'Captain's Mast' - July 24, 2014

 


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

July 3

23:34 - Citations for speed and expired registration issued to Rachel Tougas at Seward Highway and North Harbor. Verbal warning for failure to carry proof of insurance.

23:35 - Verbal warning for headlight requirement issued at Seward Highway and South Harbor.

23:59 - Individual, before hanging up, reported a vehicle was brake checking them and trying to run other vehicles off of the road. Southbound on Seward Highway passing Aspen Lane. Officers were unable to make contact with a vehicle matching the description.

July 4

00:04 - Citation for failure to carry proof of insurance issued to Dalton Smart at Fourth and A. Verbal warnings for speed and brake light requirement.

00:14 - Verbal warning for head light requirement issued on Fourth near AVTEC.

00:15 - One-year-old female Rottweiller with pink collar and tags named Roxy reported lost near Alaska SeaLife Center.

00:18 - AST arrested Zachary Hutchinson on a warrant and took him to SCJ.

00:20 - Individual reported she set her purse down when she was at the skate park and when she looked back it was gone. She called 10 minutes later to report she found the purse.

00:32 - Verbal warning for head light requirement issued at Hemlock and Dimond.

00:34 - 911 caller reported an intoxicated bicyclist at Seward Highway north of Port Avenue. Officer contacted the subject who had a PBT of 0.193. He was taken to SCJ for protective custody.

00:36 - Verbal warning for head light requirement issued at Forest Acres Campground.

00:51 - Verbal warning for speed issued at Mile 1 Seward Highway.

00:56 - Verbal warning for head light requirement issued in the parking lot of Hair By The Bay.

01:09 - Verbal warning for head light requirement issued at Seward Highway and Nash Road.

01:14 - Verbal warning for tail light requirements issued Seward Highway and South Harbor.

01:21 - Verbal warning for wide turn issued at Fourth and Jefferson. Officer advised subject of OLN status.

01:23 - Individual reported a someone without head lights speeding on a motorcycle near the airport. Officers contacted Tyler Dwyer on a motorcycle at Seward Highway and Phoenix. He was arrested him for DUI after FSTs and taken to SCJ.

01:28 - Verbal warning for speed issued at Seward Highway and Port Avenue.

01:29 - AST reported a Carlyle truck with a box trailer was tailgating and almost running vehicles in front of them off the road southbound from Mile 6.

01:30 - Campground attendant reported loud occupants. Officer told occupants to quiet down.

01:32 - Individual reported that people were shooting off fireworks at the Pavilion. Officer patrolled the area.

01:38 - The Yukon reported that a 5 foot 1 inch male wearing a black hoodie broke into the electrical boxes behind the Yukon and Tony’s and shut the power off to both bars. He was northbound up the alley behind the bars. Officers were unable contact the subject.

01:41 - Trooper arrested Christopher Sorensen for MICS VI and took him to SCJ.

01:50 - Individual reported an intoxicated male who was by himself and almost passed out. Officer contacted the subject and transported him to Forest Road where a friend agreed to care for him.

01:59 - Individual reported the occupants of the campsite next to him in Resurrection Tent Campground were being very loud. Officer contacted six people at the campsite and advised them to keep it down.

02:04 - Individual in Iditarod campground reported that there were several people making a lot of noise and possible underage drinking. Officer told two large groups to keep the noise down and they began to disperse.

02:09 - Officer found a purse possibly belonging to subject because of a receipt found near the purse. It appeared to have been picked through.

02:37 - Verbal warning for tail light requirement issued at Seward Highway and North Harbor.

02:39 - Verbal warning for speed issued at Second and C.

02:43 - Verbal warning for speed issued on Seward Highway near Knots-So-Fast.

02:48 - Citation for head light requirement issued to Jeffrey Dickson at Sea Lion and Dimond.

02:53 - Officer issued a verbal warning for open container at Third and Washington.

02:59 - Verbal warning for speed issued in the Bayside parking lot.

03:25 - Verbal warning for DWLS issued to Kevin King in the Gateway parking lot after performing FSTs for failure to stop and use turn signal. Also given summons for DWLS.

03:32 - Individual reported noisy people setting up tents around their car that they were sleeping in at the parking lot at 200 block of Third. Officer contacted several people camping in parking lot and told them to keep it down. Also advised them they could sleep there that night but needed to leave by the morning because they weren’t supposed to camp there.

03:47 - Individual flagged down an officer at Gateway and said that she could not locate her husband. While providing a description, a taxi driver interjected that he just dropped her husband off at the Pit Bar.

03:51 - AST reported a female who was intoxicated missing from the Exit Glacier area and last seen an hour before. Her brother was searching for her by vehicle. Officers found her at Sea Lion and Hemlock with another male.

03:53 - Verbal warning for speed issued at Third and Van Buren.

