July 19

09:02 - Earthquake, magnitude 4.1, 200 miles southwest of Anchorage at a depth of 60 miles. No tsunami was expected.

10:22 - University of Alaska Fairbanks advised that they would be replacing their fire alarm system. At 15:06 they advised that fire systems were back in service and working.

11:45 - Sean Spiers arrested on a warrant at Pacific Park Apartments and remanded to SCJ.

12:56 - 911 open line call.

13:26 - BCVFD advised that 118 would be out of service for the rest of the day.

13:40 - Individual requested an ambulance for a female who was not feeling well after drinking lemonade.

15:59 - 911 misdial.

17:19 - Warning for Parking Over The Fog Line issued to a vehicle in front of the Railway Cantina.

17:30 - SAST reported a vehicle was unable to maintain lane travel and varying speeds near Moose Pass. Officer was unable to locate vehicle.

17:33 - Verbal warning for Parking In Disabled Spot issued at Safeway.

17:44 - Verbal warning for Speed issued on Seward Highway.

17:47 - Verbal warning for One Taillight Out issued at Seward Highway and Stoney Creek.

20:15 - Fire officer advised that the fire hydrant at the southeast corner of the elementary school had a broken valve stem. Waste/Water determined hydrant to be out of commission.

20:41 - Verbal warning for Speed issued at Safeway on Seward Highway.

23:21 - Verbal warning for Driving Without Headlights On issued in front of Chevron on Seward Highway.

23:44 - Verbal warning for Inoperable Lights On A Boat Trailer issued on Seward Highway at Nash Road.

01:34 - Citation for Speed issued to Jason Hornick on Third near Jefferson.

01:35 - Citation for Speed issued to Sean Kelliher on Third near Jefferson.

08:35 - 911 caller reported smoke coming out of the basement of Petro Plaza.

09:47 - Citation for Failure To Stop At Stop Sign issued to Abigail Vargas at Port and Fourth.

10:54 - Earthquake, magnitude 4.8, 355 miles southwest of Anchorage at a depth of 7 miles. No tsunami was expected.

11:23 - Individual reported that he lost his black wallet in the area of Ray’s Restaurant.

11:53 - Received a low tank alarm at Lowell Canyon. Waste/Water notified.

13:00 - Individual reported that her purse with U.S. $552 and 1500 rubles ($48.78) was stolen or misplaced in the area of Safeway the night before.

14:00 - Parks and Rec Department took down a campsite in Williams Campground. Belongings from the site were stored at Park and Rec.

14:30 - Individual reported a disagreement between her and another person regarding some kittens. Officer talked with reporting party and case appears to be civil.

14:32 - 911 caller wanted the number to AST.

16:01 - Verbal warning for Speed issued at Seward Highway and Hemlock.

16:28 - Verbal warnings issued for Crossing The Center Line and Not Signalling.

17:00 - Individual reported damage to his boat in the 4 Seasons Boatyard.

17:03 - Alaska SeaLife Center security reported a man passed out on the south end of Seaview Plaza. Officer found the person to be too intoxicated to care for themselves and transported them to SCJ. PBT .303. Subject transported to PSMC.

17:26 - Verbal warning for Improper Lane Usage issued at Seward Highway and Sea Lion.

17:54 - Citation for Expired Registration, and warnings for Speed and Inoperable Taillight issued to Kevin Seabeck at South Harbor and Seward Highway.

18:29 - Individual reported a vehicle travelling erratically down Seward Highway in front of Safeway. Vehicle was parked in front of Fish House.

18:48 - Citation for Additional Parking Regulations issued to Premier Alaska Tours LLC on Fourth in front of the Methodist church.

19:17 - 911 caller from Miller’s Landing requested an ambulance for a male having a seizure aboard the Thomas C. SAST requested an ambulance to Lowell Point south beach. LPVFD/SVAC/SVFD toned out.

19:20 - Citation for Speed issued to Kenneth Seymore at Seward Highway and Sea Lion.

20:37 - Citation for Additional Parking Regulations issued to ABC Motor Home Rentals Inc. in front of Apollo Restaurant.

23:46 - Verbal warning for Headlight Out issued at Third and Jefferson.

23:56 - Verbal warning for Failure To Stop At Stop Sign issued on Third near Bayside Apartments.

