The following is from the journals of the Seward Police Department

Jan. 27

21:57 - Verbal warning given for failure to stop when entering roadway on South Harbor St. at Subway.

Jan. 28

00:23 - Individual advised that his roof may have blown upwards and hit the electric line. He was experiencing several power surges. Electric department responded.

02:16 - Simplex advised of a fire alarm going off at the Hotel Edgewater. After arriving on scene, SVFD determined the cause was a domestic water line break. SVFD assisted with what they could and advised that the sprinkler system must be replaced by someone certified.

08:22 - Individual wanted to talk to an officer in reference to harassment.

09:16 - Individual reported an open door at a residence on Sixth. Officer secured door.

09:27 - Guardian Security reported a burglary alarm at Hulm Circle. Officer made contact with owner who had a maintenance person working on furnace and triggered alarm. All was OK.

09:53 - Individual reported a broken water pipe on Fourth and could not locate the water shutoff. Water personnel responded.

12:19 - SVFD/SVAC dispatched to Second for a female having a possible stroke.

13:38 - Individual reported seeing occasional sparks from the chimney at residence on Marathon Drive and was not sure if it was a stack fire. Contacted owner of residence who advised they had just started their wood stove and all was OK.

15:52 - Individual reported losing a chocolate pit bull puppy on Fifth. Officer found dog and it was reunited with the owner.

17:19 - Broken window reported at residence on Ash Street. Officer found no evidence of vandalism.

19:00 - Individual turned in a black Samsung cell phone that was found by the Railway Cantina.

23:52 - Ambulance requested to Moose Horn Drive for a male who reported ripping pain in his abdomen.

23:59 - Swan Nest’s Inn requested an officer to assist with an intoxicated male. Officer contacted subject, who was given a disorderly conduct warning and advised not to drink for the rest of the evening. Officers were called back at 00:33, though subject was quiet and in his room upon their arrival.

Jan. 29

06:22 - Officer requested on call SVFD personnel to the AVTEC Culinary School, where a burst pipe had begun flooding the building and set off the fire alarm. SVFD advised that AVTEC maintenance was notified of the burst at 6 a.m.

10:15 - Owner of Tony’s Bar requested that Jeffrey Connor be trespassed from the bar indefinitely. Officer spoke with the complainant.

10:36 - Trespass warning given to two subjects who were contacted at the SMIC gravel pit area and advised of the no trespassing post.

11:31 - Burn permit issued to Harold Faust at the corner of Vista and Mill for one day only.

13:00 - Individual reported a situation involving person harassing and threatening him.

17:53 - Individual reported a fallen subject at Fourth and Jefferson who was uninjured but needed a ride back to Glacier View Apartments.

22:51 - Matthew Brewer issued MCA citation after he went to police department to speak with officers. Brewer was given a ride home by an officer.

Jan. 30

08:22 - Caller requested that an officer contact her in regard to an incident that happened on the school bus with her son.

10:26 - Yukon Fire was working on alarms at the Culinary Arts building.

11:16 - Earthquake, with a preliminary magnitude of 6.6, occurred in central Chile, at a depth of 27 miles, at 11:16 ADT. No tsunami was expected.

13:38 - Brian Walker and Kelli Harlow arrested on multiple counts of Misconduct Involving Controlled Substances III. Both were transported to SCJ where they were booked and incarcerated.

14:04 - Public Works advised that the closed street signs were posted on Fourth and Fifth from Jefferson to Railway for closures beginning at 4 a.m.

17:02 - 911 misdial.

18:00 - Verbal warning for driving without headlights after dark given at Seward Highway and Dairy Hill.

21:25 - Individual reported a vehicle in the middle of the roadway at Third and Madison and advised that it looked like the vehicle slid out of its parking space and out into the road. Officer contacted the owner at AVTEC and had the vehicle moved.

Jan. 31

00:54 - An earthquake with a magnitude of 5.5 occurred 205 miles south of Juneau at a depth of eight miles.

03:20 - 911 open line call.

07:00 - Officer cited two juveniles at the high school for minors in possession of tobacco.

09:42 - Individual reported icy roads at the three bridges.

10:44 - Caller reported that their carbon dioxide detector was activated. Fire officer responded and found the source. Garage was aired out.

12:01 - Verbal warning for failure to stop given at the high school.