04:02 - Verbal warning for speed issued at Seward Highway and Sea Lion.

04:13 - Officer contacted three vehicles parked in a tow zone on Fourth near Washington. Owners were contacted and vehicles moved. Officer was unable to contact the owner of one vehicle, so it was towed.

04:34 - Verbal warning for head light requirement issued at Seward Highway and Sea Lion.

04:51 - Verbal warning for speed issued at Seward Highway and Sea Lion.

05:16 - Citation for speed issued to Daniel Fox in the parking lot of the Chamber of Commerce.

06:24 - Verbal warning for speed issued at Seward Highway and Hemlock.

07:01 - Earthquake: Magnitude 6.7, New Britain Region. No tsunami was expected.

07:36 - City worker reported that he heard from another city worker that a woman fell in the water while launching her boat on X-float and her friends were having a hard time getting her out of the water. The reporting party called back to report she was out of the water. SVAC and SVFD responded but were unable to locate the subject.

07:45 - Citation for failure to stop at a stop sign issued to Linda Rao at Harborside Condos on Fourth. Verbal warning for broken windshield.

08:41 - Officer advised an individual that they were not allowed to camp in the South Harbor parking lot.

08:48 - Advisement given for parking in the Hertz parking area.

09:47 - 911 caller requested an ambulance to the Thorn’s lot for a male who collapsed. Subject was conscious and breathing. SVAC/SVFD dispatched. Patient transported to PSMCC.

09:56 - Individual requested fire personnel to the 2000 block of Dora Way for a fire that had been smoldering for several days. SVFD contacted the owner who was advised not to burn.

10:00 - An Alaska driver’s license was turned in to SPD.

10:10 - 911 caller requested an ambulance to the Jeep trail for a possible broken ankle. SVAC/SVFD dispatched.

10:21 - Report of a 12-year-old girl with a possible broken/sprained wrist being escorted down from half way point at Mount Marathon. SVAC/SVFD advised. Patient met by father at Jeep trail and they walked the rest of the way to finish line.

11:29 - Officers advised that a vehicle left after being involved in a motor vehicle accident. Officers contacted the owner and issued a verbal warning for failure to carry proof of insurance.

11:29 - Individual advised she lost a beige clutch purse with her identifications in it.

11:48 - ACO requested an officer to a vehicle at Fourth and Madison for a dog that had been locked in the vehicle and a vet stated was in distress.

12:28 - Ambulance requested to Fourth and Jefferson for a 50-year-old woman who fell and hit her head on a light pole. She was alert and verbal. SVAC/SVFD dispatched. Patient transported to PSMCC.

15:36 - 911 caller reported that a dog was left in a hot car at Third and C.

15:41 - 911 caller reported that two dogs were left in a hot car at Ballaine and Jefferson.

16:14 - Fire Chief reported that there was a second injury and to pull a SAR and contact AST reference RCC and put on standby. RCC helicopter needed to the top of Mount Marathon

16:41 - 911 caller reported that a dog had been howling for 7 hours in an apartment at Bayside.

16:56 - Individual from the harbor turned in a found cell phone.

17:00 - Troopers arrested Leon Jan Caqpilaq Okitkun and took him to SCJ.

17:09 - Troopers arrested Courtney Tara Jochen on a violation of probation charge and took her to SCJ

17:40 - Iditarod Campground host reported there was a couple in the grass near the entrance to the Alaska SeaLife Center parking lot engaged in sexual activity. Warning given.

17:59 - Individual reported a mother and two baby moose trying to cross the Seward Highway at Airport Road. Traffic was backing up with onlookers.

19:19 - Individual reported that he left a cardboard box with a panoramic picture in a wood frame under his van in a parking lot. He drove off the night before and forgot it, and it was gone.

19:30 - Parks and Rec employee requested an officer meet her at the dump station near Williams Tent Campground to brief him about a problem with a camper. Williams Tent Campground was to serve an eviction notice. Officer contacted four subjects and advised one of their revoked statue. Camp host requested an officer return because one subject hit another with a tent pole. One subject requested medics respond.

19:32 - 911 caller reported that a semi truck hit her car in the rear on Lowell Point Road near the Resurrection Seafoods.

19:45 - Individual reported an intoxicated driver parked in Resurrection Campground North.

20:34 - Individual reported someone shooting a .22 at bottles in the area of the 2600 block of Dimond.

20:38 - 911 caller reported a dog that had been howling for 10 hours. Animal control responded earlier but the dog continued howling in the apartment next to Bayside Apartments

21:00 - Officer contacted a group of eight people in the 200 block of Third for open container. Warning given.

21:08 - Verbal warning for speed given near Fourth and B.

21:20 - Citation for speed issued to Hope Elizabeth Basinger at Third and North Harbor.

21:30 - Officer out with approximately nine subjects in the 72-hour lot with open container.