00:06 - AST arrested Timothy Mack for DWLS and transported him to SCJ.

00:32 - Citation for Speed issued to Santos Mejia on Third near Terry’s Tires.

00:49 - Citation for Speed issued to Olga Lufkin on Third near Terry’s Tires.

01:09 - Citation for Headlight Out issued to Hilda Lespron on Third near the Breeze Inn.

02:35 - AST arrested Coan Tamayo for DWLR and transported him to SCJ.

11:12 - 911 elevator call received from the elevator at Seward Senior Center and heard the elevator beeping. Officer searched and secured building.

13:17 - Verbal warning for Inoperable Headlight issued on Seward Highway at Sea Lion.

13:23 - Verbal warning for Speed issued on Seward Highway and Sea Lion.

15:15 - 911 misdial.

15:46 - 911 misdial.

15:51 - Individual reported a silver VW sedan driving erratically in and out of traffic through the construction area, honking the horn and speeding at Mile 12 Seward Highway.

16:15 - Verbal warning for Speed issued at Mile 2.5 Seward Highway.

16:47 - Pedestrian flagged down a SPD officer at X-float in the harbor to complain about other people at the fish cleaning table.

17:08 - Individual reported a bear sow and cub at Resurrection Bay.

17:26 - Individual reported one of the city trucks was hit and the bumper damaged.

17:41 - Individual reported a person having a seizure at the railroad terminal.

18:12 - Individual requested a civil standby at Van Gilder.

18:45 - Citation for Parking Over The White Line issued on Fourth.

19:04 - Verbal warning for Speed issued at Third and Van Buren.

19:48 - 911 caller reported a minor motor vehicle accident with no injuries.

21:35 - Verbal warning for Speed issued on Seward Highway at Safeway.

21:35 - Soldotna AST requested assistance at Salmon Creek Trailer Court for male subject with laceration on his head and possibly a dog bite.

July 22

00:53 - AST requested a SPD officer to Salmon Creek Trailer Park to assist with a disturbance. At 01:13 SPD was again requested for possible gunshots at the same residence. Officers responded an all was OK.

02:21 - AST requested a SPD officer to assist with field sobriety tests at Mile 2.5 Seward Highway. Owen McLaughlin arrested for DUI and transported to SCJ.

02:58 - Ambulance requested to Salmon Creek Trailer Park for a male stating he had an arm injury due to being handcuffed earlier. SVAC and BCVFD responded.

04:04 - Individual advised that two males attempted entry to the bike shop at the train wreck.

11:03 - Water alarm at Lowell Canyon tank and on-call notified.

14:00 - Individual reported a vehicle parked in the bus loading zone by Kawabe Park. Officer issued a citation for Stop Or Stand In Bus Stop to the vehicle registered to Stephen Harken.

15:51 - Verbal warning for Speed issued on Seward Highway at Airport Road.

16:24 - SAST requested assistance at Mile 6 Seward Highway while trooper performed field sobriety tests. SPD officer transported Teri Root to SCJ for trooper Failure To Appear warrant.

16:24 - SAST arrested Eugene Juliussen Jr. for DUI at Mile 6 Seward Highway.

17:20 - Individual reported a vehicle was hit by another vehicle that left the scene at the upland parking lot near N-float.

19:49 - 911 caller reported a male with fractured lower left leg. Patient had normal pulse, with no shock and his leg was braced. Caller was 30 minutes out and would dock at Harbormaster dock.

20:03 - Jail called to report a fire alarm going off. SVFD notified and responded.

20:33 - Individual reported a maroon van was parked 3 or 4 nights a week off Hemlock. Patrol advised subject that the area was not a camping area. Subject moved on request.

20:50 - Verbal warning for Speed issued at Seward Chamber of Commerce.

21:05 - Citation for Broken Headlight issued to Laura Ramirez on Seward Highway at Van Buren.

22:54 - Earthquake, preliminary magnitude 5.1, 51.5 N 171.8 E, 115 miles southwest of Attu Island at a depth of 21 miles. No tsunami was expected.

23:10 - Earthquake, preliminary magnitude 5.0, 51.8 N, 179.7 W, 55 miles northeast of Amchitka at a depth of 102 miles. No tsunami was expected.

