Captain's Mast - Oct. 17, 2013


The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Oct. 7

00:25 - Verbal warning for speed given at Fourth and Holiday Inn.

01:53 - Verbal warning for failure to use turn signal given on Seward Highway at Safeway.

06:15 - Individual reported hearing someone yelling in the area by the RV Pump Station by Fifth and B. Officer responded. Report was unfounded.

08:08 - 911 caller reported a motor vehicle accident in front of his residence in the 500 block of Fourth. Officer responded and contacted two drivers. Both parties exchanged information and Street Department was notified due to vehicle fluids on the roadway. Approximate damages to the vehicles were $6,000 and $1,500.

17:44 - 911 reported white smoke coming from Camelot. On-call fire personnel was notified and investigated. Nothing out of the ordinary was discovered.

19:26 - Individual requested that an officer patrol the Afognak Logging area around 22:00. Reporting party said that his father lives next to the office and suffers from dementia. He requested an officer drive through to make sure everything appears alright.

20:13 - Verbal warning for speed given at in the Chamber of Commerce parking lot.

23:07 - Individual requested an officer to Gateway Apartments where a man was trying to break into his apartment. Before officers arrived the reporting party advised that the banging stopped and that he heard a vehicle. Officers contacted an individual who was walking in the area. He said he didn’t see anything and came from a different building. Officers spoke with the reporting party and advised that they would patrol the area throughout the night. Management of the building would also help keep an eye out and speak with his caretakers to get him more assistance at night.

Oct. 8

01:13 - Individual reported hearing two males outside making a lot of noise. Officer contacted two subjects and gave them both disorderly conduct warnings and asked them to keep it down. Both individuals said they would and that they were headed back to stay at the Holiday Inn.

02:29 - Officer responded to a report from the Holiday Inn that two males were outside fighting. Officer contacted a female who said her husband was fighting with their son. The father had driven off in their vehicle and was potentially headed back to their home in Anchorage. SAST, APD notified.

02:29 - Officer requested a REDDI the vehicle from the previous listing. Officer had interacted earlier with the subject and suspected he was intoxicated. Officer tried locating the vehicle and was unsuccessful. SAST and APD notified.

08:50 - Officer requested case for a late entry welfare check on Oct. 7. Officer spoke to the reporting party in reference to his ex-wife dropping off their kids for a weekend visit and he had not seen nor heard from her in over a week. Reporting party was instructed to contact AST due to ex-wife living in the Willow area. Reporting party contacted AST and a welfare check was conducted. All was OK.

09:44 - 911 caller requested an ambulance to Thorn’s Apartments for an female not feeling well.

10:07 - SeaView Community Services requested an officer to help stand by for a patient who they were trying to transport to the ER for evaluation. Officer responded and stood by until the patient was transported to ER.

12:33 - Troopers requested an ambulance to Mile 5 Seward Highway for a female who was in her vehicle not responding correctly.

16:43 - Individual reported an intoxicated male stumbling up Fourth. He had been riding a bicycle before he crashed and abandoned it by the ball parks. Reporting party said that he was almost been hit by traffic a few times. Officer responded but was unable to locate the male.

16:55 - Patient was transported to SCJ on an exparte issue.

17:02 - 911 misdial.

19:36 - Verbal warning for speed given on Ballaine.

Oct. 9

05:51 - Adella Mullan arrested for DUI and taken to SCJ.

06:33 - Verbal warning for speed given at Seward Highway and Aspen.

10:28 - Individual reported people walking in and around the remnants of Ray’s Reusables. Officer was unable to locate anyone in the area.

11:00 - Harbormaster’s Office turned in a found wallet and black iPhone.

11:49 - Earthquake: Magnitude 5.0, 55 miles south of Nikolski. No tsunami expected.

12:39 - Several 911 callers reported a little black bear between Third and Fourth on Washington.

12:53 - Individual reported a smell of gas in the area of Safeway and the Chamber of Commerce. Fire Chief notified and he would check into it.

13:21 - Two 911 open-line calls.

15:49 - Individual reported a bear in a yard in the 200 block of Second. Officer responded and after trying to coax the bear away from the area the bear was dispatched and a charity notified.

16:40 - Troopers arrested Daniel Vanness on a warrant (# 3KN112092) and remanded him to SCJ.

17:56 - 911 misdial.

21:33 - Guardian Security reported a Fire Alarm at 303 Madison (AVTEC 4).

