'Captain's Mast' - Jan. 29, 2015

 


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Dec. 21

23:24 - Individual requested a welfare check on subject who reportedly took pills, was drinking and was possibly suicidal. Officers responded to her residence and spoke with the subject who was with a friend and showed no signs of being suicidal or having a medical emergency.

Dec. 22

02:24 - Individual reported a vehicle hit a light pole at Wells Fargo. Officers located the vehicle but it was unoccupied. The vehicle owner reported her grandson, Dakota Lowry, had been driving it and contacted her at about 02:30 and reported he was walking to her residence. Officers located Lowry on Nash Road near Salmon Creek and arrested him for felony DUI, resisting arrest and MCA. The Electric Department was contacted to deal with the damaged light pole and Wells Fargo maintenance was also advised of damage to their property. AST was notified of case because SPD was notified of possible accident earlier in the evening that occurred involving the same vehicle and driver in Exit Glacier area.

03:00 - Alarm Co. reported a commercial burglar alarm sounding at Three Bears and said that they contacted the manager who was en route. Officers checked building but found no signs of forced entry and heard no alarm sounding.

11:00 - Adam Ross arrested for MICS III, MICS IV and Promoting Contraband I at SPD after drugs were found on his person. Ross was taken to Wildwood.

16:16 - Caller reported an abandoned vehicle inside the gate at SMIC. An employee had been driving the vehicle to work but has not shown up and the vehicle has been there about 1.5 weeks.

Dec. 23

08:30 - Officer requested case number to forward charges after it was discovered Donna Norbert damaged SCJ property.

16:09 - Simply Safe reported a residential burglar alarm at a local address showing interior motion activation. Home owner requested police dispatch as no one is supposed to be in the residence. House appeared secure.

17:18 - Jarin Ferdinand Ekamrak arrested on a felony-no bond warrant and taken to SCJ.

22:06 - Providence Seward Medical Center requested an ambulance at the airport for a transport

Dec. 24

01:32 - 911 caller requested an ambulance for a 54-year-old woman having abdominal cramping. SVAC/SVFD transported patient to the hospital.

13:04 - Individual requested an officer to Pacific Parks Apartments for a younger couple fighting on the balcony. Officer contacted the couple and determined it was a verbal dispute.

14:38 - Safeway requested extra patrols around their property.

16:37 - Manager called to check on a property because she received a call stating the front door was open. Upon arrival the property, it appeared unharmed. The officer secured the building.

19:51 - Guardian Security requested an officer to a residence for a burglar alarm. Guardian called back to cancel the request per the owner.

20:20 - Verbal warning for driving without head lights after dark given at Fourth and B.

23:57 - Per AST, BCVFD dispatched with extrication equipment to Mile 38 Sterling Highway for a motor vehicle accident with two people possibly stuck in the vehicle, unknown injuries. At 00:07, AST called back to cancel BCVFD because both occupants were out of vehicle.

Dec. 25

11:07 - Caller reported dark smoke coming from the area of Ace Hardware. SFD found the cause was the furnace from Ace Hardware which backfired. A small fire ignited, but was quickly extinguished. The owner was contacted.

14:56 - 911 caller requested an officer to Bayview Apartments about male pounding on the wall. Officer spoke to the reporting party, but the suspect was gone upon arrival. Officer searched the area, but was unable to find the suspect. The apartment manager contacted the officer, and said that the neighbor was a possible suspect and requested he be trespassed. Officer contacted the subject and advised him he was trespassed from Bayview property indefinitely.

15:56 - Verbal warning for driving with parking lights on given to at Seward Highway and South Harbor.

Dec. 26

00:46 - Verbal warning for inoperable headlights given at Seward Highway and Dairy Hill Lane.

02:18 - Individual from the Yukon Bar requested a welfare check on an older man sitting out front in the cold. Officer met with the man. He was transported to the hospital and officer contacted the subject’s wife, she went and checked him out of the hospital.

07:33 - Automated Fire Alarm Water Flow received from SCCC. Lieutenant from SCCC reported an inmate caused a water leak in his cell. The lieutenant said they were fixing the leak and to disregard water alarms if more are received.

15:30 - Off duty officer called in a vehicle on suspicion of controlled substances. Officer contacted driver and passengers at Seward Highway and Hemlock. Marijuana was present, but was prescribed and a valid medical marijuana card was presented.