July 23

01:34 - Anthony Brannon arrested for Assault On Police Officer in front of Yukon Bar and transported to SCJ.

01:34 - Officer advised that a vehicle was in the ditch near Ace Hardware. Officer advised all was OK and they were able to get vehicle out of the ditch.

03:07 - Individual reported an intoxicated pedestrian passed out on the sidewalk in front of Cover to Cover Books. Officer responded and made contact with pedestrian.

07:05 - Verbal warning for Headlight issued at Mile 1 Seward Highway.

10:57 - Citation for Following Too Close issued to Gustav Walstrom issued at Seward Highway and Nash Road. Also, verbal warnings for Speed and Obstructed Windshield were issued.

10:35 - Fire alarm call received for Wells Fargo. Per fire officer the alarm could not be reset. Administration was notified and would contact their maintenance department.

11:33 - Individual reported a black bear cub on Phoenix Road. Officer was unable to locate.

11:57 - Individual reported a vehicle swerving all over Third. Officer contacted driver at Chevron and found all to be OK.

17:45 - Individual reported people stealing from campsites and requested that officers patrol Resurrection South Campground between 00:00 and 01:00 nightly.

19:42 - Individual reported a black bear behind the American Legion. Officer chased the bear up the mountain.

20:58 - Verbal warning for Speed issued at Seward Chamber of Commerce.

22:06 - Verbal warning for Headlight Requirements issued at Mile 2 Seward Highway.

22:36 - Verbal warning for Headlight Requirements issued at Mile 2 Seward Highway.

23:19 - Citation for Taillight Requirements issued at Safeway.

23:21 - Individual requested that an officer check on her father.

July 24

01:41 - Verbal warning for Failure To Stop At Stop Sign issued at Railway and Lowell Point Road.

04:09 - Individual reported hearing a loud party near the Iditarod Campground. Officer responded, arrested Kim Starkel on Anchorage AST JS Warrant ($500, FTA OC OSC Hearing, MICS VI) and transported subject to SCJ.

06:41 - Individual requested an officer to the Harbormaster’s restrooms for an intoxicated female. Female was placed into protective custody and transported to SCJ.

06:52 - Verbal warning issued to moped driver on the bike path for Riding On The Bike Path.

07:24 - SCJ advised of a fire alarm activation but advised it was a false alarm.

10:00 - Individual reported that he lost his wallet in the harbor area. At 10:15 reporting party advised that the wallet was found.

11:30 - Individual reported a male was driving and smelled of alcohol. Reporting party advised that the male left and headed north on Seward Highway. Officer was unable to locate.

12:01 - 911 caller requested an ambulance to the new Seward library construction site for a male who had windows fall on him.

12:10 - 911 misdial.

12:45 - Individual took several bottles of medication to SPD to be destroyed.

13:38 - Harbormaster’s Office reported a possible forest fire in the area of Thumb Cove and the Iron Doors. Forest Service notified.

14:02 - Two 911 callers requested an ambulance to Seward Highway for a male who fell off his bike, hit his head and was having a seizure.

14:46 - BCVFD advised that unit 118 would be going down Exit Glacier Road to investigate a report of black smoke.

15:23 - BCVFD advised that unit 192 would be investigating a CO alarm at Wilma.

17:00 - Individual requested an officer to Iditarod Campground regarding noise. Officer contacted a subject from the previous night and informed them to keep it down.

July 25

00:50 - Individual reported an intoxicated male was walking by the road at Chevron. Officer made contact with subject and provided transport for him to Seward Highway and Nash Road.

02:37 - Individual reported a possible DV in progress off Exit Glacier Road. SAST advised.

04:02 - Citation issued for Parking On Sidewalk at Third and A.

04:56 - Individual from the Harbor Bakery reported a juvenile took baked goods and left on foot southbound on Third. Officer was unable to locate anyone in the area.

06:56 - Citation for Failure To Carry Proof Of Insurance issued to Austin Gillespie at Leirer and Alameda. Also issued were verbal warning Failure To Stop At Stop Sign.

06:52 - Earthquake, magnitude 4.0, 200 miles northwest of Juneau at a depth of 16 miles. No tsunami was expected.

09:00 - Security Company Diebold reported a bank alarm at First National Bank Alaska. Officer responded and all was OK.

12:10 - Verbal warning for Passing In A No Passing Zone issued in the Breeze Inn parking lot.

