'Captain's Mast' - April 30, 2015


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

April 6

01:48 - Citation for failure to carry insurance issued at Second and C.

02:02 - 911 caller at Evergreen Group Home said that a 64-year-old male resident had chest pain. SVAC/SVFD dispatched.

02:15 - Individual went into SPD and reported he just left the hospital and was suicidal. Officer took the person back to the hospital.

05:28 - Verbal warning issued for speed. Also advised that he needs to obtain an Alaska driver’s license.

08:56 - Verbal warning for speed given at Seward Highway and Air Force Rec Camp.

09:03 - Citation for speed issued at Seward Highway and Air Force Rec Camp.

13:53 - Burn permit issued to 1405 Vista for the day only.

13:53 - Hanson Yazzie arrested at Essential One for violating domestic violence restraining order and taken to SCJ.

20:02 - Individual reported a commercial fire alarm sounding in the 600 block of Sixth.

22:29 - Individual turned in a bag of marijuana found on the ground.

April 7

08:25 - Individual went into SPD for a city pre-employment breath test.

09:24 - Individual reported a male who had several cell phones and iPods, possibly stolen, and was headed northbound from Seward Highway and Airport Road.

09:27 - 911 - BCVFD/SVAC dispatched for a structure fire. SVFD dispatched for automatic mutual aid. Officer in charge cancelled SVFD because the caller reported the kitchen fire was out.

09:27 - Electric department advised of an area-wide power outage.

09:30 - Individual spoke to an officer and requested to have the criminal trespass advisement removed on a former domestic partner. Advisement removed from APSIN.

22:40 - SAST requested an agency assist for a DV Assault IV. Trooper was staging near the hatchery on Bear Lake Road waiting for SPD officer.

22:48 - 911 caller requested an ambulance to Eagle Lane for a female having a seizure and she is possibly pregnant.

23:35 - Verbal warning for head light given at Third and C.

April 8

01:05 - Breeze Inn Lounge staff member reported Kevin Pope leaving the bar intoxicated in a vehicle. Officer found Pope’s vehicle abandoned by Chinooks parking lot. Pope ran from the vehicle and staff called to notify that Pope was stumbling outside of the Breeze Inn Lounge. Pope was taken to SCJ for DUI, Leaving Scene of a Motor Vehicle Accident, MIW IV, false report and BTR.

03:19 - SAST requested assistance finding a female for a welfare check. She was last seen walking on Nash Road and Rabbit Run Road. Trooper found her.

06:12 - 911 caller from Resurrection Campground called because he woke up from camping in his tent, and was cold and needed a ride to somewhere warm. He said he was visiting from Thailand and came to Alaska to camp. Officer gave him a ride to the Holiday Inn Express.

06:48 - The same male called from Holiday Inn Express and asked if the officer could retrieve his brown Merrill boots that were encased in ice at his campsite. Officer responded, found shoes and returned them to the man at Holiday Inn Express.

19:43 - Citation for failure to carry proof of insurance issued on Seward Highway near Hemlock. Verbal warning given for speed.

20:55 - Citation for head light requirement issued at Seward Highway at Hemlock.

21:32 - Citation for tail light requirement issued on Third between Washington and Adams.

April 9

13:04 - Seward Alehouse turned in a polar fleece jacket with medication that belonged to a local.

13:22 - Public Works was advised of large rocks on Lowell Point Road.

13:25 - Individual wanted to speak to an officer about an incident that occurred at their former residence.

15:04 - Marilyn Arneson arrested on a SAST warrant, $500 bail, at Mile 40 Sterling Highway and was taken to SCJ.

15:37 - A school bus driver reported that a red Ford F150 passed the bus when it had its lights and stop sign out. He reported the vehicle was driven by a male. Citation issued for passing a school bus with flashing yellow lights.

19:26 - Citation issued to a vehicle parked on Third with expired tags.

21:18 - Citation for failure to carry proof of insurance issued at the Marina Motel. Verbal warning given for driving with head lights off after dark.

April 10

00:05 - Verbal warning for inoperable tail light given a half mile south of Lowell Point Road.

