth and Jefferson.

18:45 - Verbal warning for speed given at Seward Highway and Aspen Lane.

20:46 - Citation for speed Issued to Jain Ankur at Seward Highway and Bear Drive.

21:29 - Randal Horr arrested for DUI, False Info and DWLR in front of the Harbormaster’s office. The vehicle was towed and Horr taken to SCJ.

21:29 - Officer arrested Randal Horr on a $1,000 Palmer AST warrant.

22:55 - SAST passed on a welfare check for a suicidal male who had been posting suicidal threats on Facebook. Subject was found, placed under Title 47 and transported by SVAC to PSMC.

May 18

06:30 - Nannath Ambrosiani given a citation for failure to carry proof of insurance on Swetmann. Verbal warning given for speed.

10:30 - 911 caller requested an officer to Ray’s restaurant about a subject who was harassing him at work. Officer advised that she had left the area.

11:09 - 911 caller reported a black Chevy Suburban was speeding and passing on Third southbound into town. Officer was unable to locate the vehicle.

11:12 - Citation for speed issued to Ankit Shah at Third and A.

11:14 - Individual requested an officer to Little Bear Mountain Apartments about someone scratching the hood of his vehicle.

15:58 - Daniel Butts was issued a criminal summons for driving without a valid operator’s license (M1 endorsement) at Seward Highway and Bear Drive. Verbal warning given for passing in the turning lane.

19:31 - Citation for failure to register vehicle issued to Melissa Tougas on Ballaine near the pavilion.

19:43 - Warning for improper display of tags and no front plate left on vehicle in the Resurrection South Campground.

21:05 - Juvenile reported his dark forest green Gary Fisher mountain bike was stolen from Seward High School between 18:30 and 20:30.

May 19

00:17 - Verbal warning for speed given on Third at Monroe.

01:01 - Verbal warning for failure to stop at a stop sign given on Port Avenue.

01:30 - Individual placed into protective custody and taken to SCJ.

02:00 - Wilfred John Pavloff arrested for outstanding warrants on Fourth at Church Street. Pavloff was taken to SCJ

05:59 - Individual found two checks on top of the men’s bathroom paper towel holder upstairs in city hall.

06:01 - Citation for speed issued to Kathryn Elizabeth Howarth at Safeway parking lot.

08:05 - Citation for seat belt issued to Danielle Deer at Seward Highway and Iron.

08:15 - Citation for seat belt issued to Richard Adelmann at Seward Highway and Dairy Hill.

08:44 - Citation for seat belt issued to Matthew Nelson at Harbormaster’s office.

09:05 - Citation for seat belt issued to James Spanos at the Fish House.

09:24 - Verbal warning for seat belt given at the Train Wreck.

09:25 - Burn permit issued to city dump for May 19 and 20.

14:40 - SVFD advised a resident at Jesse Lee Drive would be burning in a burn barrel.

14:56 - Officer requested a case for assault that occurred at the middle school.

17:44 - 911 caller requested an ambulance to Resurrection Bay Seafoods for a woman in her 40s who collapsed hard onto the ground and was changing color.

18:57 - Individual requested to speak to an officer about inappropriate text messages she was receiving from an unknown person. Officer met with her.

20:26 - Citation for failure to provide proof of insurance issued to Gary Robertson at Seward Highway and Hemlock. Verbal warning given for speed.

23:01 - Individual reported a power outage at Resurrection Bay Seafoods. On call electrical personnel dispatched.

May 20

00:26 - Verbal warning for failure to stop at the stop sign and head light requirements given on Third at Madison.

00:40 - Benjamin Ross Miranda was stopped on Third at Washington for driving suspiciously. He consented to a vehicle search and was arrested for MICS V.

06:38 - Burn permit issued to Maple Drive for May 20.

08:42 - Citation for seat belt issued to Barbara Phillips at Seward Highway and Resurrection. Verbal warning for carry registration.

09:09 - Summons for NVOL issued to Larry Williams at Fourth and Bayside Apartments. Citation issued for seat belt.

09:39 - Citation for seat belts issued to Sonny Talens at Seward Highway at Three Bears.

11:03 - Citation for seat belt and fail to carry license issued to Rendall Smith at Fourth and Adams.

11:10 - 911 caller called for her friend who fainted but was OK and refusing medical at LeBarn Appetite.

11:22 - Citation for seat belt issued to Byron Davis at Third and Monroe.