21:42 - Citation for failure to carry proof of insurance issued to Mark Allen Syren at Third and Van Buren. Verbal warning for speed

21:53 - A male caller reported his wallet lost, possibly at Safeway.

21:56 - Citation for speed issued to Tiffany Marie Smith across from Bayside.

22:10 - Citation for speed and open container issued to Taylor Zehr in Bayside Apartments parking lot.

22:10 - Driver’s license turned into the police station.

22:10 - Individual reported an intoxicated male burning their homemade wooden barricades outside their home. Officers contacted Alvin Brower arrested for MICS VI. Complainant declined pressing charges for criminal mischief.

22:45 - The jail reported they needed an ambulance for an arrestee who was conscious and breathing but having possibly alcohol related medical emergency. SVAC/SVFD responded. Jailer and officer accompanied patient to hospital.

22:48 - Officer advised people who were discharging fireworks near the skate park on Ballaine that they could not do so.

22:51 - Verbal warning for speed issued on Third near Bayside.

23:05 - Citation for speed and proof of insurance issued to Valerie Massie at Seward Highway and Airport Road.

23:05 - SVFD Fire Chief advised occupants of house on Sixth across from the animal shelter that they could not discharger their fireworks.

23:15 - Verbal warning for driving with parking lights at Seward Highway and Aspen.

23:18 - Citation for speed issued to Palak Gupta at Seward Highway and C.

23:18 - City employee reported a domestic dispute at Spring Creek Campground. Officers met with two subjects who said they were having a verbal dispute and would go sit in their car to finish discussing it. Their father was also on scene and said he would keep and eye on them.

23:27 - Individual reported hearing fireworks in the area of Sixth near the police department. Officer advised residents not to shoot off fireworks.

23:37 - Verbal warnings for driving four wheelers on a roadway issued to two individuals at Mile 3 Nash Road. Subjects advised to take vehicles back home.

23:47 - Verbal warning for speed issued at Third and Monroe.

July 5

00:01 - Individual said they needed to speak with campground authorities about a dispute over a space.

00:05 - Individual reported an intoxicated male at Fourth and A. Officer contacted the subject, who refused PBT and could not provide an address of someone who could care for him so he taken into protective custody and taken to SCJ.

00:05 - 911 caller requested an officer to investigate two paper lanterns he saw set off near the Taroka Inn heading towards the mountains. Officer patrolled the Taroka area and hospital but found no people or problems in the area.

00:32 - Officer advised a large group at ASLC they could not discharge fireworks.

00:36 - Trooper arrested Bradley Hulen for DUI and took him to SCJ.

00:38 - Verbal warning for tail light requirement issued at Mile 2 Seward Highway.

00:46 - Individual reported his green habitat long board was stolen from a park bench at the playground.

00:47 - Individual reported hearing fireworks in the area of Resurrection Campground just as an officer contacted several individuals discharging fireworks in the North Resurrection Campground and advised them not to.

00:59 - Verbal warning for speed issued at South Harbor Street and Seward Highway.

00:59 - Individual reported hearing five to 10 people heatedly arguing in the street, possibly fighting. Another individual reported two males in the same area harassing a female. Officers contacted two subjects who were advised to keep noise down.

01:12 - Verbal warning for speed issued at Chamberlain and Mill streets.

01:15 - Individual reported an intoxicated male on her front porch in the 500 block of Third. For the previous 5 minutes he tried to get inside and yelled at her through the locked door. Officers contacted the subject and released him the custody of his mother.

01:22 - Officer contacted a group of people he believed to be throwing trash in the street near the Yukon. Found to be throwing ice.

01:26 - Officer witnessed several fireworks shoot off from the intersection of Sixth and Jefferson. Officer was unable to find who shot them off and advised neighbors to call police if they saw the culprits.

01:31 - Officer contacted a group of people he believed to be throwing trash in the street near the Fourth and Washington. Found to be throwing ice.

01:47 - Officers assisted Troopers in finding to suspects who were streaking downtown. Kyler Dow was found at ASLC. He was arrested and taken to SCJ. Police were unable to find the second suspect.

02:18 - Individual reported her friend missing for the previous two hours from the downtown area.

02:18 - Individual reported hearing a verbal argument, possible fight, coming from the RVs parked across Fourth from Bayside Apartments. Officer searched the ball field, near the culvert and behind the harbor light condos. Officers contacted a group at the ball field and advised them to keep it down but did not find anyone arguing or fighting.

02:30 - Byron Gordon arrested for DUI, MICS VI, MICS IV, False Report and a warrant in the Harbor Inn parking lot on Third. Gordon originally gave false name to the officer. Troopers were requested to assist in determining DRE. Warrants obtained to search vehicle, suspect and blood draw. Gordon was taken to SCJ. Passenger was not arrested and allowed to leave but was informed charges were pending.
