August 29

07:39 Officer requested and ambulance to Essential 1 for subject who was transported to Providence Seward Medical Center ER for evaluation. Response form sent.

13:52 Received a 911 open line call from, (907) *****. No sounds of distress could be heard in the background. Call went phase two. Unable to contact anyone on callback. Information given to officer.

140:9 Alaska State Troopers reported a REDDI at mile 7 of the Seward Highway headed South bound. Officer responded and was unable to locate the vehicle.

22:45 Troopers arrested JOHN HOOGLAND, AK/OLN, for DUI, DWLR, and Violation of license limitations. Hoogland was transported to the SJC.

00:19 RP reported her wallet missing to Officers while they were on a foot patrol downtown. Wallet was described as a denim Limas designs brand which she lost in a Rays Taxi. D9 / D4

02:39 RP reported a man in a wheelchair who appeared to need assistance at Essential One. Officer contacted subject who said he was cold and had no money to rent a room for the night. Officer and dispatch contacted various services but none were available to assist him with finding a room and he refused transport to the hospital. Officer gave subject a blanket and bought him cigarettes. Subject said he would remain under the overhang at Essential One for the rest of the night.

04:52 Received from (907) ****** shown as a land line at 2000 blk Olympia rd. Dispatch attempted four times to call back number all of which were picked up but nothing was heard but static before they were disconnected. Officer went to residence to investigate but was unable to contact anyone at the residence. LIC/2TBG1TH was parking in the driveway but construction debris was seen around the home and Officer was unable to determine if anyone was currently living at the residence.

06:25 TRAFFIC STOP CITATION VERBAL WARNING Issued to DONNA DAVIS, AK.OLN, LIC/GHB817 at Seward Hwy and N. Harbor St. Citation for failure to carry insurance and verbal warning for failure to stop at stop sign.

07:26 Essential One employee reported subject who was outside of their store asking for an Officer.

15:42 RP reported that she lost her wallet somewhere between Safeway and the Elementary school. She thinks she left it on top of her car. Wallet returned to her.

17:14 A pocket dial was received from 907-*****. No sound of distress was heard. Someone whistling was the only sound. On recall subject advised it was accidental

17:15 A pocket dial was received from 907-*****. The sound of someone walking was heard but no sound of distress. On call back no one answered.

18:25 RP from Florida, received a text from her daughter, asking her mother to call the police that she was in a DV at 1800 blk Phoenix Ave.

19:07 A 5.4 magnitude earthquake has occurred 50 NW of Fairbanks. No Tsunami is expected.

19:35 A taxi brought subject to the back parking lot. He is highly intoxicated and works at the Hotel Edgewater. An attempt was made to contact his roommate who will take custody of him for the night. He was turned over to the roommate.

19:42 RP, requested an officer check the door at the Senior Center. He had received a call that it was unlocked. Officer did a walk through and resecured the door which had been unlocked since yesterday afternoon

19:43 A report of a Gold Dodge occupied 4x reckless through the campgrounds. Unable to locate

August 31

08:09 Received a 911 call from, (907) *****, requesting an officer to The Small Boat Harbor for an MVA-D boat in the Harbor. Both parties were issued PAR Forms.

09:32 Officer placed an abandoned vehicle notice on, LIC/FGU873.

21:59 RP thought she saw someone laying under the guard rail on the Seward Highway near Nash Rd. Officers checked the area and only found trash.

22:16 RP, dialed 911 to report her 29 years of age daughter missing. They had been at one of the clubs and the daughter who left with her boyfriend. The mother stayed at the club and soon the boyfriend returned and said he lost RP’s daughter. RP called back later to report daughter was located.

00:55 VERBAL WARING-OPEN CONTAINER X 5 ADVISEMENT Officer contacted a group of people at the Benny Benson Memorial to give five of them verbal warnings for open container and advise them the park was closed.

05:10 RP advised of an intoxicated male at the entrance to the Forest Acres Campground who could not even identify where he was staying for the night. Officer responded and contacted KORY STRANE, AK.OLN who had a PBT of 0.375. Officer transported STRANE to the hospital to be medically cleared then to SCJ for PC.

06:58 RP reported loosing his wallet, possibly at Safeway. It was described as a Black leather wallet with a mesh interior that contained his Washington State DL, his Social Security Card and $200-$300 in cash. He did not know his cell phone number but could be reached at his place of employment, Icicle Seafoods.

