'Captain's Mast' - July 3, 2014

 


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

June 20

00:29 - During foot patrol officers intervened in a verbal dispute between three men outside of the Yukon. The subjects were told not to return to the Yukon and dispersed.

01:23 - Officer contacted a subject at Raibow Boat Storage on Alameda Street. He said he was working on one of the boats in storage there. Officers were unable contact the boat owner to confirm.

01:42 - Citation for speed issued to Jennifer R. Spagnolo on Third near Bayside Apartments.

01:49 - Kelli Hatfield arrested for DUI after FSTs at Port Street and Alameda. Subject was take to SCJ.

03:43 - Resurrection Taxi driver dropped off keys that were found in their vehicle.

04:17 - Earthquake: Magnitude 5.1, 50 miles southeast of Amukta Pass. No tsunami was expected.

04:19 - 911 caller reported a medium size black dog running loose near Essential One for the last couple of days had been very aggressive and almost bit him. Officer contacted the owner and notified him his dog was loose and he needed to control it.

09:20 - Officer requested a case number for documentation of dogs that were running loose at Mile 4 belonging to someone who lives in Harbor View. ACO advised of a close call situation involving vehicles due to the dogs in the highway.

12:27 - Verbal warning for failure to stop at a stop sign given at South Harbor and Seward Highway

16:16 - Citation for failure to provide proof of insurance issued to Annie Oreilly near Third and Van Buren. Verbal warning given for speed

16:16 - 911 reported that people were fishing in the lagoon. SAST notified to contact Fish and Wildlife.

17:37 - Citation for speeding issued to Frank James Biebold near Third and C.

18:34 - National Marine Fisheries reported that a subject drove off in a gray vehicle pulling a boat. Officer responded and while looking for the subject, dispatch received another call requesting that the case be cancelled because the suspected driver, who is revoked, was still standing at the bait and tackle shop.

19:37 - 911 caller reported that she just brought her husband home from the hospital in Anchorage where he was treated for a broken neck, and then went to the store. When she got home her husband was not home. He felt he had received the wrong meds and walked to PSMCC.

20:08 - Verbal warning for speed given near Three Bears.

20:09 - Gateway Liquor employee reported that a male wearing a black hoody and pink ear phones carrying a basketball took several bottles of gin from the store. The clerk said that the suspect worked at Icicle Seafoods. Subject was identified. Charges pending.

20:22 - Rock climbers half way down Lowell Point Road had the road blocked with a vehicle and climbing equipment. They were climbing up the hill in the area. Officer responded and the climbers were leaving,

20:39 - Verbal warning for speed given near Third and D.

20:50 - Citation for speed issued to Mark David Carlson near Third and D.

21:08 - Troopers arrested Donald Harepuku on a misdemeanor warrant for Failure to Appear issued by Anchorage AST with a $250 bond. He was taken to SCJ from Mile 44.5 Sterling Highway.

22:18 - Clerk at the Chevron turned a small wallet over to an officer.

22:00 - Anonymous caller reported that there were people fishing in the Lagoon. Officers spoke to the adults who left the area. There is fishing for those under 15 years old in the Lagoon June 20-22 with a limit of two fish.

22:46 - Citation for speeding issued to Michael Jason Mihalik near Third and C.

June 21

01:31 - Trooper took Ali Abubaker to SCJ on a DUI charge.

01:44 - Verbal warning for speed issued to Cary Rhoades at Third and Van Buren.

02:40 - Individual reported two vehicles in the parking lot at Bayside Apartments with obvious signs they were broken into. Passerby also noticed open doors on one of the vehicles and closed them. Owners of the vehicles said they saw nothing missing.

07:53 - Troopers arrested Jacey Harker at Trail Lake Lodge for DV Assault IV and took him to SCJ.

09:28 - Troopers issued a be on the lookout for subject who was reported to be possibly suicidal. At 12:27 troopers canceled the BOLO. The subject was located by the troopers.

10:20 - Verbal warning for speed given at the Chamber of Commerce.

14:29 - Individual reported her wallet lost on a boat tour.

