The following is from the journals of the Seward Police Department.

Oct. 22

08:04 - Harbor Bakery reported an alarm sounding at Subway and an odor of exhaust in the area, but no smoke or fire visible. Fire officer and Subway responded.

08:25 - Individual reported a dog barking next door on Oak Street. ACO advised.

13:00 - Officers responded to a request for a welfare check on reporting party’s friend at Kimberly Court Apartments who was threatening suicide. Officers found subject to be well.

23:52 - Caller from Seward Resort advised that a black bear, that had been on their property on previous nights, was back in the area.

Oct. 23

10:19 - 911 caller advised that his daughter was playing with the phone at AVTEC Apartments on Fourth.

10:45 - Officer responded to a request from PSMC about a possible abuse case. Merlin Hunter was arrested for DV Assault IV, MICS VI and Failure to Register as a Sex Offender, and transported to SCJ.

11:17 - Manual Alarm was sounding from SCCC. Callback revealed all was OK.

15:11 - 911 hang up call.

16:09 - Officer responded to a report that children were playing on the ice in the Lagoon and contacted three juvenile males who were advised to stay off the ice.

16:36 - Caller reporting a smell, possibly outlet burning smell, at Salmon Creek Trailer Park. Everyone was evacuated from the residence. BCVFD found a blackened outlet.

16:46 - Tsunami warning issued following an earthquake, magnitude of 6.6, 10.1 north 85.4 west of Costa Rica at a depth of 12 miles.

Oct. 24

00:40 - 911 caller requested an ambulance to the 400 block of Fourth for a 5 year old with asthma who was having coughing fits. SVAC and SVFD dispatched.

02:17 - Caller from Guardian Security reported that a burglary alarm had been tripped at NAPA Auto Parts. Guardian called back a few minutes later and advised that they had spoken with the emergency contact for the store who stated that it was just a mouse that had tripped the alarm and everything was fine.

07:47 - Citation for driving left of center lane issued to Aidan Richardson at Seward Highway and Port. Verbal warning also issued for proof of insurance.

09:30 - Citation for minor in possession of tobacco issued to a juvenile on the cross country trails.

09:55 - Public assist for CDL breath test at SPD.

10:00 - 911 caller at SCCC requested an ambulance for a man who was assaulted with a weapon. SVFD/SVAC dispatched. SAST advised.

10:43 - Public assist for CDL breath test at SCJ.

11:23 - 911 caller at SCCC requested an ambulance for a two male patients who were stabbed and advised that there may be other patients. SVFD/SVAC dispatched. SAST and PSMC advised.

12:44 - Kenai Peninsula Borough advised that they would be working on the sprinkler system at the elementary school.

14:00 - Officer responded to a request from the elementary school for a welfare check on absent student. Officer spoke with student’s guardian, and everything was OK.

14:44 - Burn permit issued to Alaska Waste at 3200 Dimond for Thursday and Friday.

15:09 - SVAC dispatched with ambulance to pick up LifeMed Crew at the airport.

17:57 - Verbal warning for a rolling stop at a stop sign issued at Seward Highway and railroad access road.

19:00 - Verbal warning for speed issued at Levee and Diamond.

19:07 - Verbal warning for taillight out issued at Seward Highway and Sea Lion.

21:10 - Officer responded to a report of a male in a black cap and Army jacket stumbling on the sidewalk from Port Avenue headed north, then walking in our of the roadway trying to get a ride. Officer transported subject to his residence.

21:29 - Officer responded to a request from the Marina Motel for loud guests. Disorderly conduct warnings were issued for the night.

21:40 - 911 caller was intoxicated and asked for help. Officers transported caller to a residence on Nash Road.

Oct. 25

01:53 - Citation for parking in the roadway issued to vehicle parked on Alice Street.

08:17 - Burn permit issued to Alaska Railroad on the northeast corner of the railroad off Port Avenue for the day only.

08:59 - 911 caller reported seeing smoke from the Alaska Railroad yard.

10:34 - Arctic Elevator tested the call feature that dials 911 on the city hall elevator.

11:00 - Officer arranged impoundment of a vehicle that was a traffic hazard on Alice Drive.

11:19 - Arctic Elevator tested the call feature that dials 911 on the senior center elevator.

12:54 - 911 misdial.

14:15 - Officer responded to a report of a motor vehicle accident with damage in the post office parking lot. Officer contacted subjects.

17:00 - Officer responded to a report of a black bear on a porch on Olympia. The bear left the area.

22:55 - On Bear Drive, Alaska State Trooper arrested Shantrel Bingham for petition to revoke probation and remanded her to SCJ.

Oct. 26

08:00 - High school to conduct a fire drill during the day.

09:30 - AVTEC would conduct flare exercises in the morning at SMIC

12:56 - Officer responded to a report of a black bear near Dora Way. Officer deployed a cracker shell.

14:38 - Individual reported that trash was spread all over near Midnight Sun Lodging at Bear and Phoenix.

16:00 - Citation for illegal parking left on a vehicle on Fourth in front of Railway Cantina.

16:33 - Court clerk turned in a purse that was found inside the court.

18:06 - 911 abandoned call.

19:52 - Verbal warning for very bright headlights issued next to Bayside on Fourth.

20:13 - Citation for headlight out issued to Jessie Maddox at Ballaine and Monroe.

Oct. 27

00:08 - Caller requested to report that he was assaulted by an individual at Tony’s Bar during a card game. Officer spoke with both parties. Reporting party did not wish to press charges.

03:01 - At the Pit Bar, an officer took property from a subject. A female he knew from school had given him the property and the property apparently belonged to someone else.