12:39 - Citation for Illegal Parking issued to Ronald Bartlett across from The Fish House.

13:06 - SAST called to report a vehicle in the ditch at Mile 35 Seward Highway. SVAC/MPVFD dispatched.

16:00 - SAST reported receiving a 911 abandoned call.

17:07 - Citation issued to Andrew Puckett for Parking In A No Parking Zone in front of Christo’s.

18:06 - 911 caller reported credit card fraud. Advised caller to call on non-emergency line. Officer spoke with reporting party.

20:11 - 911 caller requested an ambulance for an female who was reported to be combative and needed medical attention. SVFD/SVAC dispatched.

21:13 - Citation for Speed issued to Michael Robbins on Seward Highway at Aspen.

22:25 - SAST arrested Kimberlee Larson for DUI on Nash Road and transported her to SCJ.

23:25 - Verbal warning for Speed issued in Safeway parking lot.

23:30 - Verbal warning for Inoperable Taillights issued near Seward Highway and Safeway.

July 26

00:06 - Verbal warning for Speed issued on Seward Highway near the airport.

00:09 - Verbal warning for Speed issued on Seward Highway near Hemlock.

02:16 - Camper at Waterfront Campground requested an officer to assist with noisy campers. Officer advised the campers to quiet down for the night.

02:45 - AST arrested Kevin Miller for Disorderly Conduct and transported him to SCJ.

04:50 - Verbal warning for Improper Use Of Turning Lane issued on Seward Highway at South Harbor.

07:09 - Verbal warning for No Front License Plate issued on Seward Highway near the airport.

09:14 - Individual reported that her disabled parking permit was stolen from a friend’s vehicle while parked in the Safeway parking lot.

11:00 - Individual reported that his disabled parking permit was stolen from a vehicle while parked in the Safeway parking lot.

15:56 - Verbal warning for Driving In Violation Of Instructional Permit issued on Seward Highway at City Express. Driver advised to park the vehicle.

18:44 - Two 911 calls with no one talking.

19:21 - 911 misdial.

19:25 - Individual reported seeing three or four males on the second floor of the Jesse Lee Home from Pacific Park Apartments. Officer gave three subjects trespass advisement.

19:41 - Verbal warning for Speed issued at Seward Highway and South Harbor.

19:48 - Individual reported five buses illegally parked on Fifth. Officer was unable to locate.

23:19 - Verbal warning for Driving Without Headlights issued on Fourth near Adams.

23:32 - Individual reported a male driving a silver mini-van drove on the bike path. After getting stuck on a log and getting unstuck, he proceeded on Ballaine. The reporting party believed the male was intoxicated. Officers were unable to locate the vehicle.

July 27

00:28 - Verbal warning for No Functioning Trailer Lights issued on Seward Highway near Essential One.

03:29 - Caller reported drug activity in Pacific Park Apartments.

07:02 - Warning for Parking On The Yellow Curb issued to a vehicle parked in front of Hotel Seward.

08:11 - Verbal warning for Failure To Stop At A Stop Sign issued at Seward Highway and Port Avenue.

08:31 - Citation for Failure To Wear Seat Belt issued to Matteo Genovese next to AVTEC on Alameda. Also, verbal warning issued for Failure To Stop At A Stop Sign.

08:34 - Individual requested an officer because several windows were broken in his excavator at the end of Ash Street.

09:06 - Citation for Failure To Wear Seat Belt issued to Gabriel Zemach-Stovall at Third and D.

10:13 - Verbal warning for Speed issued on Fourth by Bayside.

11:30 - Individual from Chinook’s reported that on June 2 his back up credit card machine for Chinook’s malfunctioned and did not charge customers’ credit cards properly. Reporting party said that when he used the credit card machine again on July 27, it processed all the charges from June 2. He called for information only and all the charges were valid, but were just charged on the wrong day.

11:57 - SVFD officer issued a burn permit to Alaska Waste at 3200 Diamond for July 28 only.

13:00 - BCVFD operations chief advised that there would be burning the Harbor View area that day. Operations chief said that if there are lots of reports, he will have him stop.

14:03 - SAST advised that an individual reported a vehicle, headed south, crossed a double yellow line and almost caused an accident at Mile 9 Seward Highway. SPD contacted driver at Fourth and Iron, and issued a verbal warning to pass with more caution.