16:48 - Individual reported a silver Mazda SUV swerving across the center line. Officer responded but made no contact with the vehicle.

17:07 - Moose Pass Fire Department reported that there was a brush fire in the Primrose area that was creating a lot of smoke but was safe.

17:20 - 911 caller from Saltwater Safaris reported that a female on the vessel Legend was having an allergic reaction. They had given her an epipen. She was having tingling and a rash. The ships ETA was 20 minutes to Float D1.

18:00 - Citation for speed issued to Jason Fodel at Third and Jefferson.

17:51 - Caller reported a reddish dog in the area of Essential One. It had traveled from the Jefferson Street area and was not street wise. It had a white muzzle and might be an older dog.

17:51 - Individual reported trash along side the road at Mile 2.5 Nash Road. He said it looked like someone lost it out of a truck. Officer removed some from the road, but it was a large amount and he was able to remove most of it.

18:43 - 911 caller reported a lot of smoke in the Primrose area. Previously FM18 called in that the fire was a controlled burn and was safe.

19:47 - Individual reported an intoxicated driver that he followed to Seward from Moose Pass. It was an Alaska Rent a Car from Anchorage. The driver went into the Moby Dick Hostel. Officer contacted the subject, and found that he was not intoxicated but had low on blood sugar after running a marathon. PBTs 000.

20:18 - Caller reported a distressed paddle boarder in the middle of Resurrection Bay. The subject did not have a life jacket on and had fallen in the water several times. Dispatch received a couple of calls about the subject. The Fire Chief made contact with him on shore and advised the group he was with not to go out again until they had personal flotation devices.

June 22

23:52 - Individual requested an officer to the pavilion at the end of Adams about a noise complaint. Officer advised the group to keep the noise down.

00:44 - Verbal warning for speed given in the Essential One parking lot.

04:40 - SAST requested an ambulance to Trail Lake campground for an intoxicated 22-year-old man who was not fully alert and was vomiting.

16:49 - Caller reported a vehicle speeding and passing on the double yellow. They were just passing Nash Road in a blue Chevy Tahoe at the time of the call. No contact was made with the vehicle.

18:45 - Caller advised of an alarm near the rest rooms near P Float on the spit. Harbormaster’s office was notified and was responding. Officer also responded to make sure where the alarm was coming from.

20:25 - Individual reported several people on his property at the end of Caines Street camping.

20:28 - Individual lost his black Sony RX100 Camera. The last time he saw it he was at the drydock on the west side.

21:57 - Caller reported a lot of smoke across from NAPA in the bushes near the horse corral. Officer contacted two subjects who were on Caines Road earlier and they were again told to put the fire out.

June 23

01:37 - Verbal warnings for failure to use turn signal and speed given in front of the Breeze Inn.

05:32 - Officer advised the occupants of a vehicle parked in the fire lane at J Dock to move their vehicle.

05:41 - Warning for parking against the flow of traffic left on a vehicle at Fifth and Washington.

05:44 - Warning for parking against the flow of traffic left on a vehicle in the 200 block of Fifth.

08:10 - Officer was flagged down by a citizen who found a wallet.

11:37 - Individual advised she struck rental car. Officer responded.

11:39 - 911 caller requested an ambulance to E Dock for a 60ish male who collapsed and was breathing. Caller then said CPR was in progress. SVAC/SVFD dispatched. Patient transported to PSMCC.

12:17 - Individual reported a vehicle parked in front of Christo’s was causing a traffic hazard due to its length. Officer found the vehicle was impeding traffic and issued a warning for improper parking.

12:29 - Earthquake: Magnitude 7.2, depth 3 miles, Kermandec Islands, New Zealand.

12:57 - Tsunami warning issued to the coastal areas of Alaska from Nikolski to Attu. The tsunami was generated from a 7.1 magnitude earthquake of with depth of 58 miles, 30 miles northwest of Amchitka and 195 miles west of Adak. Earthquake was updated to 8.0 and the tsunami warning increased.

13:43 - Burn permit issued to burn in the 100 block Caines for the day and the next.
