The Lowell Creek diversion dike, here under construction in July 1940, replaced an engineered flume or aqueduct that divided the community and proved to be a periodic flooding threat.

The Lowell Creek diversion dike, here under construction in July 1940, replaced an engineered flume or aqueduct that divided the community and proved to be a periodic flooding threat.

A 1935 storm caused a catastrophic failure of the chute even provoking the use of explosives to break up the literal logjam of broken construction materials as floodwaters ravaged downtown and the waterfront. Federal monies were made available through the 1937 Flood Control Act to develop and construct a solution. The subsequent dike and accompanying tunnel diverted the creek to the southern edge of the Seward townsite, making the former channel and floodplain available for development and protecting the center of town from major flooding.

The diversion system was in use by 1941, with final concrete work performed in 1945.