15:30 - Individual reported an unknown amount of heating fuel was stolen from a residence on Jessie Lee Drive.

17:55 - SAST requested FIRE/EMS, to Mile 37 Seward Highway for a vehicle in the ditch. Call canceled per AST.

18:00 - Automatic fire alarm received from the SVFD related to ditch accident. Officer advised of false alarm.

18:43 - Individual requested to speak to an officer about a civil issue.

19:18 - SAST requested an ambulance to Toklat Way to check on an infant involved in the vehicle in the ditch call at 17:55. SVAC canceled per MPVFD.

21:09 - Trooper arrested Brett Cragle of Toklat Way, for DUI, MCA, MOCA and Endangering the Welfare of a Child and transported him to SCJ.

21:17 - 911 caller reported that he was freezing to death and also that his back pack stolen was stolen. Officer contacted subject, placed him into protective custody and transported him to SCJ.

Feb. 1

00:37 - SAST requested assistance while conducting a consent search of a vehicle at Mile 5 Seward Highway. Trooper arrested Elijah Hayes for DUI, MCA, MOCA, and MIW 5 and transported him to SCJ.

10:39 - Individual reported a small trail of blood leading up the sidewalk at Third and Washington. Officer was unable to find anyone in need of assistance.

13:17 - An earthquake with magnitude of 6.7 occurred at Santa Cruz Islands at a depth of six miles. No tsunami was expected.

13:50 - Reely Renfro issued citation for speed in the Chamber of Commerce parking lot.

14:30 - 911 misdial.

14:31 - 911 misdial.

20:06 - Verbal warning for speed issued on Seward Highway at the Coffee Cup.

20:29 - Verbal warning for speed issued on Seward Highway at Adams.

20:42 - Verbal warning for headlights issued on Seward Highway at Air Force Rec Camp.

23:07 - 911 caller reported that residents were fighting in their residence at Bear Mountain Apartments. Officers responded and provided transportation for one subject to Pacific Park Apartments to stay with a friend.

23:26 - Wilfred Pavloff arrested for disorderly conduct during the investigation of the above disturbance and transported to SCJ.

Feb. 2

00:14 - Verbal warning for inoperative headlight issued at Fourth and Van Buren.

01:57 - Individual reported that while driving northbound on Seward Highway a vehicle that he identified as a black Chevy Blazer cut directly in front of him while turning into Chevron. Individual stated that he had come within feet of hitting the vehicle. Officers responded and contacted Jeffrey Halverson in a blue Chevy Tahoe. Halverson was arrested for DUI and transported to the SCJ. He was also charged with breath test refusal. The vehicle and dog inside it were released to a friend.

05:18 - An earthquake of magnitude 6.9 occurred at the depth 78 miles in Hokkaido Japan Region. No tsunami.

18:49 - SAST arrested Rodger Hayward for warrant/obstruction of court order at Benson Avenue.

18:49 - Individual requested to speak to an officer regarding a suspicious adult male talking to her son.

21:03 - SAST arrested Arthur Pelch, Jr. for DUI on Salmon Creek Road.

21:29 - Verbal warning for taillight requirements and violation of provisional license issued on Seward Highway at Chevron.

23:58 - Verbal warning for speed given in the Breeze Inn parking lot.

Feb. 3

00:03 - Individual reported hearing gun shots around the 600 block of Sixth. Officers patrolled the surrounding areas but did not hear gunshots.

04:22 - Officer arrested David Bartley for driving with license suspended at Nash and Salmon Creek roads. Bartley was also given verbal warnings for one headlight out and expired tags. The vehicle was released to family and Bartley was transported to SCJ.

10:35 - Caregiver reported that one of her patients forced her to leave his Glacier View apartment. She requested information on what police could do in this matter.

17:57 - SAST arrested Harvey Eckert for DUI at the Pit Bar on Seward Highway.

20:21 - Verbal warning for headlights and failure to get current Alaska driver license issued at Safeway and Seward Highway.

20:28 - Citation issued to Arthur Osborn, Samantha Charlie, and Arvin Charlie for seat belts, tail lights and no proof of insurance on Seward Highway at Phoenix.

20:38 - Oak/Mountain Haven/Fireweed Lodge requested ambulance for male who fell and had lacerations on his nose and pain when he moved.
