The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Feb. 13

06:08 - Individual called SPD dispatch requesting any information on his brother who he was trying to locate after seven years of no contact.

06:57 - Verbal warning for speed issued at Seward Highway and Hemlock.

08:51 - Michael Fitzhugh arrested for DV Assault IV and taken to SCJ.

13:29 - 911 caller requested an ambulance to Seward Mountain Haven for male with difficulty breathing. SVFD/SVAC dispatched.

14:00 - ACO responded in reference to loose dogs at Essential One.

16:10 - SAST requested an ambulance and fire department standby at Bear Lake Road and Tressler for a damaged power pole with wires down. When the Trooper arrived he advised that both could stand down.

16:10 - Michael Fitzhugh was served an ex parte protection order while at the SCJ.

17:09 - Darius Joel Wallace arrested on a misdemeanor warrant obstruction of a court order.

17:12 - Glacier Medical requested an ambulance for non-emergency transport to the ER for a fall victim.

17:45 - Citation for failure to drive on right side of road issued to Joanne Carolyn Hoogland at Fourth and Jefferson.

18:09 - Verbal warning for lighting requirements given.

18:49 - Citation for speed issued to Penny Eileen Duncan on the Seward Highway near the Chamber of Commerce.

19:12 - Citation for speed issued to Thomas Edward Wenzara on the Seward Highway near Sea Lion.

Feb. 14

01:14 - Citation for failure to stop at a stop sign issued to Isaac Rodewald on the Seward Highway near the Breeze Inn.

10:21 - Individual reported that the roads there white out conditions between Seward and Girdwood.

16:22 - Citation for speed issued to Daniel Mahalak at Third and A.

17:11 - Verbal warning for speed given at Seward Highway and Sea Lion.

17:17 - Verbal warning for speed given Third and Van Buren.

18:00 - Citation for headlight requirements issued to Leif Bardarson on Fourth next to TelAlaska. Verbal warning given for speed.

20:43 - Citation for failure to provide proof of insurance issued to Daniel Ursery at Seward Highway and the Coffee Cup. Verbal warning given for failure to carry registration and failure to dim high beams.

21:09 - Citation for speed issued to Meghan Owens at Seward Highway next to Safeway. Verbal warning given for failure to dim high beams.

21:15 - 911 caller reported that he asked a person to leave his residence and she refused. Caller said that as he was talking to the dispatcher the female left and no assistance was needed.

21:34 - 911 caller reported the female returned to his residence and will not leave. Officer contacted the caller and subject. The subject was trespassed from Bayside Apartments.

22:37 - Officers requested an ambulance to SPD for a male with possible hypothermia.

22:57 - 911 caller requested an ambulance for a female who passed out. CPR instructions were given by dispatch until responders arrived. Ambulance transported the patient to the hospital.

Feb. 15

00:53 - Individual called dispatch after he went to check on friend’s daughter at the Bayside Apartments, but she refused to answer the door and he thought perhaps she was in danger. The resident called 911 soon after and reported that her ex-boyfriend, Mark Quinn, had been banging on her door for the previous hour and scaring her and her family. Officers made contact with Quinn as well as the resident. The resident requested that the Quinn be trespassed indefinitely from her apartment. He was informed of criminal trespass and he left the premises.

01:07 - Officers responded to a request from the hospital for assistance with a patient from earlier medical assist at SPD.

02:05 - Pamela Byrd arrested for DUI after failing FSTs and having a PBT of 0.174 at Fourth and Port Avenue. She was also issued a verbal warning for speed, failure to use turn signal, failure to maintain lane and driving over curb.

07:07 - Automated fire alarm sounded at SCCC. Operation shift manager said he was aware of the alarm but was trying to locate it. SVFD, SVAC toned out. SCCC called back and informed dispatch that the alarm was sounded by an overheated ventilation unit. He said there was no fire, only an acrid smell and that he would like to cancel response. All units advised. One unit continued on to SCCC to confirm no fire.

10:21 - 911 caller requested an ambulance at Tressler Drive for an female with COPD.

11:23 - City Maintenance advised of an abandoned vehicle at the library. Attempt to contact the owner was made but the number was not in service. The librarian also notified SPD that another vehicle with no tag was parked at the library – a black Honda Pilot. Both vehicles were tagged abandon by an officer.

13:50 - 911 misdial.

14:00 - Public Works advised that road closure signs were placed on Fourth and Fifth for the day and the next day for snow removal.