00:25 Trooper advised of a camp fire on the south end of the Lagoon. Officer responded and contacted a party of people who were told the park closed at 11pm. The group told Officer they would put out the fire and leave the park.

13:36 RP from City Campgrounds requested extra patrol tonight in the tent area space 311 and 312, also Williams Tent Camping space 726 due to noise complaints. Subjects at these sites have been drinking and become rowdy.

14:39 RP brought some medication in to be destroyed.

16:29 RP reported an illegal campfire about 75 to 100 years behind 1700 blk Chiswell. SVFD. D81 was notified and will investigate.

17:09 A pocket dial was received from 845-******. No conversation was heard. The only sound was of the phone keys being pressed. On call back a message was left

17:13 A pocket dial was received from 907-******. The only sound was of someone walking. On call back a recorded message stated that this number was not receiving calls.

17:37 RP reported that his boat was hit while in the harbor. The other boat, that is a rental from the Military Base, left the area but they did get the hull number.

18:13 RP reported a party at 2nd lake involving 6 people with alcohol involved. Officer made contact and the people packed up and left.

18:57 Troopers arrested CLARK ALAN OLSEN, AK/OLN for DUI. He was transported from Cooper Landing to the SCJ

19:14 RP found a wallet. Owner responded and picked it up before placed in property

19:34 LIFELINE requested an ambulance to 33800 blk Nash Rd for a 73 year old male with difficulty breathing.

22:18 Received a 911 call from (828) ******. Phase two hit on Bear Mt. No sounds of distress were heard. Message left upon callback. Information given to officer.

September 1

01:13 RP requested an officer to Ray’s Waterfront in reference to an intoxicated male who has been trying to get inside of the building. RP advised she no longer sees him, but he has been persistent. Officer responded, spoke to the RP and searched the area, but could not locate the male.

02:20 VERBAL WARNING Given to JEREMIAH PUTNAM, AK/OLN, LIC/GWE129 for failure to stop at a stop sign on the Seward Hwy near the Chamber of Commerce.

02:41 VERBAL WARNING Given to CYNTHIA SAMPLES, CO.OLN, LIC/GDD438 for speed at 3rd and B St.

02:54 Received a 911 call from (845) *****. Phase two hit on Bear Mountain. No sounds of distress were heard. Message left upon callback. Information given to officer.

02:59 VERBAL WARNING Given to KAYLA WALKER, AZ.OLN, LIC/GSU665 for headlight requirements in the Safeway parking lot.

07:06 VERBAL WARNING Given to JUSTIN GARRELS, AK/OLN, LIC/GDR277 for speed on Seward near Hemlock.

17:51 Several 911 calls reference an assault that occurred at Peking Restaurant. Officer met with victims at City Hall. Officer located suspect at Seward Hotel. ROGER WATERS, AK/OLN was arrested for Assault II x 2, Assault IV x 2 and transported to SCJ.

19:52 RP, at Safeway, wanted the phone number for the ER. Officer advised.

20:51 Hotel Edgewater advised there were two people, one inside the vacant building next to the Seward Saloon and were mooning at the window and then left on bikes. Officer responded and advised the building is secured.

September 2

07:58 RP, reported LIC/DMK182, did not stop for the flashing red lights at 1802 Phoenix. Officer advised.

10:19 Received over 100 calls and several 911 calls reference the Tsunami Siren activation. National Tsunami Warning Center confirmed it was a false alarm.

12:12 Anonymous RP turned in a wallet that was found near the Oriental Garden. Owner came to claim her property.

1307 RP, advised of a female driver getting in LIC/GBE105 at City Hall that may be impaired. Officer met with driver, BARBARA CHAPPELL, was arrested for DUI and transported to SCJ.

23:35 Officer noticed the door to Seward Properties was open while conducting security checks. A representative was contacted and requested the officer lock all doors. Officer secured the building.

00:31 CITATION Issued to WALTER HOGARTH, AK/OLN, LIC/EHF449 for speed on 4th Ave near the AVTEC Dorms.

16:26 Assistance requested for a man at the railroad depot who had passed out in a vehicle. Nothing more was known because RP was not with the patient. While still on the phone RP cancelled response before any emergency responders were notified saying that the patient was fine and they would transport them to the hospital themselves if medical care was needed.