18:57 - Trooper Miller arrested William Joseph Spiers on a misdemeanor FTA warrant and took him to SCJ.

18:25 - Verbal warning for no functioning tail lights given at Seward Highway and Port Avenue.

Dec. 27

10:57 - Individual reported that a female was calling him in Anchorage threatening suicide. He said that their daughter was with him in Anchorage. He said that he believed she lived at an address in Seward. The reporting party requested a welfare check on her. Officer responded.

14:25 - Safeway called to report a shoplifter. Officer responded and the suspect had left the store. Suspect stole from the store twice that day. First at 09:54 (oil and a sandwich, $51.95) and the second time at 14:10 (oil and antifreeze, $38.95). Officer was unable to locate the suspect.

14:30 - Property owner reported a break in to his boat docked at Seward Boat Harbor. The only thing missing is alcohol. The boat was damaged during the break in.

17:32 - Citation for running a stop sign issued on Seward Highway between South and North Harbor.

19:28 - Guardian Security advised of a fire alarm at the Holiday Inn Express. Dispatch attempted to call the hotel but there was no answer. Confirmed burned popcorn.

20:12 - Road rage incident occurred in the AST area. A blue Subaru and a white truck were stopped at the Pit Bar. Complainant spoke to officer by phone.

Dec. 28

00:06 - Verbal warning for failure to use turn signals and tag light requirement given at Seward Highway and Bear Drive.

00:20 - Verbal warning for speed and tag light requirement given at Mile 1 Seward Highway.

03:04 - Hospital requested ambulance for Life Med Medical Transport from Seward Airport to Seward Hospital. SVAC dispatched.

17:20 - Guardian Security reported a burglar alarm at NAPA showing front window motion. Building clear. Key holder responded and reset the alarm.

21:59 - SAST requested an agency assist for an intoxicated male making threats and throwing things at people. Suspect was placed in protective custody and taken to SCJ.

Dec. 29

10:00 - Individual spoke with an officer at SPD about a lock being broken on his boat. The reporting party requested occasional security checks on his vessel.

17:29 - Verbal warning for head light requirement given at Seward Highway and Leirer Road.

22:11 - SAST requested an agency assist for a suicide attempt. Mother and daughter were both intoxicated and one of them slit her wrists. Trooper was en route from Cooper Landing. The injured female refused the ambulance but was transported by SPD for evaluation.

23:33 - Power outage reported at Mile 20 Seward Highway. Electric Department responded.

23:45 - Trooper transported female from her residence to SCJ for protective custody. Officer was on scene for agency assist as requested by SAST.

Dec. 30

09:14 - Caller reported a sparking street lamp. Caller could not provide an exact location, but believed it was behind Zudy’s Café. Electric and SeaLife Center advised.

10:25 - 911 caller needed directions to the nearest clinic.

12:59 - Officer was approached by a manager at Safeway and a suspected shoplifter, Dominick Samuels. Samuels was the suspect in a recent shoplifting case and was issued a summons for concealment of merchandise. Officer advised Samuels that he was trespassed from Safeway for one year.

17:28 - Dispatch received two calls about a rock slide on Lowell Point. Public Works was responding.

18:22 - Kenai Police Department requested a welfare check on a female. Her brother from Oklahoma was concerned because he had not heard from her since Thanksgiving. He thought she might be in the Seward area involved in drugs and prostitution. KPD had no information as to where she might be or who she might be with.

20:36 - Individual reported that his dog bit his son. ACO advised to get contact information and pick up the dog. The dog was taken to the shelter. Officer advised that the bite was minor. His father denied medical care for his son due to the fact that the bite did not break the skin.

Dec. 31

00:26 - 911 caller reported she heard footsteps on her porch and saw her motion sensor light go off. Shortly after she saw a small blue sedan drive by her home. Officers spoke with the caller and could not find the blue vehicle she described. Officers advised her to lock her home, call back on 911 if needed and they would increase patrols in her area.

13:00 - Individual turned in a silver and grey LG TracFone which she found in the parking lot.

13:31 - Individual reported a driver was under the influence. Suspect ordered coffee and displayed altered behavior and was witnessed driving erratically on the way to Safeway. Officer stopped the vehicle in the Safeway lot and contacted the driver who was found not to be driving under the influence. He was given a verbal warning for expired tags.