11:59 - Citation for seat belt issued to Paul Neuman at Seward Highway and Aspen.

12:43 - SAST requested an ambulance to Rabbit Run for female who was sick. Trooper was on scene. BCVFD/SVAC dispatched

13:19 - Citation for seat belt issued to Chris Goodwin at Ray’s restaurant.

13:35 - Citation for seat belt issued to Allyn Long at Mile 2 Seward Highway.

14:57 - Earthquake: Magnitude 6.9, near Santa Cruz Islands. No report of a tsunami.

15:48 - Caller reported a bicycle abandoned at the pavilion. It was taken to SPD.

20:02 - A yellow lab or golden retriever with a red collar was seen near Terry’s Fish and Chips. Officers did not find the dog.

21:35 - Citation for failure to register vehicle issued to Brent Louis Roumagoux on Fourth at Washington.

May 21

01:19 - Citation for speed issued to Nicole Taylor at Third and Jefferson.

02:36 - Individual reported an intoxicated male outside the bar who was banging on the locked door to be let in because he had not yet been picked up by a taxi. Officers contacted the subject outside the Yukon and waited with him until a taxi could pick him up.

07:55 - Individual requested an officer to Third for subject at the residence. Reporting party advised that resident saw a vehicle stop at the residence and honk the horn and then left. Officers responded and advised the reporting party that the subject was not at the residence.

08:40 - Individual turned in a cell phone, cigarettes and a lighter found in front of the Methodist church.

10:30 - Elementary school turned in expired epi-pens for destruction.

10:40 - First National Bank requested an officer for counterfeit currency they received.

12:33 - 911 caller requested an ambulance to Eagle Lane for a 61-year-old woman with abdominal pain. BCVFD/SVAC dispatched.

14:28 - Public Works put out street closed signs for cleaning on Adams from Third to Fourth and Fourth from Adams to Railway.

17:20 - Verbal warning for speed given on Seward Highway at Sea Lion.

17:36 - Verbal warning for failure to stop at a stop sign given on Seward Highway at North Harbor.

17:52 - A citizen turned in a large bag of medication to be destroyed

19:50 - A male caller advised that kids were climbing on the waterfall near the fish processing plant. He thought they were going to start a campfire. Officer walked up the trail and did not make contact with any kids.

20:17 - Individual found a Samsung Galaxy cell phone in a Otter case on the beach near the SeaLife Center. It was returned to owner.

20:42 - Verbal warning for speed given at Seward Highway and Nash Road.

23:27 - Individual reported a motor home parked in front of a vacant lot at Second and Madison. Officers told the occupants they could not sleep overnight in their vehicles at that location and directed them to the campground.

May 22

00:59 - Verbal warning for inoperable tail light issued at Fourth and Madison.

01:00 - Anson Maccoll arrested for DUI after FSTs were conducted and a gun found in the vehicle at Seward Highway and South Harbor Street. PBT was 0.126. Subject was taken to SCJ, then the hospital for a blood test. Verbal warning for speed.

01:14 - Report of downed power line on Bear Lake Drive received.

04:15 - Parking citations issued to vehicles still parked in the posted prohibited parking area downtown.

05:00 - Officer observed no incorrectly parked vehicles on Fifth.

10:01 - Hotel Edgewater reported fire alarm activation due to burnt toast. Fire Chief responded.

13:30 - Individual turned in expired medications to be destroyed.

14:30 - Individual reported a possible intoxicated driver in front of Thorn’s Showcase Lounge.

14:53 - Kenai Fjords Tours advised that an employee’s vehicle was broken down near the Coffee Cup.

16:02 - Verbal warning for speed given at Third and D.

16:48 - Verbal warning for speed given at Third and Jefferson.

17:26 - Verbal warning for speed given at the Chamber of Commerce.

17:34 - Verbal warning for passing on the right given in the Breeze Inn parking lot.

18:42 - Individual complained about a paving truck parked outside her bed and breakfast creating dust and noise. Officer spoke with the company and they agreed to move their vehicle away from her residence.

19:47 - Verbal warning for speed given at Seward Highway at Resurrection.

20:19 - Caller reported an intoxicated male passed out in the middle of the bridge near the culverts. Office contacted the subject who was taken to Exit Glacier where he was camping with friends.

20:42 - Verbal warning for following to close given on Seward Highway.

20:13 - Verbal warning for failure to stop at a stop sign given at Fourth and Seward Highway.
