The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

Sept. 15

00:15 - Verbal warning for speed given at Seward Highway and South Harbor.

00:52 - Verbal warning for speed given at Seward Highway and South Harbor.

01:12 - Charles Clark II arrested for DUI driving at Mile 2 Seward Highway and taken to SCJ.

01:19 - AST requested agency assist for foot pursuit on Third and Jefferson. Officer responded.

01:29 - Patrick Wise arrested on a warrant (3PA-12-2324CR) and remanded to SCJ.

03:02 - Dylan Kaupe arrested for DUI in Three Bears Parking lot was and taken to SCJ. Kaupe also given a verbal warning for speed.

08:22 - Earthquake: Magnitude 5.7, depth 3 miles, 55 miles southwest of Atka and 90 miles southeast of Adak. No tsunami

08:24 - PSMCC called to advise they would be testing their alarm

09:26 - Russell Jackson arrested on an AST warrant at McDonald’s property, Mile 2 Nash Road. Russell remanded to SCJ.

15:04 - 911 caller from Ace Hardware requested an officer for a theft. Officer contacted the reporting party who estimated the value of property stolen was $700-800.

15:09 - 911 misdial.

16:27 - Individual turned in a gift card she found.

16:34 - Individual reported someone driving erratically and just left her garage sale smelling of alcohol. The vehicle was headed north on Fourth. Officer was unable to locate the vehicle from the harbor area to the bridges.

18:16 - Individual requested an officer to Gateway Apartments for a noise complaint. Officer contacted a tenant who had loud children in his apartment. He was advised to keep the noise level down.

21:58 - Verbal warning for speed given at Third and A during an investigative stop for weaving within her lane.

Sept. 16

00:42 - Citation for failure to stop at a stop sign and failure to carry proof of insurance issued to Sawyer Graber at Seward Highway and Leirer Road. Graber given verbal warnings for failure to use turn signal and failure to display current tags.

00:50 - Verbal warning for white light to the rear given at Fourth and Railway.

01:11 - Verbal warning for tail light requirements given at Fourth and Port Avenue.

01:38 - Verbal warning for speed given at Seward Highway and Dairy Hill.

07:30 - 911 misdial.

09:12 - Individual reported a truck, unknown descriptors, that had been parking at Third and Madison near the no parking construction sign and was blocking view of intersection.

15:02 - Individual reported a black Ford pickup was speeding and swerving northbound just passing the Pit Bar. AST advised.

15:09 - 911 misdial.

19:14 - Individual reported a vehicle driving aggressively and passing on double solid yellow lines. The vehicle was last seen heading south on the Seward Highway outside of town. SAST advised. Officer responded and patrolled out to the bridges but was unable to locate the vehicle.

21:21 - Thomas Buchanan, turned himself in to SCJ on an AST warrant (3SW-11-00438CR).

23:16 - Individual requested an officer to Exit Glacier Road for a party near her house. She reported that she called SAST about and hour before, but had not seen them and that people kept coming into her yard.

Sept. 17

00:03 - Officer responded to a report from Safeway that a man was trying to leave the store with stolen items. Clay Griffin arrested for Theft III and taken to SCJ. Griffin also trespassed from Safeway for one year. (PBT .201)

01:09 - Verbal warning for tail light requirements given at Seward Highway and Safeway.

08:09 - Burn permit issued at the dump for two days.

11:55 - Individual reported he lost his iPhone at Thorn’s sometime during the night of Sept. 16.

11:58 - 911 misdial.

12:47 - Individual advised that he would be blasting near a subdivision above Lost Lake the next day about 14:30-13:00 and expected to be done by 16:00.

13:22 - Officer found black and red bike with a black and red seat in the wooded lot across from Ballaine playground.

14:30 - Individual turned in USB stick found at Rez Body Works. At 15:20 the owner claimed the item.

17:06 - Alaska Communications advised of a cell phone tower on Nash Road that experienced a power failure. The Electrical Department was contacted and advised that they had switched off the power for line work.

17:19 - Individual reported that her juvenile son had been located. He was previously entered as a runaway.

17:59 - Officer responded to Essential One after a report that Wyatt Williams purchased a lighter and went to the bathroom where he had remained for about 20 minutes and was likely doing drugs. Officer contacted Williams on Bear Drive, where he admitted to drinking (PBT .130) and having a used spoon, needles and lighter on his person. Williams arrested for Petition to Revoke Probation and taken to SCJ.

20:43 - Officer responded to Little Bear Mountain Apartments upon a report from a tenant that the tenant below was yelling, slamming doors, screaming “get out” and appeared intoxicated. Officer placed the subject into protective custody and took her to SCJ.

21:28 - Individual reported that his house in the 33200 block of Stoney Creek Avenue was without power. Reporting party said that his neighbors had power, but his has yet to switch back on.

21:34 - Individual reported that while he was parking a bus at the high school he observed a white van with all the doors open. As he was leaving the area, he witnessed a male in a blue T-shirt, red puffy jacket and grey stocking cap running from behind the storage shed. He then observed the same male walking northbound on the bike path near Sea Lion. Officers responded, but were unable to locate the described male. Officers also patrolled the school grounds on foot and checked the security of the building. At 23:15, officer spoke to the janitor who said that they were cruise ship workers and had business at the high school.