06:01 - Individual called to file a noise complaint about his neighbor in the 300 block of First because their barking dog kept him awake. Officer spoke with dog owner. She said she would try to get him inside before he started barking.

07:39 - Guardian Flight requested an ambulance to transport flight crew to the hospital for patient transport.

08:45 - AVTEC would be doing a flare exercise at SMIC.

10:30 - DMV turned in three sets of gloves that were left there.

11:05 - Caller reported that a male entered his residence by mistake and then left in a brown Ford four-door crew cab pickup with a load of wood in the back. Officer contacted the subject, arrested him for a SAST warrant and took him to SCJ. Male was released because charges against him had been dismissed.

13:13 - General fire alarm sounding at 601 6th Avenue. SVFD/SVAC dispatched.

21:54 - Verbal warning for failure to dim bright head lights given at Seward Highway and South Harbor.

April 11

11:06 - Officer made a public appearance at the carnival at the railroad terminal.

15:58 - Citation for speed issued on Seward Highway and Airport Road.

18:07 - Troopers arrested Katherine Ann Simpson for DV Assault IV and took her to SCJ.

18:26 - Citation for speed issued at Seward Highway and Port.

21:43 - Individual reported a swastika carved into the slide at the playground.

April 12

01:19 - Verbal warning for inoperable light issued at Seward Highway and Van Buren. Officer also advised that she needed to obtain an Alaska driver’s license.

01:33 - Officer observed an unattended idling vehicle in the alley between TYC and TelAlaska. After attempts were made to contact the owner, and checking the area, officer attempted to open the vehicle but it was locked. While the officer was on scene the vehicle appeared to run out of gas and died.

01:39 - While checking the area, officer found Seward Memorial Methodist Church unlocked and cleared the building. Officers secured the door.

01:53 - Verbal warning for inoperable brake light issued on Seward Highway near NAPA.

02:16 - Phone call received on the SPD admin phone from an unknown caller. Yelling was heard in the background before the phone disconnected. Officer drove by downtown area to see if that was where the call originated but didn’t see anything suspicious.

07:29 - 911 caller from Three Bears requested a welfare check on a male who was in Safeway. As officers responded, a second 911 caller requested an ambulance for a man at Safeway, confirmed by officers upon arrival to be the same man initially reported, who was complaining of abdominal pain. Officer took the man to the hospital.

07:39 - Individual from Monitor Alarm System reported a general automated fire alarm going off in the 600 block of Sixth. Officers, SVAC/SVFD found the alarm was set off from cooking smoke. No fire present.

10:42 - Verbal warning for speed given at Third and A.

10:43 - Individual reported a theft caught on camera at Mountain View Sports.

13:15 - Individual turned in a wallet belonging to a female that was found near Christos. Later, the owner collected her wallet.

13:30 - Individual saw a syringe and spoon on the side of the road at Phoenix and Alice. He placed a rock in the road so the officer could find it. Officer gathered the items for proper destruction.

15:27 - A small dog was found at the airport and taken to the shelter by Saltwater Safari personnel.

18:59 - 911 caller requested law enforcement. An ambulance was offered and refused. Call was transferred to SAST, who transferred the call back. The caller reported her daughter was intoxicated and on the ground, but repeatedly turned down an offer for an ambulance. Her daughter got up and the call was transferred back to SAST. SAST advised that caller did not want an ambulance and was still requesting law enforcement.

20:47 - Verbal warning for failure to stop at a stop sign given at Fifth and Madison.

April 13

06:19 - Verbal warning for inoperable head light issued in the Safeway parking lot.

17:28 - Verbal warning for speed given at Fourth and Adams

22:15 - Individual reported a silver SUV parked at First and A. Two to three people kept getting in and out of the vehicle and flashing the lights. The vehicle left before the report was over. Officer found the vehicle in the south lot of the AVTEC building on Third. The driver said they had been hiking and coordinating with other friends who they had been hiking with.

23:49 - 911 caller requested an ambulance to Laughlin Way for an 82-year-old man who was having trouble breathing and fell off his bed. SVAC/BCVFD dispatched. Patient was transported to the hospital.