14:06 - Individual reported a reckless driver in Moose Pass northbound. SAST notified.

16:14 - Officers attempted to conducted a home visit on John Williams at the Holiday Inn Express per Williams’ probation officer.

18:10 - Troopers requested an SPD officer to Salmon Creek Trailer Court for a subject who was intoxicated and causing a small disturbance. The subject requested a transport from Troopers to the ER. Troopers were en route and advised that it would be a little while due to the snow. SPD officer responded and took the subject to PSMCC.

18:44 - Citation for headlight requirements issued to John Boren in front of Safeway.

18:54 - Verbal warning for operating vehicle while headlights not illuminated given at Essential One.

19:18 - Verbal warning for failure to yield to traffic when entering the roadway given at Seward Highway in front of Safeway.

19:26 - Citation for headlight requirements issued to James Hoppenworth at Three Bears.

19:53 - Citation for headlight requirements issued to Patrick Miller at Essential One.

20:32 - Individual reported a vehicle was parked next to the gate at the Jeep Trailer that had been there all day. Officer placed an abandoned vehicle notice on the vehicle.

21:31 - Verbal warning for failure to dim high beams given at Seward Highway and Sea Lion.

21:40 - Citation for failure to stop at a stop sign issued to Susannah Agnone at Third and Van Buren. Verbal warning given for failure to carry registration.

22:16 - Officers responded to a request for assistance from Seward Ale House for a male who refused to leave. Officers gave the subject and another person a disorderly conduct warning.

23:33 - Citation for failure to carry proof of insurance issued to Jeffery Welch on Leirer Road south of Ace Hardware. Verbal warning given for failure to maintain lane.

Feb. 16

00:16 - Verbal warning for speed issued at the Chamber of Commerce parking lot on Seward Highway.

00:24 - Verbal warning for tag light issued in the Safeway parking lot.

00:35 - Verbal warning for speed issued at Seward Highway and South Harbor Street.

00:48 - Individual turned in an iPhone to officer while out on patrol.

01:10 - Verbal warning for speed issued in the Holiday Inn parking lot. Subject was also given FSTs and passed.

02:49 - Verbal warning for speed and failure to dim high beams issued at Seward Highway near Aspen Lane.

11:12 - Caller from the Breeze Inn requested an officer about a hit and run. He said he had a rental car and needed a report.

11:50 - Verbal warning for speed given at Second and Jefferson.

14:21 - 911 caller from Safeway said that he needed a ride home, and that he just got out of the hospital and had received new meds that made him feel bad. He did not want an ambulance so an officer was sent to check his welfare.

15:00 - 911 misdial.

16:08 - Individual reported that his 7-month-old chocolate lab pit-bull mix puppy ran away in the area of 900 block of Second.

17:54 - 911 caller reported a fire at Salmon Creek Trailer Park.

18:23 - Troopers requested an SPD officer at Salmon Creek Trailer Park a subject who was being uncooperative and kept trying to reenter the residence that was on fire. Officer stood by until Troopers arrived on scene.

19:37 - Three 911 callers reported a hot tub fire at .5 Mile Nash Road.

21:17 - Officers advised an individual at the Yukon Bar of her revoked operator’s license status.

21:31 - 911 caller requested assistance getting her cell phone back from a tenant at the Bayside Apartments. Caller spoke with officer an who officer coordinated the exchange.

21:51 - Christopher Zeutzius arrested on a SAST warrant at Bayside Apartments and taken to SCJ.

23:57 - Individual requested officers to Chevron for a male subject who was passed out in the restroom. Officers made contact with the subject and SVAC was requested for subject who was vomiting and with possible alcohol poisoning. The subject refused medical treatment.

Feb. 17

08:34 - 911 misdial.

16:02 - Winter Storm Warning – Heavy snow 12 to 24 inches from Whittier to Seward.

21:12 - Individual reported a ring lost.

21:33 - 911 misdial.

23:05 - Individual requested an officer to the corner of Swetmann and Bear Drive for a vehicle with lights that keep flashing. The vehicle had been in driveway for awhile. Officers contacted the driver, Mackenzie Burt, and passengers Victoria Degroot, Kira Ludwig, Leon Anderson and Brennan Atherton. All were given MICS VI Citations.

Feb. 18

01:49 - Verbal warning for obscure license plate given at Seward Highway and Airport Road.