21:40 - Officer responded to a request from AST for an officer to assist in the Camelot area on a traffic stop. Trooper arrested Tina Christensen for felony DUI, DWLR and violating license restrictions, and took her to SCJ.

23:46 - Verbal warning for not dimming headlights and speed given at Seward Highway and Hemlock.

Oct. 10

13:21 - 911 misdial.

13:44 - Seward Harbormaster reported that an individual was causing a disturbance in the SMIC area.

14:26 - 911 open-line call.

23:41 - 911 misdial.

Oct. 11

09:30 - Alaska SeaLife Center reported a fuel sheen in front of the ASLC. USCG advised.

09:42 - 911 misdial.

16:31 - Individual reported of an oil sheen in the bay near the playground. Harbormaster advised that they were already handling the issue.

18:56 - 911 open-line call.

22:07 - Verbal warning for failure to illuminate headlights after dark given on Third near Monroe.

23:13 - Individual reported a general fire alarm sounding at 200 Fifth Ave., Hotel Edgewater.

Oct. 12

00:20 - Verbal warning for speed given at Seward Highway and South Harbor.

02:28 - Officer arrested Jose Barrera for DUI at Safeway parking lot and took him to SCJ. (PBT .188)

02:55 - Citation for failure to carry proof of insurance issued to David Higman at Madison and Alderwood Apartments.

04:12 - Individual reported a fire alarm at 200 5th Avenue. SVFD officer responded. The report was unfounded and the fire officer reset the alarm.

10:20 - Officer responded to a report that a vehicle was disabled in the middle of Seward Highway and Sea Lion.

12:38 - SCCC advised of smoke alarm from the gym area and reset it. They said that no response was needed.

13:00 - Information: If SCCC calls in reference to the cubs at SCCC, advise them AST/F&G is aware of it and taking care of it.

13:16 - MPVFD at control burn at 35197 Seward Highway

14:34 - Ambulance requested to Monroe for a female having a seizure.

15:01 - Verbal warning for driving in a parking zone given on Ballaine near Alaska SeaLife Center.

15:15 - Verbal warning for speed given at Seward Highway and Sea Lion.

15:20 - SIMPLEX reported a zone 1 general fire alarm sounding at 200 Fifth Ave., Hotel Edgewater.

15:52 - Verbal warning for driving the wrong way down a one way street given on Church Street.

17:15 - 911 open-line call.

17:55 - 911 open-line call.

18:35 - Individual reported that Glacier Towing was following her too closely and demonstrated road rage. Officer spoke to owner advised him not to follow vehicles too closely.

Oct. 13

01:16 - Citation for failure to carry proof of insurance issued to Carrie Fisher at Chevron parking lot. Verbal warning for speed and no registration.

02:01 - Verbal warning for speed given at Seward Highway and South Harbor.

02:06 - Citation for headlight requirements issued to Thomas Fraychineaud at North Harbor between Seward Highway and Fourth. Fraychineaud advised to obtain an Alaska driver’s license.

04:11 - 911 caller requested an ambulance to a residence on Second for a woman who had an irregular pulse rate. SVAC/SVFD responded and she was transported to PSMCC.

09:56 - Individual from BCVFD advised that a vehicle was in the ditch at approximately Mile 1 Nash Road. SAST notified.

11:18 - Individual reported a rock slide on Lowell Point Road.

11:37 - Individual from AVTEC reported that BCVFD would be training with live fires in the SMIC area.

12:42 - SAST advised of a rock slide on Lowell Point Road.

13:03 - Individual reported a male asleep on a bench in front of the Harbormaster’s Office and requested an officer to check on him. The subject had been there all morning. Officer found the male to be OK.

14:00 - Officer found a wallet in the parking lot near the Harbor Bakery. Wallet was a brown leather clutch containing identification, licenses, credit cards and receipts.

18:00 - 911 caller from the Alehouse reported a 20-some-year-old female who passed out, and her breathing was normal with a slowish heart rate. SVAC/SVFD responded to the scene.

18:37 - Individual requested an officer to Bayside Apartments to escort her to her home on Second and then to remove her boyfriend from her place of residence. Officer made contact with the reporting party and found incident to be an assault. Officer responded to reporting party’s residence to make contact with suspect who exited through back room window. Officer advised the reporting party could return to residence and call if the subject returns.

Oct. 14

00:40 - Verbal warning for speed given at Mile 1 Seward Highway.

01:30 - Verbal warning for speed given on Third between Madison and Jefferson.