09:40 - Individual requested a welfare check at the harbor showers. Reporting party informed an officer that a man was threatening his girlfriend. Reporting party also informed the officer that the man was harassing him. Officer responded and was unable to locate described persons and vehicle in the harbor area. Reporting party returned to the station and advised an officer that a possible domestic violence occurred in a fifth wheel parked on City Express property. AST notified and responded with officer’s assistance.

13:17 - Caller reported that he mailed a check to an individual and she lost it. Officer spoke with the reporting party and individual, and advised both that it was a civil issue.

17:54 - Individual reported a black bear on Olympia.

18:10 - Citation for speeding issued to Cody Herrick on Seward Highway at Sea Lion.

18:29 - Verbal warning for speed issued at the No Sweatt Auto parking lot.

19:04 - Earthquake, magnitude 7.1, depth 12 miles; 52.9N 131.9W, 25 miles south of Sandspit, British Columbia. Tsunami Warning #1: includes British Columbia and Alaska north tip of Vancouver Island to Cape Decision (85 miles southeast of Sitka). Update in 30 minutes.

19:40 - Earthquake magnitude upgraded to 7.7. Tsunami Warning #2: No tsunami observed in Alaska to date. Update again in 30 minutes.

20:12 - Tsunami Warning #3: Tsunami warning in effect for coastal areas of California, Oregon, Washington and British Columbia from the California-Mexico border to the north tip of Vancouver Island.

20:39 - Verbal warning for headlight requirements issued on the Seward Highway at Chevron.

20:50 - Tsunami Warning #4: Tsunami warning in effect for coastal areas of California, Oregon, Washington and British Columbia from the California-Mexico border to the north tip of Vancouver Island. Tsunami was generated and expected to damage the warning regions listed.

21:04 - Tsunami Warning #5: Tsunami warning in effect for coastal areas of California, Oregon, Washington and British Columbia from the California-Mexico border to the north tip of Vancouver Island. Tsunami was generated which is expected to damage the warning regions listed.

21:50 - Tsunami Warning #6: Tsunami warning in effect for coastal areas of California, Oregon, Washington and British Columbia from the California-Mexico border to the north tip of Vancouver Island. Tsunami was generated which is expected to damage the warning regions listed. Updated to include coastal areas of California and Oregon from Gualala Point to Douglas-Lane City Line.

22:24 - Tsunami Warning #7: Updated to an advisory.

23:17 - Officers responded to a report of a subject who was intoxicated and fighting at AVTEC dorm between Third and Fourth. Officers arrested Derick Philemonof for warrants and minor consuming alcohol. Another subject was also contacted.

23:25 - Individual reported two males fighting. They left the scene. Damage reportedly done to the building.

23:30 - Officers on the scene at AVTEC dorm requested an ambulance for a male with a head injury.

Oct. 28

00:37 - AST requested assistance with field sobriety tests at Mile 3.5 Seward Highway.

01:50 - Juvenile cited for minor consuming alcohol after being contacted in reference to a report of an intoxicated juvenile in a vehicle in the parking lot of Bayside Apartments who was throwing up and intoxicated (PBT .116). Another juvenile was cited for minor consuming alcohol (PBT .061). Both subjects released to a parent or older sibling.

10:35 - 911 misdial.

12:30 - Animal control officer responded to a report of a pack of dogs running loose near the Nash Road-Seward Highway intersection. Reporting party advised that the dogs were creating a hazard and chasing cars. ACO was unable to locate any dogs.

13:53 - 911 caller reported a domestic issue on behalf of female living at Marathon Drive. Officer contacted the female and arrested Claus Birkholz for Assault IV DV and transported him to SCJ.

14:17 - Officer responded to a request to pick up drug paraphernalia at the AVTEC dorm office.

15:00 - Individual reported a dump truck had been driving aggressively for the previous few days. Reporting party advised the driver had been tailgating and passing in center turn lanes.

15:26 - Multiple 911 callers reported a fight involving multiple people, and maybe weapons, on Fourth near Bayside. Officer contacted six subjects. Adian Richardson arrested for Assault III and Disorderly Conduct. Christopher Gillespie arrested for Disorderly Conduct.

16:29 - Claus Birkholz arrested on an AST warrant and remanded to SCJ.

Oct. 29

05:50 - Officer responded to a report that a large black bear tore up the back deck area of his residence at Olympia Road. The bear was no longer in the area when the officer arrived.

08:30 - Disorderly conduct summons issued for Christopher Gillespie.

11:06 - Caller from USFS advised a subject that he could not live on Forest Service land and the subject left the office angry. The subject would be living in the Cooper Landing area.

12:30 - Verbal warning for reckless driving issued. Subject also advised that he is not allowed on Seward High School property.

13:00 - Individual claimed her purse that had been found and turned in to SPD.

13:00 - Caller reported that a vehicle just hit her vehicle and left the scene. She reported a possible license plate number. The vehicle was parked at AVTEC on Leirer Road. Officer responded and issued citations to Shane Neako for failure to yield when turning and proof of insurance.

13:38 - Individual reported that a dog was lying in the middle of Ash Street.

16:15 - Claus Birkholz arrested for violating conditions of release after calling victim from Tony’s Bar.

17:56 - Caller from Arizona reported that her sister, also from Arizona, was missing. Officer spoke with the father, also of Arizona, who was not concerned and did not want to report her missing. Officer unable to obtain more information.

18:26 - Individual requested a civil standby so a subject could pick up her belongings from Bayside Apartments.

22:07 - Verbal warning for taillight requirements issued on A between Third and Fourth.

22:13 - Citation for window tint issued to Aaron Finch at Fifth and Jefferson. Warnings issued for taillight requirements, failure to stop at stop sign, excessive muffler noise and failure to register vehicle.