02:03 - Verbal warning for vehicle equipment requirements and failure to carry registration given at Third and Madison.

02:11 - Verbal warning for obstructed license plate given at Seward Highway by Bear Drive.

02:57 - Anchorage Weather advised of 10-18 inches of snow, blowing winds 20-30 mph north of Moose Pass between 5 a.m. and 6 p.m.

07:48 - PSMCC was testing the pager system.

08:49 - 911 caller requested an ambulance to Seward Mountain Haven for a male who fell. SVFD/SVAC dispatched.

13:10 - 911 – Mountain Haven conducted a fire drill.

15:25 - 911 – TelAlaska tested alarms at PSMCC

17:06 - Individual reported a male in the parking lot of the police department wandering around talking to himself. Male left prior to an officer arrival.

17:19 - 911 open-line call.

Feb. 19

00:04 - Verbal warning for failure to stop at stop sign, failure to use turn signal and obscure plate given at Seward Highway and North Harbor. The driver was advised to get an Alaska driver’s license since he has been here for three years.

11:25 - Individual advised of a brush pile that would be burned Feb. 19. MPVFD and SAST advised.

11:42 - Individual reported an accident at Hemlock and Dimond, and the light post was damaged with the light dangling. Officer contacted the driver.

15:35 - Public Works posted street-closed signs on Fourth and Fifth from Jefferson to Railway for snow removal in the morning.

18:06 - Citation for headlight requirement issued to Karie Ann Ursery at Mile 2 Seward Highway. Verbal warning given for proof of insurance.

18:21 - Verbal warning for driving with headlights off after dark given on Third near Terry’s Tire.

18:35 - Citation for failure to provide proof of insurance issued to Jimmie Rex Wayne Jr. in the Breeze Inn parking lot near the North Harbor side. Verbal warning given for driving without lights after dark.

19:20 - 911 misdial.

20:39 - Citation for headlight requirements issued to Brian Walter Preble near Seward Highway at Sea Lion.

21:04 - Individual from AVTEC Student Service Center requested an officer to check a subject across the street at the Baptist Church. They wanted the subject trespassed from the AVTEC properties due to his unruly behavior at the gym.

21:40 - Verbal warning for a headlight out given near Seward Highway and Hemlock.

21:57 - Verbal warning for defective right side turn signal given on Fourth and the 72-hour parking lot.

Feb. 20

00:07 - 911 caller from Chevron requested immediate officer assistance. Officers were driving by at time and stopped to investigate before dispatch notified them of the call. Additional officers responded as backup. Officers contacted two subjects. One was made to pay for the items he tried to steal, was given a disorderly conduct warning, and trespassed from Chevron for the rest of the night.

05:11 - Verbal warning for parking in posted prohibited area because of snow removal issued to the owner of a vehicle.

05:32 - Verbal warning for speed issued at Seward Highway near Hemlock.

12:00 - Citation for operating with expired registration issued to Adam Bahr at Fourth and Madison.

13:20 - 911 caller said he was providing maintenance on the elevator.

14:12 - Individual requested an officer to Bayside for a possible assault in progress. Officers contacted two subjects who said domestic violence was not in progress. The subjects received a disorderly conduct warning and one received an advisement for revoked license.

14:43 - Citation for expired registration issued to Tyler Varnel at Seward Harbormaster’s parking lot.

15:01 - Individual requested an officer for an motor vehicle accident with damage to both vehicles at the Seward Military Resort. Officer contacted the subjects and minor damage was reported.

15:24 - Verbal warning for obscured view given at Fifth and Adams.

16:30 - Citation for speed issued to Mary Elizabeth Huss at Third and Madison.

16:30 - Individual came to the lobby to report that a male and a female had popped the screen in the southeast corner of the Best Western and entered the building. Officers responded to the scene and contacted the caretaker.

17:06 - 911 caller requested the phone number to the ER. The male subject advised that there was no emergency.

18:24 - Andrew Owen Butcher arrested on two misdemeanor failure to appear warrants from Palmer AST and taken to SCJ.

19:47 - Verbal warning for passing in a no passing zone given on the Seward Highway near Safeway parking lot.

20:35 - Yukon Bar requested an officer to remove a person from the bar. Subject walked out prior to officers’ arrival.

21:02 - Troopers arrested Jesse Wayne Monroe Atherton on a misdemeanor probation violation warrant from Palmer AST and took him to SCJ.