21:58 - Off duty dispatcher reported a bear in a tree in the 200 block of Benson that he could not chase off. Officer responded and was told that the bear left the area.

Sept. 18

05:56 - Officer responded to a report from the Holiday Inn that a male was passed out in the waiting room. Officer contacted the subject who was released to his boat captain.

07:11 - First Student Bus reported seeing smoke in the area across from McDonald’s property on Nash Road. Fire chief responded.

07:30 - Citation for fail to show proof of insurance issued to Jacob Hemstock at South Harbor and Seward Highway. Verbal warning given for fail to illuminate head lights.

08:02 - Warning for parking against flow of traffic given in front of Hotel Edgewater.

08:09 - Officer responded to a burglary alarm at Kenai Fjords National Park Service, 1200 block of Fourth. Officer advised that an employee accidentally set off the alarm.

08:14 - Trooper reported a bear went into the woods near the high school.

08:48 - Verbal warning for inoperative taillight given at Seward Highway and Sea Lion.

09:13 - 911 misdial.

10:30 - 911 misdial.

10:59 - 911 - PSMCC ER conducting fire drill.

12:53 - Parks and Rec turned in a bike that had been at the Benny Benson Memorial for about a week.

13:00 - Officer reported a bike found at the storage rack.

Sept. 19

07:35 - Warning for parking against the flow of traffic left on a vehicle in front of Seward Brewing Company.

07:44 - Verbal warning for light requirements given at Safeway.

11:17 - Electric Department advised of a power outage at Questa Woods. Electric crews were on scene and power was expected to be back within 20-30 minutes.

11:55 - Individual turned in expired medications to be destroyed.

12:00 - Parks and Rec turned in a found bike.

17:08 - 911 open-line call

20:08 - Alaska Department of Transportation requested extra patrols on the snow removal equipment at the airport.

23:30 - Trooper advised he was transporting Tina Snoddery to SCJ following a arresting her for felony DUI, felony refusal and DWLR/VCOR.

Sept. 20

02:13 - Verbal warnin g for disorderly conduct given in front of Yukon Bar.

11:16 - 911 misdial

11:37 - 911 misdial.

14:02 - Seward Elementary School advised that they would be doing a fire drill.

14:15 - Individual reported a vehicle driving fast in the alleyway at the south end of First. Officer was unable to locate the vehicle.

17:00 - 911 caller requested an ambulance to his residence on Eagle Lane. He said he was having difficulty breathing.

18:14 - Citation for speed issued to Albert Angel on Seward Highway near the airport.

18:57 - 911 misdial.

20:35 - Individual reported her brown canvas Carhartt wallet was lost. Reporting party believed she lost the wallet in Moose Pass or on Lost Lake trail.

21:14 - Caller from the ER reported a dog bite. Reporting party was forwarded to the animal control officer who responded to the incident.

21:29 - Caller requested an officer to her residence on Ravina where she stated something has been circling her house on and off throughout the evening. Officer found nothing.

23:47 - Citation for failure to carry proof of insurance issued to Clinton Johnson at Seward Highway and Dairy Hill.

23:58 - Verbal warning for impeding traffic given at Third and Van Buren.

Sept. 21

00:27 - Verbal warning for no brake lights given on Jefferson between Second and Third.

00:55 - Verbal warning for speed given at Third and Ballaine.

01:30 - Joseph Dotomain arrested on a warrant (3 SW-12-167) and remanded to SCJ.

01:52 - Verbal warning for speed given at Mile 1 Seward Highway.

01:57 - James Morgan arrested for DUI at Safeway and taken to SCJ. (PBT .130)

02:01 - Verbal warning for speed given at Chevron parking lot.

02:36 - 911 disconnected call.

02:51 - Multiple 911 callers reported flames could be seen at Ray’s Resuables. SVFD/SVAC dispatched and mutual aid BCVFD also dispatched per Assistant Fire Chief’s request. Police officers responded to notify the neighborhood and for traffic duty.

07:56 - 911 misdial.

10:03 - Case number issued for a public appearance.

10:18 - Individual reported he found a scanner/printer on his property on Marathon Drive. Officer secured the property and placed it into lost and found.

10:20 - Alaska Railroad security advised that the Blues Train was coming to Seward and there were three armed security guards on board.

12:36 - 911 caller reported six juvenile males going though the ashes of Ray’s Reusables. Officer was unable to locate youth in the area.

13:54 - Electrical Department advised that the power was going to be shut off for about three to four houses close to Ray’s Reusables for about 30 minutes. At 14:57 power was restored to all houses.

Sept. 22

00:45 - Verbal warning for failure to carry operator license, failure to use seat belt given at Seward Highway, Essential One.

01:01 - Citation for failure to carry proof of insurance issued to Helen Stewart on Third at Seward Senior Center. Verbal warnings given for speed and inoperable brake light.