14:14 - Individual requested an ambulance to Afognak Avenue for a male who collapsed.

14:55 - Individual reported that his bike was stolen from his shop on Cedar Drive on or around July 14.

15:03 - Verbal warning for Speed issued at Seward Highway and Hemlock.

15:53 - Verbal warning for Expired Tags issued in the harbor area.

16:05 - Fire officer advised a panel alarm at Seaview with no fire. Fire officer found a loose pull station on the southeast second floor.

16:28 - Citation for Seatbelt issued to Delilah Womble issued at Seward Highway and Alameda. Also, a verbal warning for Brake Lights.

17:44 - Verbal warning for Speed issued at Third and B.

17:52 - Abandoned vehicle notice left on vehicle at Seward Highway and Sea Lion.

18:11 - Individual reported that David Phillips had violated a restraining order she had against him. Officer spoke with reporting party and issued a summons for Phillips.

18:45 - Two reports of an alarm possibly sounding at the Seaview Building. Fire officer responded.

19:56 - Three individuals reported hearing people yelling for help off SMIC drydock. SAST reported being on a 911 call with a person reporting three persons in the water. SVAC/SVFD dispatched. Two people were recovered. Fire officer requested officer assistance.

23:21 - SPD officer responded to an AST request to meet with a trooper at Seward Highway and Sea Lion. Officer responded. AST arrested a minor for Minor in Possession and MICS VI.

23:31 - Individual reported noises coming from the First Lake area. Officer did not find anyone.

July 28

00:37 - SPD officer responded to an AST request for assistance while performing field sobriety tests at Salmon Creek and Nash roads. Mary Dean arrested for DUI and transported to SCJ.

01:00 - Individual reported a seemingly intoxicated driver on Third.. Officer made contact with subject at Icicle on Port Avenue. Driver was not intoxicated.

02:53 - 911 caller complained of excessive noise in the boat harbor. She hung up before an exact location could be determined. Officer did a foot patrol in the area to investigate.

03:36 - Verbal warning for Inoperative Headlight And Taillight issued on Phoenix just off Seward Highway.

03:38 - Citation for Inoperable Taillights issued to Kenton Lee at Seward Highway and Sea Lion.

10:11 - 911 misdial.

11:01 - Earthquake, magnitude 4.3, 145 miles southwest of Anchorage and 25 miles southwest of Homer at a depth of 39 miles. No tsunami was expected.

12:01 - Citation for Speed issued to Richard Medina at Seward Highway and Nash Road.

12:04 - Earthquake, magnitude of 6.6, in the New Ireland region P.N.G. at a depth of 43 miles. No tsunami was expected.

12:44 - Verbal warning for Inoperable Taillight And Headlight issued at Seward Highway and Sea Lion.

13:59 - Verbal warning for Speed issued on Seward Highway at Air Force Rec Camp.

14:39 - Verbal warning for Parking On The Pedestrian Walk Path issued near Chevron.

14:56 - Citation for Failure To Stop At A Stop Sign issued to Ronald Hemstock at Seward Highway and Airport Road.

15:35 - Spring Creek Correctional Center reported a suspicious male who used the bathroom for a long period of time and then fled quickly in a vehicle. Officer made contact with vehicle at Seward Highway and Sea Lion. Verbal warning issued for Cracked And Obstructed Window.

15:49 - Verbal warning for Expired Registration issued at Seward Highway and Sea Lion.

19:16 - 911 call with breathing on the line. On ring back, caller picked up then disconnected. Patrol responded.

19:33 - Citation for Speed issued to Erin Torgerson at Mile 2 Seward Highway.

19:52 - Individual reported four youth on her property in the 400 block of Sixth were shooting wildlife with an air gun. Officer advised subjects about trespassing on private property.

20:36 - Individual reported an intoxicated male stumbling into the middle of the road at Van Buren and South Harbor. Subject was gone on officer’s arrival.

21:21 - Citation for Parking Regulation issued to Duane Hanson at Fifth and Ballaine.

21:27 - Virginia Retzer arrested in the 1000 block of Second on a SAST warrant (FTC, no bail, 5 days to serve).

22:36 - Individual reported a brown bear was walking down Diamond.