13:50 - Burn permit issued at the sawmill for Dec. 31 to Jan. 1 with the restriction to move the brush pile onto the graveled ground.

14:03 - SAST requested an officer to assist a trooper in a consent search of a vehicle at Mile 3 Seward Highway.

21:33 - Individual reported hearing gun shots in the alley behind 414 Fifth.

22:08 - Verbal warning for failure to completely stop at a stop sign given at Seward Highway and Port Avenue.

Jan. 1

00:25 - Verbal warning for speed given on Third in front of Bayside Apartments.

01:02 - Verbal warning for tag light requirements given at Mile 2 Seward Highway.

01:06 - SAST arrested Shane Street in Cooper Landing for on an Anchorage AST warrant and took him to SCJ. Jailer gave property of credit card knife found on Street to SPD.

02:01 - Officer arrested Tracy Squires on at Seward Highway and Resurrection Boulevard for DUI. Verbal warning given for speed. Passengers taken home by cab. Squires taken to SCJ.

02:01 - Officer assisted SAST in Bear Lake area for a disturbance.

05:52 - Officer assisted SAST with a disturbance on Rabbit Run. Marty Jorgensen arrested and taken to SCJ for Criminal Mischief IV DV.

06:00 - Caller from Tyco Security reported a commercial fire alarm going off at the St. Peter’s Episcopal Church. SVFD and SVAC dispatched.

06:09 - 911 caller reported a fire alarm at St. Peter’s Church.

10:14 - Tyco reported a commercial fire alarm sounding in the 200 block of Second.

13:20 - SeaLife Center reported that the tarp on the water fountain at Hoban Park was blowing off.

17:56 - Individual requested an officer to Kimberly Court Apartments for a strong smell of marijuana.

19:48 - Tyco Securities reported an automated fire alarm going off at St. Peters Episcopal Church. SVFD and SVAC dispatched. No signs of fire were seen upon arrival and SVAC was canceled per the fire chief. Sprinkler system was taken off line until repairs would be made to system but fire alarm was on line. Future alarms would be treated as protocol requires.

21:24 - Individual reported the garland lights at Brown & Hawkins were blinking and she feared it might be a fire hazard. Officer found no issue upon arrival.

Jan. 2

01:45 - Officer notified dispatch that a tree fell on the road three-quarters of the way down on Airport Road. DOT Road Maintenance contacted for tree removal.

11:17 - Caller from the City reported she was informed of a cottonwood tree at Third and Madison was close to snapping a branch due to wind.

14:25 - Wells Fargo requested Wayne McNearney be criminally trespassed from the Seward branch indefinitely.

Jan. 3

15:23 - SeaLife Center requested an officer to take pictures of a swan that struck the power lines. She said that they could not pick up the bird until the pictures were taken. The bird was at Benny Benson Lagoon.

18:11 - Citation for head light requirement given at Third and Monroe.

18:47 - Fire alarm at the Orca building.

18:49 - Seward Military Resort automated fire alarm activated by unattended cooking a townhouse. Alarm was reset.

20:54 - 911 fire alarm at the Orca building. Alarm company called on administration line and also received a 911 call about the flashing lights inside the building.

20:56 - Citation for headlight requirement issued at Mile 2 Seward Highway.

Jan. 4

00:32 - Officers contacted several individuals at Branson Pavilion and advised them that it was closed for the night.

14:53 - Harbormaster’s Office reported a black Honda Accord had been sitting in their parking lot with a flat tire for about a week.

17:19 - Officer noted a suspicious vehicle parked near the wastewater treatment plant near SCCC. The vehicle had no occupants.

17:20 - Individual reported a power outage at Mile 1.5 Nash Road. Electric Department contacted.

Jan. 5

14:24 - Individual reported that trash from two homes in the alley behind Ballaine between Madison and Monroe was blowing and picked up by the birds across the whole alley. Trash warnings were given to two residences in the 500 block of Ballaine.

15:21 - Individual complained of the marijuana smell coming from the apartment next door at Bear Mountain Apartments.

21:08 - Trooper contacted an SPD officer and requested an agency assist in the 10500 block of Bear Paw in reference to remand Russel Jackson who called SAST wishing to turn himself in for Criminal Trespass. Officer arrested Jackson and took him to SCJ.