01:51 - Brandy Morgan arrested for DWLR and operating a vehicle without a required IID device at Seward Highway and South Harbor, and taken to SCJ.

02:26 - Trooper advised he was en route to Bear Paw drive for a 911 officer request, then hang up, and may need assistance. SAST advised they would call if assistance was needed.

02:28 - 911 caller said he heard two loud explosions and light flashes approximately five minutes apart. He did not see fire or smoke, and smelled nothing in the air. There were no sounds of distress heard. Reporting party was advised to call 911 again if he needed further assistance or saw something out of the ordinary. BCVFD-AC responded POV and found nothing to report.

10:48 - Verbal warning for speed given at Fourth and Van Buren.

11:53 - Individual reported a vehicle passing in a no passing zone and speeding on the Seward Highway in front of Safeway headed south. Officer placed a note on the vehicle for the driver to contact an officer.

13:34 - Officer advised that a small tree fell down and was blocking part of the roadway on Sea Lion.

14:10 - 911 caller requested an ambulance to the 500 block of Hemlock for a 52-year-old male having difficulty breathing.

17:50 - 911 caller requested an ambulance Mountain Haven, Lupine Lodge, for an elderly male with respiratory problems.

19:06 - Individual requested an officer to Ray’s Reusables where two males were throwing rocks and rummaging through the debris. Officer found no one in the area.

Sept. 23

00:34 - An individual was trespassed from all bars for the rest of the night.

01:21 - Earthquake: Magnitude 4.0, 45 miles deep, 50 miles northwest of Anchorage. No tsunami.

09:34 - SAST dispatched MPVFD to Hope for possible overdose.

10:51 - Electric Department advised they would be doing a scheduled power outage in Questa Woods for about an hour.

11:29 - 911 misdial.

12:06 - Officer reported an accident between a vehicle and bicyclist at Leirer and Seward Highway. Officer advised that bicyclist had minor shoulder pain but refused an ambulance but would be taken by the vehicle driver to PSMCC for medical evaluation.

12:38 - Kenai Lake construction flagger called on radio about a medical emergency for possible stroke patient at the construction area. MPVFD/SVAC dispatched.

1242 - Parks and Rec turned in a bike they found.

14:17 - SAST reported a driver lost a bike somewhere on the Seward Highway near Turnagain Pass area.

15:17 - Safeway requested an officer for a juvenile who was refusing to pay for groceries. Officer contacted the subject. The juvenile was released to a parent and issued a criminal trespass advisement of not to be in Safeway without a parent for one year.

15:50 - Individual reported a rock slide on Lowell Point Road.

18:30 - 911 caller requested an ambulance to Eagle Lane for a female who was unconscious and would not wake up. Patient refused care after arrival.

19:08 - Officer requested a case after coming upon a black bear which was rummaging through bins at the Army recreational camp. Officer chased the bear. The bear then returned and climbed a crabapple tree. Officer stood by to keep onlookers from approaching the animal.

19:41 - Individual reported a general fire alarm sounding at Madison. Officer contacted a family near the building who advised their infant pulled the alarm. Fire personnel cleared the alarm.

20:37 - 911 caller reported that he had not heard from his wife who said she would call right back three hours before. Caller advised that wife is slightly mentally disabled and is easily taken advantage of. She met an elderly woman the day before and was helping her when he last spoke with her. He had no information about whom or where the elderly woman lives, and was concerned about the welfare of his wife, advising that it is unusual for her to be gone so long. Officer spoke with the reporting party. At 21:18, the reporting party called back and said that his wife returned home. Reporting party then provided more information concerning a previous case. SAST was advised, due to the concern being in their area.

21:02 - Individual spoke to an officer about obtaining a domestic violence restraining order against her ex-girlfriend.

21:57 - Officer placed an individual into protective custody with PBT .176 after finding her passed out on the side of the road at Seward Highway and Leirer.

23:50 - Individual reported horses were out on Phoenix.

Sept. 24

01:04 - Individual from Seward Resort reported a black bear had returned to the resort area. Officer ran the bear off.

05:05 - Individual from Seward Resort reported a black bear had returned to the resort area. Officer fired a rubber shell at the bear hoping he will not return.

09:59 - 911 caller from SeaView Community Services reported someone stuck in the elevator, but while on the call the people were able to get out of the elevator.

11:32 - Officer requested that a vehicle be impounded from the 800 block of Second. Officer advised it was abandoned since the end of May.

13:23 - 911 misdial.

Unknown time - 911 caller requested an ambulance to Maple Street for female having chest pains. SVFD/SVAC dispatched.

14:45 - Mitchell Denny arrested for DUI at Mile 49 Sterling Highway and taken to SCJ.

18:27 - Individual reported her black and white dog with crystal blue eyes was missing from her residence on Grouse Creek Road. Reporting party said her other dog had gone missing before and returned weeks later with suspicious injuries.

20:38 - Caller was concerned about an argument involving her brother and their parents Officer spoke to the involved parties, who clarified the situation and advised that no police action was necessary.