April 14

07:01 - Citation for speed issued to William Earnhart on the Seward Highway near Phoenix Road.

11:59 - Verbal warning for fail to use turn signals and to get an Alaska driver’s license given at Fifth and Jefferson.

April 15

01:04 - Parking warning for blocking traffic left on a vehicle in front of New Seward Hotel.

06:37 - Individual reported a vehicle parked, possibly stuck, down Iditarod Trail off Nash Road. The vehicle was unoccupied.

10:31 - Individual requested an officer to Bayside Apartments for a female who was refusing to give his personal belongings back.

11:00 - Individual reported that a subject threatened him at Safeway. Officer spoke with both parties. No criminal charges.

11:30 - SVFD advised that the military would be doing explosives near SMIC.

16:25 - SCCC alarm for water flow activated by an inmate who broke a sprinkler head. No response was necessary per a sergeant

17:53 - SCCC alarm for water flow was activated by maintenance repairing the broken sprinkler head and getting the water turned on. No response necessary per a sergeant.

21:31 - Citation for head light requirement issued to Melody Rose Hoshouser Beachem on the Seward Highway.

April 16

00:35 - Verbal warning for driving with brights on given at the Chamber of Commerce.

00:56 - Verbal warning for head light given on Third.

01:05 - Individual reported she received a call from Hertz business line, where her ex-boyfriend on whom she has a restraining order got fired in February. Officers responded to Hertz for possible trespass. Hertz owner arrived to assist officers in entering the building. The building was clear when officers entered. Officer went to the reporting party’s address to speak with her.

13:07 - Flare training conducted on the beach on Nash Road.

14:00 - 911 caller reported a vehicle traveling southbound passing Safeway was swerving into the oncoming lane.

15:02 - 911 caller requested an officer to have his brother removed from the F/V Lady Angela at T-Dock.

17:21 - Several 911 callers reported a motor vehicle accident in front of Safeway. Injuries were reported with one vehicle in the ditch by the tracks. Citations were issued for failure to yield right of way and financial responsibility forms were issued to both parties.

19:31 - Individual requested an ambulance to Cedar for an 85-year-old man with a possible stroke.

21:38 - Citation for failure to carry proof of insurance issued to Iris Jade Anderson at Mile 1 Seward Highway. Verbal warning given for head light requirement and no operating brake or tail light on the passenger side.

21:48 - Individual requested an officer to talk to her 17-year-old son who wanted sleep in the park. Verbal argument only. Son went to stay with an older sister.

23:29 - An ambulance was requested to Laughlin Way for an individual with difficulty breathing due to chest congestion from a cold.

April 17

08:24 - AVTEC would be doing training across the bay during the day.

11:52 - AST requested an ambulance for a patient who had a miscarriage. AST requested Code Black due to possible weapons involved.

12:01 - Officer requested to do welfare check on Fifth. Officer responded and all OK.

12:20 - Officer did a civil standby at Pacific Park Apartments.

12:46 - Ambulance requested to meet LifeMed at Mile 36 Seward Highway. SVAC dispatched.

13:00 - Military personnel would be doing explosive detonation at the quarry.

14:48 - Individual reported a white poodle in the road in front of city hall.

17:23 - Verbal warning for parking on the sidewalk given near Port Avenue.

17:49 - Verbal warning for speed given near the harbormaster’s rest room.

19:35 - Thorn’s Showcase requested an officer to help remove an unwanted patron. Officer contacted the subject, who was trespassed from Thorn’s indefinitely and for the night from other bars.

20:33 - Verbal warning for speed given on the Seward Highway at Sea Lion.

20:52 - Citation for expired registration issued to Elena Phyllis Miller at Mile 1 Seward Highway. Verbal warning given for head light requirement and failure to carry proof of insurance.

21:53 - Verbal warning for failure to illuminate head lights after dark and failure to carry driver’s license given at Fifth and Washington.

22:04 - Verbal warning for head light requirements given at Dairy Hill Lane and Seward Highway.