21:15 - Citation for taillight requirement issued to Brian Marshall Weimer near Seward Highway and South Harbor.

21:23 - Verbal warning for failure to come to a complete stop issued to Robert Wild Sprotte on Third between Madison and Monroe.

23:09 - Trooper arrested Michelle Deneice Fillingim on a misdemeanor no bail warrant for obstruction of a court order from Soldotna AST. Subject was taken to SCJ.

Feb. 21

02:30 - SPD dispatch received a call from Wells Fargo saying that they had a hold-up alarm going off in their branch. Officer responded, and found all the windows and doors secure and no one appeared to be in the building.

07:14 - 911 open-line call.

11:17 - Individual from the Breeze Inn Motel called about a disruptive individual who would not check out of his room. Officer spoke with front desk who said the subject gave the room key to them.

11:55 - 911 abandoned call.

14:00 - Officer requested a case for a civil standby.

16:52 - 911 misdial.

17:03 - Citation for expired tag issued to Larisa Mai Tran at Fourth and Adams.

19:09 - Verbal warning for speed given near Seward Plumbing.

19:14 - Verbal warning for speed given near the Chamber of Commerce.

19:25 - Verbal warning for speed given near Third and Railway.

19:31 - 911 caller from Glacier View Apartments reported that he fell and could not get up. Subject refused transport.

21:51 - Verbal warning for obscured view given near the Breeze Inn.

12:53 - 911 pocket dial.

Feb. 22

13:17 - 911 misdial.

14:31 - Verbal warning for failure to maintain lane given near 525 Ballaine.

15:51 - Citation for failure to provide proof of insurance issued to Karla Jaszczak at Seward Highway and the Air Force Rec Camp. A verbal warning was given for speed.

16:02 - Individual reported a male in a wheelchair at Petro Plaza who didn’t look like he was doing well and requested that an officer check on him. Officer contacted the subject who advised that no assistance was needed.

15:02 - Automated fire alarm from the Seward Fire Department on Fourth.

21:23 - Ale House requested an officer after the bartender overheard a male telling a female that he was going to beat her up. Officer responded and arrested Nick Nelson for probation violation and took him to SCJ.

22:52 - Verbal warning for failure to dim high beams given at Mile 3 Seward Highway.

22:54 - Individual requested a welfare check on intoxicated person at the Chevron. Officer contacted the subject who took a taxi home.

23:29 - Trooper requested an officer to Safeway after he was flagged down by an individual who reported that eggs were thrown at his vehicle while he was driving by the Breeze Inn Hotel. The eggs broke his wind visor. Officer responded. Chevron employee said that two cartons of eggs were sold to two young males about an hour before. Officer investigated and found the suspects to be two subjects who were staying at the Breeze Inn.

23:59 - SAST requested an officer to Fourth and Washington to assist a Trooper with a traffic stop. SAST advised of a small crowd of people interfering with the stop. Officer responded.

Feb. 23

00:22 - Trooper arrested Michael Irving for DUI at Fourth and Washington and took him to SCJ.

08:14 - Lifeline called in a request for the Fire Department for a lift assist at Lowell Canyon. A caregiver was on scene but was unable to lift the patient.

13:15 - Individual requested a welfare check on a male in a wheelchair sitting across from the Yukon Bar. The male was wearing shorts and his legs were very red. Officer located the subject who advised that he was all right and requested a cab be called for him

14:19 - Individual at SCCC reported that he was in the tower and could see a vehicle stuck in the sewage lagoon on the way to 4th of July Creek. The vehicle was behind the pump house and behind a pine tree so he could not give a vehicle description. Waste water was advised. The reporting party called later, and reported that the vehicle that was stuck was an old SPD Ford Explorer and was pulled out.

14:38 - Trooper attempted to stop a vehicle at Mile 8 and again at Mile 4 Seward Highway. The vehicle was stopped around Mile 4.

14:40 - Caller reported that there was a dead horse in the corral by the lagoon and he didn’t think the owner was aware. He was afraid that it would attract scavengers if it was not taken care of.

16:02 - Dispatcher contacted the horse owner who stated that she would check it out as no one has notified her. She called back and said that all was OK and that the horse was probably laying down in the sun.

16:18 - 911 open-line call.

18:01 - Dispatch received an automatic fire alarm for the Seward Fire Department on Fourth. A fire officer was notified and would check it out. The alarm was set off at exactly the same time the day before.