22:08 - Verbal warning for speed given at Mile 1 Seward Highway.

22:16 - Officer flagged down by two individuals in front of Sew and Bee Cozy. A third party was involved and did not wish to press charges. The first two individuals were trespassed from the bars for the remainder of the evening, and taken to Great Bear Circle and left in the care of a friend.

22:37 - Verbal warning given for illuminating daylight running lights after dark instead of head lights at Resurrection and Seward Highway.

22:52 - Verbal warning for failure to dim high beams given at Third and A.

April 18

01:39 - Verbal warning for speed issued at Mile 2 Seward Highway.

02:09 - Verbal warning for white light to the rear issued on Second near First Lake.

04:28 - Subject stopped at Safeway because he had been driving in circles for the previous 20 minutes. It was found that he was trying to get his child to sleep. He also reported that he saw a dog limping badly near Third and Monroe. It ran off before he was able to stop and check it.

06:57 - Verbal warning for inoperative head light issued at Seward Highway and South Harbor Street. Also advised subject again that she needed to get her registration updated by the end of the week.

11:07 - 911 caller requested an ambulance to the 1000 block of Third for a 72-year-old man with difficulty breathing.

14:26 - 911 caller reported a problem with the father of her child. Male advised to leave the area and the family of the female was coming to get her.

14:27 - Man overboard drill on the Cracker Jack at E18 in the harbor.

17:04 - Individual requested an officer to the three bridges about a stolen bicycle. Officer contacted the suspect. The stolen bicycle was found and returned to the owner. Owner did not wish to press charges.

20:06 - Officer chaperoned prom at the high school.

20:56 - Verbal warning for speed given at Third and Monroe.

21:01 - Verbal warning for failure to stop at a stop sign given on Seward Highway near Dairy Hill.

21:14 - Citation for tail light requirements issued at Seward Highway and Hemlock. Verbal warning given for failure to provide proof of insurance.

April 19

11:24 - Fire department training across the bay might trigger calls about the smoke.

April 20

00:57 - Verbal warning for speed issued at Seward Highway and Van Buren.

04:49 - Verbal warning for failure to illuminate head lights and failure to carry driver’s license issued at Seward Highway and Port Avenue.

05:58 - 911 caller on Chamberlain requested assistance with a female resident who was locked in the bathroom and calling for help. When officer reached the scene employee had the door open, and the resident was lying on the floor after falling out of her wheelchair. Resident said she needed no medical assistance, and the officer and employee helped her back into her wheelchair.

06:07 - Safeway employee reported that a subject would like to report an assault. Officer contacted the victim who identified a man he said head butted and threatened to kill him. Suspect went to the police station at 06:28 hours and spoke with an officer, reporting he had been assaulted during the incident. Officer returned to Safeway, spoke with victim again and spoke to the reporting party about obtaining video of the incident.

07:05 - 911 caller requested an ambulance to Chamberlain home for a female who fell a second time, and possibly injured her neck and was having trouble staying awake. SVAC/SVFD responded.

08:20 - 911 caller requested an ambulance for a 68-year-old man having chest pain on Chamberlain. SVAC and SVFD responded.

08:39 - Soldotna AST reported a roll over accident at Mile 26.5 Seward Highway with one injury, a person complaining of abdominal pain. SVAC and MPVFD dispatched.

08:54 - Officers assisted with Every 15 Minutes Event at Seward High School

08:54 - SVFD and BCVFD assisted with Every 15 Minute Event, at Seward High School.

09:32 - Individual reported a lost Sampson Galaxy S5 cell phone. She believed it was left in one of the taxis.

19:43 - 911 caller requested an officer to William’s Tent Campground for an intoxicated man yelling racial slurs. Officer gave the subject a disorderly conduct warning and provided transportation to Resurrection Bunkhouse and left him in the care of a friend.

21:15 - SAST requested an ambulance respond to Trail Lake in reference to a flipped canoe. Trooper on-scene advised the male was believed to still be in the water. MPVFD responded with SVAC. A search was conducted until it became too dark to continue safely, but the subject was not found.
